City Council approval requires a majority vote of City Council present. EXECUTIVE SUMMARY The development of the properties at the northwest corner of Galpin Boulevard and Highway 5 is proceeding through the public hearing process on April 19, 2013. In conjunction with the development of the property, the land use map must be amended to dual guide the properties to Residential — Low and High Density (north of West 78 Street), and Office and Residential — High Density (south of West 78 Street) to permit the project. As part of the process, the City must submit the Comprehensive Plan amendment to all adjacent governmental units for review. Ultimately, City Council will vote on the amendment and submit it to the Metropolitan Council for review for consistency with System Framework. Authorizing the distribution for jurisdictional review does not oblige the City to approve the amendment nor the development. BACKGROUND This item receiv` d City Council review as .a concept Planned Unit Development on December 10, 2012.
