WS 2003 10 27CHANHASSEN CITY COUNCIL WORK SESSION OCTOBER 27, 2003 Mayor Furlong called the work session meeting to order at 5:45 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Labatt, Councilman Ayotte, Councilman Lundquist, and Councilman Peterson STAFF PRESENT: Todd Gerhardt, Justin Miller, Bob Generous, Bruce DeJong, Matt Saam, Kelley Janes, Mike Wegler, and Harold Brose 2004 BUDGET PRESENTATIONS: ENGINEER/PUBLIC WORKS DEPARTMENT. Matt Saam introduced the superintendents in attendance and gave a power point presentation for the Engineering and Public Works Departments. Mayor Furlong asked about the percentage of increase in revenues being projected and asked for an update on the construction of Well #9. Councilman Ayotte asked where research and development is reflected in the proposed budget, He stated his surprise that he didn't see it in the responsibilities and goals and asked that it be added. He also asked if the city has a life cycle system for maintenance of storm water ponds similar to the pavement management program. Mike Wegler and Matt Saam responded that with the implementation of NPDES program, that will provide a database. Councilman Labatt asked what responsibility a developer has if a storm water pond is constructed incorrectly. Councilman Peterson asked how snow plowing for parks coincides with street plowing and Councilman Ayotte asked if the two could be combined under one department. Todd Gerhardt explained how the city handles the different snow plowing operations. Councilman Lundquist asked for a cost benefit analysis on public versus private snow plowing. Regarding the garage operations, Mayor Furlong asked for an inventory and life cycle analysis for vehicles related to usage and age. Harold Brose explained how the system currently operates with vehicles and their use. Councilman Ayotte wanted to know what happens when the current staff is gone, how the program will continue to run. Todd Gerhardt stated he would talk with Rick Rice, but believe the system is programmed out for 10 to 15 years. Related to the utility department, Councilman Ayotte asked for an update on the sewer flow monitoring with the Metropolitan Council. Todd Gerhardt stated staff would provided an update on this item at a future City Council meeting. FINANCE DEPARTMENT. Bruce DeJong gave a power point presentation on the Finance Department's 2004 budget proposal. There was discussion related to revenues from 2003 to 2004 and cash flow management. UPDATE ON STRATEGIC PLANt ECONOMIC DEVELOPMENT. Todd Gerhardt went over the issues in the staff report related to 2005 MUSA and Highway 212/312. Mayor Furlong asked for a more comprehensive look at land uses along the Highway 212/312 corridor possibly involving the Planning Commission or forming a citizen task force. Looking at the whole corridor as opposed to a piece meal approach. Councilman Peterson stated the city didn't have to reinvent the wheel and could apply items from the Highway 5 corridor City Council Work Session - October 27, 2003 study to Highway 212/312. Todd Gerhardt stated the City will be hiring a consultant, and recommended Kimley-Horn, to review the design plans requested by MnDot. This consultant with work in cooperation with Chaska, Eden Prairie and the County to coordinate the planning effort. Mayor Furlong asked for an update on the economic summit. Todd Gerhardt stated it will be coordinated with the Chamber of Commerce and probably held sometime in the February- March timeframe.
