Jim Olson for a speed trailer. Currently the City has access to Carver County's speed trailer, but access is limited to a few days a month. These devices are stationed roadside and display and record a driver's speed. The theory behind the device is that it makes drivers aware of their speed, and thereby slows down speeding traffic. It will also allow for analysis of speeds in the area without having to station an officer at the location for several hours. Instead of placing this item in next year's CIP, it was suggested that the funding come from higher than expected gambling permit revenues that the City has received in 2003. These funds are received by the City as a percentage of gross pull-tab receipts collected within the city limits. To date, the City has received roughly $16,000, which must be spent within the following areas: · Public safety equipment · Public safety training · Programs that benefit youth Sgt. Olson has received two quotes from companies that sell speed trailers. The quotes received were from the following companies: MPH Industries Kustom Signals $13,199 plus tax $13,707 plus tax The attached memo from Sgt. Olson reflects a $13,000 request, but his original request does not include a road tube kit, which staff and Sgt. Olson agree will help make the trailer much more productive. While these totals are under the $15,000 threshold required for City Council approval, this is an unbudgeted item and staff felt it is a significant enough of a purchase that the City Council should approve it. RECOMMENDATION Staff recommends that the City Council approve the purchase of a speed trailer from MPH Industries for $13,199 plus tax. This action requires a majority of the City Council. Historically the city has used the trailer that is owned by the county. The county has one trailer. The way it is set up now is that Chanhassen shares the trailer with all of the other cities in the county. Chanhassen will have the use of the trailer for three to four days every month. Traffic issues, including speeding are the number one public safety complaint in the city. I would like to incorporate a speed trailer into the Project Leadfoot program. I cannot count on having the county's trailer however. Three to four days a month is not enough time with all of the complaints that we get. I think that the trailer would be beneficial in at least three different areas. 1. Perception In a neighborhood setting a car going thirty miles per hour can appear to be going much faster. With a speed trailer set up in a neighborhood residents can see how fast cars are actually going instead of guessing or assuming. 2. Education A speed trailer by itself is not going to solve the speeding problem in Chanhassen. What it will do is help educate the public. I would like to use the speed trailer along xvith signs that say speed reduction area or something similar to that. It is easy for people to not realize how fast they are going. I think that the combination of a speed trailer, extra signage, and extra enforcement (traffic details) as well as other parts of Project Leadfoot would certainly help point out to people that speeding is an issue in that area and that they should slow down. 3. Gauging impact and effectiveness The trailer and options I am going to recommend will keep track of number of cars, speed of cars, percent over limit, average speed, and a number of other statistics. We can gauge the effectiveness of the speed trailer in different areas as well as other parts of Project Leadfoot. I recommend a speed trailer made by MPH. I have included the price quotes and literature with this memo. They have two different display sizes, eighteen inch high numbers and twenty five inch high numbers. They also have three different methods for warning drivers that they are going to fast. The first warning feature is that the speed display itself will blink offand on. The second feature is two strobe lights that will flash rapidly, and the third is a siren that goes off to warn anybody that might be working in the area (such as public works, surveyors or other city employees). The three different warning signals can be set at different speeds for activation. I recommend the twenty five inch because of the greater visibility. I would also recommend the large solar charger, the traffic monitor feature, and the strobe kit. The solar charger will help to recharge the batteries when it is sitting out. The traffic monitor feature keeps track of number of cars, speed of cars, and so on.
