A little over a year ago, the consulting engineering firm of
I Strgar- Roscoe - Fausch was commissioned to study the existing
downtown transportation system and was to make recommendations for
needed improvements both for the near term and into the future.
This study and report has since been completed and has been
I formally presented to the City Council, HRA and Planning
Commission. The immediate recommended improvements for West 78th
Street effect both the existing segment between Great Plains
I Boulevard and Kerber Boulevard and also the design of the proposed
West 78th Street detachment project between Kerber Boulevard and
Powers Boulevard (County Road 17). Given their established
I background in performing this downtown study and level of expertise
in the transportation field, Strgar - Roscoe- Fausch has been selected
to proceed with the implementation of the recommended improvements.
I As the project number 87 -2 implies, the original feasibility study
for the West 78th Street Detachment project was completed in July
of 1987. Since that time, the project has encountered numerous
I delays and obstacles surrounding the development proposals for
properties adjacent to the roadway.' As such, a Supplemental Report
No. 1 for the original feasibility study was completed in July of
I 1988.
Since no construction has begun on this project within one year of
the last public hearing State Statute 429 for public improvement
I project utilizing special assessments as a portion of the funding
mechanism for the project requires that the City Council reinitiate
the project process by authorizing the preparation of another
1 feasibility study or supplemental amendment to the original study

and hold another public hearing to update the scope and costs
associated with the project.
' Strgar- Roscoe - Fausch had provided the City with a proposed scope of
services and fee schedule for administrating the project from the
1 feasibility study amendment through construction (see attached).
It should also be noted that the City had previously committed
itself to upgrade County Road 17 north of Trunk Highway 5 to the
detachment intersection in conjunction with MnDOT's plans for the
intersection improvement with Trunk Highway 5 which proposed to
relocate the existing West 78th Street /County Road 17 intersection
to the new detachment area approximately 350 feet to the north.
' This work is scheduled to take place in the late spring early or
summer of 1992.
' In order to properly sequence MnDOT's construction at the
intersection with County Road 17, it will be necessary for the City
to proceed with the improvement project process for the
construction of the West 78th Street Detachment such that bids
' could be taken and construction initiated as soon as possible this
spring.
' It is therefore recommended that the City Council authorize the
preparation of the Supplemental Report No. 2 to the feasibility
study for the West 78th Street Detachment /Powers Boulevard (CSAH
17), Project No. 87 -2 to address the needed improvements and
associated costs as recommended in the recently completed downtown
traffic study that the consulting engineering firm of Strgar-
Roscoe- Fausch be assigned to the project.

Dear Charles:
We enjoyed meeting with you and other members of the City of
Chanhassen staff. We have appreciated being able to assist the
City with some of its traffic issues and concerns and hope we may I
continue working with you in the future.
We are pleased to submit this proposal for engineering design
services for the referenced project. We have tried to include a

complete Scope of Services through final construction of the
project, however, we would be happy to modify our Scope of Services
and proposal as you see fit for the best interest of the City of
I
Chanhassen.
SCOPE OF SERVICES

We would propose to carry out all the work as outlined in our
attached Scope of Services as necessary to accomplish the design

and construction of 78th Street West from Powers Boulevard to Great
Plains Road including the widening of Powers Boulevard at 78th
Street as comprehended by the City of Chanhassen. We can provide I
all of the services identified in the Scope of Services or just
specific tasks as directed by the City.
BASIS OF PAYMENT I
We would propose to be reimbursed for our services on an hourly t
basis at a rate of 2.5 times salary cost for. the actual time
expended, for out -of- pocket expenses (printing, reproduction, etc.)
at cost and for mileage at a rate of $0.26 per mile.

Based on the Scope of Services and our present understanding of the
limits of the project, we would estimate the cost of our services
' to be as follows:
Preliminary Phase (Tasks I and II) $ 22,500.00
' Final Design- -P,S &E (Task III) $ 52,500.00
In- Construction (Tasks IV and V) $120,000.00
' TOTAL $195,000.00
We will not exceed these figures without your approval.
' The estimate of our fee is based on the attached Scope of Services
and an estimated project construction cost of $1,500,000.00. It is
1 understood that if the scope or the extent of the project should be
adjusted at any time, the fee will be adjusted accordingly.
1 NOTICE TO PROCEED
A signed copy of this proposal or a separate letter of
' authorization returned to this office will serve as notice to
proceed. We will begin the work immediately thereupon and will
complete the project within a mutually agreed upon time schedule.
