The Coalition has focused the majority of its efforts on improving Trunk Highway 5 and Trunk Highway 212. In the past, the Coalition has worked closely with I the Department of Transportation to acquire funding for preliminary studies on various segments of these two highway projects. 1 I have been informed by the Coalition that MnDOT's recently approved highway improvement program for the years 1992 through 1997 did not include the programming of construction for new Trunk I Highway 212 between Lyman Boulevard in Chanhassen and Trunk Highway 41 in Chaska. It is apparent that programming of this segment was very close to being scheduled; however, it did not make the final cut. While MnDOT was working on their 1992 through 1997 fiscal I year highway improvement program, Congress was also concurrently adopting the Surface Transportation Reauthorization Act of 1991 which authorized $8.7 million for the development of the new Trunk I Highway 212 from Eden Prairie to Cologne. ' The Co al ition represents u.iits of government, businesses and indi located between 1 -494 in Eden Prairie and the South Dakota Border who are along the path of TH5 and existing TH212. These organizations share the objectives of improving Trunk Highway ' • 5 and obtaining the construction of a new U.S. 212 between I - 494 and existing Trunk Highway 212 west of Chaska. Ultimately we wish to see the extension of 212 as a four lane road from Chaska to ' Norwood. However, it is particularly important that new 212 be built as soon as possible as a continuous system between I -494 and old 212 west of Chaska. Cohoon December 30, 1991 Page 2 traffic from western Minnesota to the Twin City area which will avoid use of existing Highway 212 and TH5. As long as heavy truck traffic continues on these existing routes, major congestion and safety problems will continue to increase on these existing roads. The solution is to provide a system which will enable trucks to avoid these existing roads and to avoid the Flying Cloud Hill in Eden Prairie. The new system will not be a viable alternative until it is completed as a continuous stretch from Old T.H. 212, west of Chaska, to I -494. 1 am attaching a letter from Bill Crawford, Metro District Engineer, advising me that Congress has authorized $8.7 million for development of new T.H. 212 from Eden Prairie to Cologne under the I Surface Transportation Reauthorization Act of 1991. It is my understanding that MNDot was not aware of the availability of this funding at the time it adopted the Highway Improvement Program for ' the years 1992 -1997. We also believe that the segment of new TH212 between Lyman and TH41 was very close to being scheduled in the • .. Highway Improvement Program as originally adopted for 1992 -1997. II Accordingly, we urge MNDot to add this segment of TH212 to the highway improvement program for 1992-1997 in recognition of the additional funds now available from the federal government under I the Surface Transportation Reauthorization Act of 1991. I am sure that Bill Crawford and other representatives of MNDot who regularly deal with the Coalition can tell you that the cities of Chaska, Chanhassen and Eden Prairie and Carver and Hennepin Counties, as well as the cities of Victoria, Waconia, II Glencoe, Buffalo Lake, Renville, Olivia, Bird Island, Sacred Heart and other members of the Coalition are united in their belief that a new TH212 is a major need that has remained unsatisfied for many, many years and should be remedied without any further delay. The program forecasts projects totaling I approximately $390.0 million for fiscal year 1992 and $420.0 million for fiscal year 1993. Major sources are: ::1 - State funds including the state share of revenues from the motor fuels tax and motor vehicle registration taxes. 1 - Federal funds from the surface transportation act. Landscaping 0 200,000 59,614,800 1 i The program contains projects that amount to $76.9 million and will result in: major construction of trunk highway 5 to trunk highway 41 - reconstruction of highway 41 from trunk highway 5 to trunk highway 212 - construction of the new highway 212 from 494 to Lyman Blvd and reconstruct existing 212 west of trunk highway 41 MnDOT defines major construction as improvements that improve the operational characteristics of a highway facility (decrease congestion, increase operating speed and /or reduce accidents by adding lanes, building a new roadway, reduce accidents by adding lanes, building a new roadway, etc.). The projects consist of grading, and surfacing and all or combinations of the following: interchanges, bridges, signals, lighting, signing, fencing and landscaping. The focus is on completion of partially finished roads and major improvements to existing facilities. All projects in this category are ranked using the same criteria. The projects have typical costs from $800,000 per mile for a two lane rural hgihway. Projects are scheduled five ;Al to six years prior to the anticipated letting. The Reconstruction category is intended to bring sections of the highway system which are of higher functional class and are inadaquate with respect to grades (inadequate horizontal and /or vertical sight distances) and cross section (steep slopes and narrow shoulders) to an acceptable standard. These projects may also provide for the upgrading of sections with load capacity restrictions. The Reconstruction category is not meant to include the addition of through traffic lanes. The projects consist predominantly of 1 grading or heavy re- grading, base, resurfacing, and bridges where necessary. jl The projects in this category have costs from $500,000 per mile of two lane rural highway.
