SUBJ: Monthly City Council Update
Fire Department Overview:
Staffing is at 46 active firefighters (including four probationary members) as of April 22, 2013.
There are two firefighters currently on leave. After 42 years and one month of service, Dale
Gregory has decided to retire from the fire department effective April 30, 2013. Dale is the
longest serving member in fire department history. He joined the department on March 31, 1971
and quickly rose through the ranks serving in a variety of key leadership positions throughout his
career. Dale served as an Assistant Chief from 1979 to 1987, Fire Chief from 1988 through
1989, and finally Battalion Chief for the last 15 years.
Our four new members have completed their first year training and certification program. The
probationary members attended 320 hours of training classes and countless hours of studying and
practicing skills in preparation for the state certification testing. They will participate in
graduation ceremonies on July 1 at 7 p.m. at our Station 1. At this ceremony they will receive
their "black hat" which is the standard protective helmets we issue to active firefighters.
We are in middle of the recruitment and hiring season for firefighters at Stations 1 and 2. We do
expect to hire between 4 -6 firefighters in 2013 to accommodate expected resignations and
retirements.
We are at 133 calls as of March 31, 2013 versus 99 calls for 2012.
Staff Time (not call related): Our staff time for community events, fire education, duty crew
standby, and department meetings are at 686 hours for the year compared to 632 hours in 2012.
Training Training hours are at 1,465 YTD versus 1,990 in the prior period.
Training continues to be a focused priority for the Chanhassen Fire Department. Recently four
recruits completed their Fire Fighter I, II and HazMat classes in preparation for their upcoming
"Black Hat" ceremony. In addition, these recruits have completed training in emergency vehicle
operations, and instruction to be a crew leader during fire incidents. These members participated
in a joint recruit training class with Eden Prairie, Bloomington, Hopkins, Minnetonka, and Edina
fire departments.
Regular members have been busy training on hose streams, nozzles, and Fire Apparatus
Operations (pumping). The fire department has all of its officers trained in Incident Command
(IC) Blue Card. This will enhance our situational awareness and incident management skills in
residential, multi - residential, commercial, and "big box" command capabilities.
Safety:
Safety remains a top priority for the Chanhassen Fire Department. Recently we had one
reportable incident. One firefighter experienced a medical condition while operating on a
reported chimney fire. This firefighter received medical attention immediately and is currently
under medical care. No corrective actions were identified as contributing to the incident.
The fire department participated this year in the nationwide safety stand -down. An entire
training night was devoted to recognizing the importance of safety in the fire service. Safety
stand -down was first developed by the military as a means to enhance the cultural shift towards
safety. This training concentrated on crew resource management, situational awareness, and the
importance of everyone being a safety advocate at emergency scenes. As part of this training 16
life safety initiatives were reinforced for our members.
Compliance: In March we passed our annual testing of the fire pumps in the fleet. We are
scheduled to test ladders in May.
Community Activities: Firefighters assisted with Lions Club pancake breakfast on March 24
We had nearly 500 tickets sold. This is our strongest turnout in memory. Firefighters will be
assisting with valet parking at the April 21 Rotary Gala event at Oak Ridge Hotel and
Conference Center in Chaska.
Fire Marshal
Fire Prevention: We are currently monitoring the MN Department of Natural Resources web
site which posts daily updates of the fire danger rating in Carver County as well as the entire
state. We use the fire danger rating to determine the issuance of burning permits and restrictions
of recreation fires if necessary.
Fire Investigations: There are no fires to report on. Ed and I attended a three -day seminar in
St. Cloud sponsored by the International Association of Arson Investigators (IAAI). This is an
annual event where the top fire investigators from around the country are brought in to present
various classes. There are over 300 public and private fire investigators as well as attorneys,
engineers, law enforcement, and insurance company representatives. The latest techniques in fire
investigations, interviewing, and evidence gathering are a few of the topics taught.
Fire Inspections: There are projects at various stages of plan review and construction. These
include: Autobahn Motorplex, Bee Hive Senior Living, Canine Club, Boutique Athina,
Minnetonka Middle School West remodel, Retail Tech, Heritage Collection Town Homes, K.
Hovnanian Town Homes, Liberty Town Homes, Instant Web remodel, Crossroads of
Chanhassen strip mall, and smaller office remodel projects.
