Study for West 78th Street Detachment Improvements;
Authorize Preparation of Plans and Specifications
Project No. 92 -3 (former City Project No. 87 -2)
' The previously proposed West 78th Street Detachment Project No.
87 -2 has basically remained unchanged as it relates to the roadway
alignment and profile, sanitary sewer, watermain, storm sewer and
' drainage facilities. The primary change to the roadway section
itself involves inclusion of medians with dedicated left turn
lanes. With the addition of medians, a key design decision related
to treatment of the medians needs to be decided. An impervious
type median treatment such as finished or a stamped concrete or a
pervious type surface such as grass with landscape material can be
employed.
1 The median sections will vary in width from 6 feet to 18 feet. It
is staff's recommendation that the 6 -foot median sections be
' constructed as an impervious section since establishment and
maintenance of turf in these areas will likely be very difficult.
However, in the wider 18 -foot median sections between the left turn
lane segments, it is staff's recommendation that these areas be
sodded and landscaped which will provide a transition effect into
the full grass median section treatments east of Kerber Boulevard.
As was mentioned at the last Council meeting, the inclusion of
medians and left turn lanes will yield a 74 -foot wide road section
within an existing 80 -foot wide road right -of -way. The downtown
pedestrian system provides for walkways on the north and south
sides of West 78th Street. Since the walkways will be constructed
and maintained as public improvements, additional right-of-way or
trail easements will need to be acquired. It is staff's
recommendation that trail easements be acquired as this approach

will not adversely impact the development area of adjacent
properties and will likely be the quicker method from a timing
' standpoint.
The downtown traffic study prepared by Strgar- Roscoe - Fausch (SRF)
recommended future installation of traffic signals on West 78th
' Street in conjunction with development of the downtown retail
center and forecasted population growth. Therefore, depending on
the develop timing of Market Square, the installation of traffic
signals on West 78th Street at Powers Boulevard (County Road 17)
and Kerber Boulevard may be incorporated into the project. Street
lighting and landscaping are also proposed as a part of this
improvement project. The total project cost is estimated to be
$1,920,700 with approximately 75% to be funded by the HRA and 25%
funded by special assessments. This estimate does not include any
costs for right -of -way or easement acquisition.
1 Mr. Jim Dvorak of SRF will be at the City Council public hearing to
provide a presentation of this updated report 'and respond to
' questions accordingly.
It is therefore recommended that the City Council approve the
Supplemental Report No. 2 to the feasibility study for the West
78th Street Detachment Project No. 92 -3 (former Project No. 87 -2)
dated February, 1992 as prepared by Strgar- Roscoe- Fausch,
officially order the project and that authorization be given to
