II Attached is a Supplemental Report for the Wet 78th Street
Detachment /Powers Boulevard Improvement Project No. 92 -3 (formerly
Project No. 87 -2) as prepared by our consultant Strgar- Roscoe-
1 Fausch, Inc. (SRF).
There are two primary reasons for performing this update to the
I original feasibility study. First, a project which is proposed to
be funded by special assessments must begin construction within one
year of its formal ordering or an updated feasibility study and
associated public hearing must be held as required by Minnesota
I State Statute No. 429. Second, the Downtown Central Business
District Traffic Study completed in April, 1991 by SRF raised
questions about the traffic capacity on West 78th Street under the
I current development proposal. Therefore, the design for the
segment of West 78th Street between Kerber Boulevard and Powers
Boulevard (County Road 17) has been changed from a four -lane
I undivided roadway to a four -lane divided roadway with left turn
lanes to provide adequate levels of service and safe traffic
movements.
1 The primary elements of the previously proposed West 78th Street
Detachment Project have basically remained unchanged as it relates
to roadway alignment and profile, sanitary sewer, watermain, storm
II sewer and drainage facilities. As I noted previously, the primary
change to the roadway section itself involves the inclusion of
medians with dedicated left turn lanes. In addition, the SRF
1 downtown traffic study recommended future installations of traffic
signals on West 78th Street in conjunction with the development of
the downtown retail center and forecasted population growth.
Therefore, depending on the timing of the Market Square project,

Boulevard (County Road 17) and Kerber Boulevard may be incorporated
into the project.
The previous plan for the undivided roadway section included
' sidewalks on the north side of West 78th Street within the existing
80 -foot right -of -way. With the addition of a divided median and
left turn lanes, additional right -of -way or trail easements will
need to be secured from the abutting parcel owners. Street
lighting and landscaping are also proposed as a part of this
improvement project. The total project cost is estimated to be
$1,920,700 with approximately 75% to be funded by the City and 25%
funded by special assessments. This estimate does not include any
costs for right -of -way or easement acquisition.
Mr. Jim Dvorak of SRF will be at the City Council meeting to
provide a presentation of this updated report and respond to
questions accordingly.
It is therefore recommended that the City Council receive the
update to the feasibility study for the West 78th Street Detachment
Project No. 92 -3 (formerly Project No. .87-2) dated February 19,
' 1992 as prepared by Strgar- Roscoe - Fausch and that a public hearing
be called for Monday, March 9, 1992.

As requested, we have prepared the following update to the
Feasibility Study for street and utility improvements to West 78th

Street and Powers Boulevard (C.S.A.H. 17).
West 78th Street is proposed to be realigned between Powers I
Boulevard and Kerber Boulevard. Powers Boulevard is proposed to be
reconstructed from Mn /DOT's intersection construction associated
with the T.H. 5 improvement on the south to approximately 1,500 II feet north.
INTRODUCTION
In July, 1987 a feasibility study was prepared addressing proposed
public improvements to West 78th Street and Powers Boulevard in
Chanhassen •(see Figure 1). In July 1988 a supplemental report was

prepared to summarize the changes to the project and their
associated impacts. By late 1990 construction plans and
specifications had been completed.

This update is in response to a traffic study done in April of 1991
for the central business district of the City of Chanhassen, which II raised questions about the traffic capacity of West 78th Street
• under current development proposal. In this report, West 78th
Street is now proposed to be expanded to a four -lane divided
facility with left turn lanes provided to aid in traffic movement. 1
PROJECT DESCRIPTION
II
A. STREET IMPROVEMENTS
In the original report and construction plans, West 78th Street is
proposed as a four -lane undivided roadway without exclusive left or
right turn lanes. The Central Business District (CBD) traffic
study cited traffic forecasts sufficient to warrant a four -lane

facility with turn lanes at major intersections on West 78th Street
between Kerber Boulevard and Powers Boulevard. These traffic
volumes are anticipated within the design life of the roadway and
assume development consistent with future land use anticipated by
the City.
This report proposes West 78th Street between Kerber Boulevard and
' Powers Boulevard as a four -lane, divided roadway with exclusive
left turn lanes at the major intersections (see Figures 2 and 3).
Only two full access intersections are proposed on West 78th Street
' between Kerber Boulevard and Powers Boulevard. The location of
these intersections are approximate and although can be adjusted
slightly should remain in the location shown in Figure 3.
Additional easements will need to be acquired if sidewalk /trail,
lighting, and landscaping improvements are to be constructed as
shown in Figure 4.
The proposed improvements to Powers Boulevard are essentially the
same as those presented in the original feasibility study and
construction plans.
Costs are included for the traffic signals proposed for the Powers
Boulevard /West 78th Street and the Kerber Boulevard /West 78th
' Street intersections. The timing on the installation of these
signals is dependent on the development of the area, and therefore,
may not be installed immediately. As a minimum, the underground
1 conduit and handholes will be installed with the roadway
improvements.
B. DRAINAGE IMPROVEMENTS
The proposed drainage design remains virtually unchanged from that
proposed in the original study and indicated in the construction
plans. Minor design revisions will be made to the West 78th Street
storm sewer to conform to the proposed roadway geometry.
1 C. PUBLIC UTILITY IMPROVEMENTS
The proposed sanitary sewer and watermain improvements will not be
changed from that indicated in the original report and construction
' plans unless more up to date plans for development of the
surrounding area become available during final design.
D. EASEMENTS AND RIGHT -OP -WAY
As mentioned previously, right -of -way for the West 78th Street
realignment has already been secured at 80 feet of total width.
The proposed roadway will fit within that corridor, but due to the
wider section proposed in this report, additional right -of -way for
trails or sidewalks, and temporary slope easements will be required
1 along West 78th Street.

Slope limits along Powers Boulevard also fall outside the platted 1
right -of -way. For this reason, temporary slope easements also will
be required along Powers Boulevard.

ESTIMATED COSTS
The estimated costs of the proposed improvements are summarized 1
below. Construction costs are indicated, and an allowance is
possible for design, inspection, legal, administrative and fiscal
expenses. A more detailed account of the preliminary construction

estimate is included in the Appendix. The costs presented below do
not include any amounts for right -of -way and easement acquisition.
