SUBJ: Approval of Bids for the Chanhassen Senior Center
At the February 24, 1992, City Council meeting, staff presented plans and specifications, and
requested authorization to seek construction bids for the Chanhassen Senior Center
(previous report attached). As you may recall, the cost of the Senior Center was originally
estimated to be approximately $175,000, which included $12,000 to $15,000 allocated to
furnishings. The city then retained the firm of EOS to prepare construction plans and cost
estimates whereupon the cost projections were lowered to approximately $170,000. This was
the number that was presented at the last Council meeting relative to authorization to seek
construction bids. You may recall that we had mentioned the hope that this time appeared
to offer a favorable construction climate, and that we were hopeful that we could get good
1 bids.
I am very pleased to report that we received bids ranging from a low of $134,000 to a high
1 of $150,100 for the construction of the center. This compares very favorably with the
architect's estimate for construction which was $150,000.
The low bidder is United Contracting who submitted the bid for $134,000. EOS Architects
has done preliminary background assessments on the low bidders and found that although
United Contracting is a new firm, that they can obtain bonding and that the principals in
the firm are quite experienced. We have further refined the bid to eliminate alternative #2
which dealt with built -in shelving to be placed in the store room that will be shared by the
1 Senior Center, city operations and the library. In eliminating the shelving and substituting
portable shelving, we are able to eliminate another $1,800 from the cost.
Therefore, we are recommending that the City Council select United Contracting to
construct the Chanhassen Senior Center for a total contract amount of $132,200.00. As the
Council is aware, these funds are being obtained from TIF revenues and do not represent

1 costs that will be assumed by the general city budget. A letter from the architect with their
recommendation as well as all bidding information is attached.
STAFF RECOMMENDATION
Staff recommends that the City Council select United Contracting to construct the
Chanhassen Senior Center in the contract amount of $132,200.00.

. Last fall staff received directions from ti C Council and HRA to proceed with the
development of the Chanhassen Senior Center.Whe Senior Commission, a representative
I of the Chanhassen Senior Club, Senior Centerordinator Judy Colby, and city staff from
Planning and Park and Recreation Departments, have worked diligently along with the city's
architect, Bert Haglund from EOS, to 4evelop the plan package for your approval.
A copy of the plan and bid .packagers attached fo ,our review. The Senior Center was
I designed with several goals in mind. There was a desire to keep the space as flexible as
• possible to allow for the development and support of r>ew senior oriented programs. Thus,
the space provides a large open room that can comfortably accommodate the Chanhassen
1 Senior Club or other organizations with a capacity of nearly 50 people. This space will be
divisible through a folding wall system so that smaller %coups can be accommodated in
several areas at the same time. -One of the breakout °spates will have a sink, cabinets and
1 vinyl floor to allow for craft use. An office *ill be provided for the senior coordinator and
senior volunteers to operate from A serving kitchen will Iie provided. „errs kitchen area
is not designed for the preparation of meals since to do so would have required the
I construction of a commercial grade kitchen which would have been" unacceptably expensive.
We believe that as a long term goal, congregate dining may be offered, but if this is the
case, there are ways that this service can be contracted with outside providers and avoid the
I need for a food preparation area. If a foodpreparation area is ultimately desired, this could
be considered at some point in the future when and if the senior center is expanded.
Handicapped accessible bathrooms will be provided in the senior center. Other features
1 include revised and improved storage for the senior center and for the library, a new
vestibule along the west side of the building which is designed to match the existing

vestibule on the east side which will provide a cloakroom area, display case to support '
senior activities and a variety of other features.
Initial construction estimates reviewed by the HRA and City Council last fall indicated a 1
projected construction cost of about $175,000. Those involved with the design of the senior
center were hopefully diligent in ensuring that construction costs would be minimized. For
example, an initial proposal to delete the stairway between Public Safety and the Senior
Center to accommodate bathrooms was dropped due to costs. The end result is that there
is some loss of usable area in the senior center due to a need to accommodate the
bathrooms elsewhere, but the cost of removing the stairs and the long term impact on city
hall operations was not considered cost effective. In an attached memo prepared by the
city's architect, they are estimating that construction costs, including a reasonable
contingency and allocation for furnishings, will be $170,000. As you can see this is well
within our original estimates and a potential exists that today's favorable bidding climate
could result in additional savings. Staff was able to use CDBG funds to pay for all the
architect's design fees so we were able to eliminate these costs from direct city allocation.
Funding for the project will be derived from tax increment revenues. The TIF plan has
} been revised to support the expenditure. ,
A proposed project schedule outlining completion by mid -June is also provided for your
review. Initially, we had hoped to be able to open the center during May, which is Senior
Citizen Month, but at the present time it appears unlikely that we will be able to complete
the work in time.
The project architect will be available at the meeting to answer your questions.
RECOMMENDATION
Staff recommends that the City Council approve plans and specifications for the Chanhassen '
Senior Center and authorize staff to solicit bids for construction.
UPDATE '
The bid opening was held on Friday, March 13, 1992. As we had hoped, the bidding was
quite competitive. While I do not have a final cost figure for you yet, it is fair to say that
it will be several thousand dollars less than had been estimated. A final cost figure will be
presented for your comment on March 19th. Final contract letting will be by the City
Council on March 23, 1992.
