meeting to present his Eagle Scout Project. Eric is proposing to work with the Recycling
Committee on the creation of a compost demonstration project site which will be used to
educate the public on backyard composting. (Attached is an example of what the site might
' look like on a smaller scale.) The Recycling Committee has been wanting to provide such
a demonstration site to promote backyard composting and to educate the residents on how
to compost.
1 - Eric Podevels gave a presentation to the Recycling Committee on March 17th, and the
Recycling Committee unanimously recommended that the city pursue the compost
' demonstration site and that Eric be allowed to be the project manager. The Recycling
Committee recommended that a site at the elementary school be the first preference for the
demonstration site so that it could be used by the school and used as an educational tool
for the children and for all those who visit the site. Staff is working with the school to see
if this is a possibility. The second preference for the location would be the area behind the
large pine tree in downtown, between the Medical Arts Building and Kenny's. The third
' preference for a site would be somewhere on City Hall property. The Recycling budget has
the funds available for the creation of this site and the Recycling Committee is excited for
this project with the involvement of Eric, the scouts, and the school.

' SUBJ: Compost Demonstration Site
1 At the February 11, 1992, Recycling Committee meeting, it was decided that the city should
still pursue a compost demonstration site. The compost demonstrate site would be used as
a hands on educational tool to teach residents what composting is, how to compost, and how
to use composted materials. The site would contain composters with yard waste at various
stages of composting, and would also contain an educational board, planting areas to show
how compost is used, and walkways and ; benches. Since the last Recycling Committee
r meeting, staff has looked into a location for the compost demonstration site. It was felt that
the site should be located where people could see it and use it. Therefore, the ideal
situation would be to locate it within the downtown area or within one of the active park
• areas. After discussion with the City Manager and Park and Recreation Coordinator, it was
felt that a possible location would be where the large pine tree is planted located between
r Kenny's Market and the Medical Arts Building on the north side of West 78th Street. This
areas gets quite a high amount of pedestrian traffic who could be attracted to the site. Staff
has also spoken to an Eagle Scout in Chanhassen who needs an Eagle Scout project and is
r interested in working on the compost demonstration site project. The Eagle Scout has been
invited to attend this Recycling Committee meeting to discuss how this project could meet
his needs. The Eagle Scout project requires the scout to organize a project that would be
r at least 50 hours and that he direct people working under him. I explained to him that we
also wanted to include one of the classes from the elementary school and he felt that it
would work out just fine. Since the last meeting, staff has also been contacting people from
I the Arboretum to receive guidance on how to design such a demonstration site. The
Arboretum gave a name of a person who was active in the creation of other demonstration
sites and I will see if he would be interested in helping us on our project.
Should the Committee still wish to pursue this project, our next steps would be to determine
exactly what would be included in the demonstration site, select a location, select who is
1 going to construct the site, how much it will cost, and how it will be maintained. There is
money in the recycling budget that could go towards this project. Also, Carver county may
be able to provide some funding.
