Ki 1 TO: Don Ashworth, City Manager t FROM: Todd Hoffman, Park and Recreation Coordinator 7 --- - DATE: March 4, 1992 -- - -- . 1 SUBJ: Award of Bi k -- — 3 �� d, L.a a Ann Park Piciuc /Recreation Shelter 1 As you are aware, sealed bids for the above mentioned project were opened on Thursday I morning, February 27, 1992, in the City Council Chambers. This was the second bid opening for this project. The City Council rejected all bids received in the first opening at the October 14, 1991, City Council meeting. The Council then took action to authorize I minor modifications to the shelter and to authorize the readvertisement of bids at the January 13, 1992, City Council meeting. In taking this action, it was hoped that the combination of these minor modifications, i.e. using an alternative stone pattern, substituting I block and stone retaining walls with "Keystone" type walls, and eliminating cabinetry in the life guard area with a potentially improved bidding climate would result in a construction cost of approximately $240,000.00. 1 In evaluating the 12 bids received, the savings associated with the structural changes shone through at the amounts anticipated; $6,655.00 for the alternative stone pattern; $13,384.00 I for the retaining walls; and $1,642.00 for the cabinetry. These reductions represent $21,681.00 of the $24,000 savings in the second bid process. The $10,000 - $30,000 savings which was thought to potentially exist as "fat" in the bid, did not materialize. However, this 1 . collection of bids are among the most competitive the city has ever received. The low bid of $255,963.00 was received from A. L M. Builders of Waseca, Minnesota. 1 This bid is 6.5% higher than the targeted figure of $240,000 identified after the first bid opening. This bid is seen at a very favorable one and provides the city the opportunity to move forward with a major public improvement project. Certainly, there is an opportunity I cost which would be associated with the approval of this project, but throughout the 10 year planning process leading to this point, a more deserving project has not been identified. Annual Park and Recreation improvements in neighborhood parks will continue to be I completed. On Thursday, February 27, 1992, twelve bids were received for the project. The bids ranged from a low of $255,963.00 to a high of $305,800.00. One indication that these bids were competitive is that the low seven bidders are all within 10% of the low bid. Another indication is that only $4,000.00 separated the low bid from the fourth lowest bid. These are good bids for the City. The low bid was received from A.L.M. Builders, a Division of Associated Lumber Marts, Inc. of Waseca, Minnesota. A.L.M. is a general contractor having been in business for 29 years. They are licensed in Minnesota, Iowa and Michigan. As a general contractor they perform no work with their own forces. 1 A.L.M. has had an annual construction volume of 5 -7 million dollars with project size ranging from $16,500 to $2,596,143 the past five years. A.L.M. has built 5 park shelter buildings for the City of Eagan, one park shelter for the State of Minnesota, a Pavilion for the City of Albert Lea and a bath house for the City of Owatonna - among their list of recent completed projects. Our .reference checking on A.L.M. has revealed they are a dependable general contractor with well qualified field superintendents. Their reputation is one of commitment to the project schedule and budget but deal with project changes and costs in a fair manner with the Owner. They also have been involved in the normal kinds of construction related problems inherent in any project but these appear to be minimal. 1 1 3030 Harbor Lane North, Bldg. These were included in the event the base bids were extremely favorable and would be added to the project. As it turns out the low base bid ' was near the budgeted cost and therefore none of the alternates appear economically feasible. Therefore, based upon our findings and the bid results we recommend award of contract to A.L.M. Builders in the amount of $255,963.00 with no alternatives accepted.
