The preparation of plans and specifications for the County Road 17
upgrade from Trunk Highway 5 to 400' south of Lake Drive was
previously authorized by the City Council on July 23, 1990. The
1 improvements with this project were intended to interface with the
Trunk Highway 5 construction improvements. Due to the delay in the
Trunk Highway 5 schedule, this project has not proceeded past the
preparation of plans and specifications. Since the project did not
begin construction within one year of its formal Council ordering,
the feasibility process and corresponding public hearing needs to
be reinitiated as required by State Statute 429 for a project
1 proposing to implement special assessment funding.
This project was initiated due to the increased usage of County
1 Road 17, substantial development in and around the areas adjacent
to this roadway, improvements associated with Trunk Highway 5 and
traffic projections received from the Eastern Carver County
Transportation Study and Forecasts through the year 2010. It is
1 the intent of this project to construct roadway and infrastructure
improvements to meet the projected traffic volume capacity and
level of service of this roadway.
The project consultant engineer, BRW, has prepared a brief update
report to the original feasibility study. The primary elements of
the County Road 17 project have remained unchanged from that which
was previously ordered. The existing four -lane divided rural
roadway is proposed to be upgraded to a four -lane urban roadway
with turn lanes and a bituminous trail. In addition, approximately
500 feet of Lake Drive east of County Road 17 will also be
reconstructed. However, soil exploration performed during the
previous design phase has identified a significant area of poor

soils which will require surcharging and add costs to the project.
The revised cost estimate includes the special construction work
1 and 1992 construction costs.
The project is proposed to be funded through a combination of tax
increment money and special assessments. A preliminary assessment
roll is provided in the report. The project schedule is intended
to be consistent with MnDOT's schedule and ultimate completion of
the Trunk Highway 5 improvements. The total estimated project cost
' is $1,380,790.
Jon Horn, project engineer with BRW, will be available to review in
more detail the contents of the update report at Monday night's
' meeting. It is recommended that the attached feasibility study
update for County Road 17 Upgrade south of Trunk Highway 5 be
accepted and a public hearing be called for Monday, April 13, 1992'.

roadway in this area. It is recommended that a surcharge embankment be
constructed over the proposed roadway grades and be left in place for 9 to 12
I months to consolidate the underlying organic soils. Construction of the new
roadway without the surcharge process would result in substantial settlements
of the roadway embankment.
I The surcharge process creates additional concerns associated with existing
utility crossings of County Road 17 south of Lake Drive. The utility crossings
1 consist of the following:
1. An 8' x 8' precast concrete box culvert which serves as a Riley Creek
1 overflow.
2. A 73" span concrete arch pipe crossing for Riley Creek.
I 3. A City of Chanhassen 33" trunk sanitary sewer main.

I 4. A MWCC 30" trunk sanitary sewer main.
I 5. Two 53" span concrete arch pipe crossings which provide drainage and
serve as additional Riley Creek overflow structures.
I Special construction operations will be required to extend or protect these
utilities during the surcharge period and final roadway construction.
I The surcharge process and associated utility concerns have resulted in a
substantial increase in the estimated construction cost for the project. The
costs for these operations were not considered as a part of the original
I feasibility study since the need for the surcharge process could not be predicted
at that time. A summary of the new estimated costs for the project and the
estimated costs included as a part of the original feasibility study is as follows:

The changes in the estimated construction costs for the roadway construction
would result in changes in the assessments identified in the original feasibility
study. The original feasibility study assessment methodology includes the
assessment of the entire cost of the roadway construction based on the total
front footage. The original assessment rate for roadway construction was as

' The surcharging operations will require the project construction to be
performed over a two -year period. The first year of construction (Phase I)
would include the complete reconstruction of County Road 17 from Highway 5
I to the Lake Drive intersection, the construction of the portion of Lake Drive
and the placement of the surcharge embankment. The second year construction
(Phase II) would include the removal of the surcharge and the completion of
' the remainder of the project. The revised project schedule is as follows:
