Moon Valley Development Discussion
For the past several months, staff has been in discussions with Dan Herbst of The
Pemtom Land Company in regards to developing the upper Moon Valley area.
Mr. Herbst has been interested in developing this property for many years, and
has shown preliminary plans for over 50 residential lots.
There are several challenges associated with this property, and through numerous
discussions, staff believes that a logical and beneficial solution has been
developed. The major issue deals with how to serve this area with urban services
(i.e sewer and water). This development would be served off of Pioneer Trail,
and services are not scheduled to be brought down to this part of the City for
several years. If we were to provide utility service to the upper portion of this
property, construction would have to occur within the bluff area. This
construction would cause a large number of trees to be removed for utility
placement and road construction.
To accommodate this development, the City of Eden Prairie will be providing
sewer and water services. Eden Prairie would receive all the sewer and water
revenue, and would be responsible for maintaining the system. The neighborhood
will officially be in the City of Chanhassen, therefore the building permit, sewer
and water hook-up fees, and tax revenues will remain within the City of
Chanhassen.
Before proceeding too far along in the process, the developer would like to
discuss the issue with the City Council. Mr. Herbst will be present at Monday's
work session to more fully explain his development proposal.
