Project 12 -06: Approve Electrical Undergrounding Work with
Minnesota Valley Electric Cooperative
PROPOSED MOTION
"The City Council approves funding for Underground Electrical Utility along the
TH 101 corridor in the 12 -06 City Project area in the amount of $108,713.25."
City Council approval requires a simple majority vote of the City Council present.
BACKGROUND
Currently, the TH 101 corridor between Lyman Boulevard and Pioneer Trail has a
high- voltage (7,200 -volt) overhead electrical utility line that is located mainly on the
west side of the highway. However,
this electrical line crosses TH 101
several times. The electrical line is
owned and operated by Minnesota
Valley Electrical Cooperative
(MVEC). The poles for the electric
utility are currently planned to be
moved back out of the way to the new
edge of right -of -way; however, the
electrical line will still need to cross
TH 101 several times to connect to all
the feeder locations. The poles would
be right next to the trail and the trail
underpass box culvert on the west side
of TH 101, and be in conflict with the
existing trees and reforesting plan as
well as in the wetlands in the area.
All other private utilities are currently
underground and will be buried on the
east side of TH 101.

www.ci.chanhassen.mn.us this situation the City does not have the authority to require the existing electric
infrastructure to be undergrounded unless someone pays for the work.

When Lyman Boulevard from TH 101 to the east City limits was reconstructed in 1993, the city
paid for undergrounding the electrical line. TH 101 north of Lyman Boulevard to TH 5 is all
undergrounded. The electrical service on TH 101 north of Lyman Boulevard was undergrounded
with the TH 212 project. MnDOT paid for this undergrounding work crossing TH 212.
The benefits for undergrounding the electrical utility are as follows:
✓ Maintain underground electrical cable consistency with the TH 101 corridor and Lyman
Boulevard to the east of TH 101.
✓ The electric cable will not have to cross TH 101 several times as in the current situation.
✓ The electric poles will not be inclose proximity to the trail on the west side of TH 101 or
in conflict with the trail underpass box culvert.
✓ The overhead electrical cable will not be in conflict with existing trees or the current
landscape /reforesting plan for TH 101.
✓ Improved Reliability:
• Increased reliability during severe weather (wind and ice).
• Less damage during severe weather.
o Fewer momentary interruptions.
✓ Improved Public Safety:
• Less potential for motor vehicle accidents with poles.
• Less potential for live -wire contact injuries.
✓ Improved aesthetics.
FUNDING
The electrical poles will be moved and the existing cable replaced if the City does not choose to
underground the electrical line. The cost for moving the poles and replacing the overhead cable
would be deducted from the cost to underground the cable.
The amount MVEC would charge the City is $108,713.25. The total cost to underground the
electrical utility is $187,200.
Funding for this work is proposed to come from the revolving assessment fund. The budget for
the TH 101 project included $75,000 for turn lane improvements to Wilson's Nursery; however,
it has since been determined these improvements are eligible for federal and state funding. Staff
is requesting these funds be re- allocated for electrical undergrounding. Additional revolving
assessment funds will also be needed to pay for the work.

UNDERGROUND ELECTRICAL UTILITY FOR TH 101 IMPROVEMENT PROJECT NO. 12-06
WHEREAS, the TH 101 corridor between Lyman Boulevard and Pioneer Trail has a high - voltage
(7,200 -volt) overhead electrical utility line located mainly on the west side of the highway; and
WHEREAS, there are numerous benefits to undergrounding this electrical utility line.
NOW THEREFORE, BE IT RESOLVED by the City Council of Chanhassen, Minnesota, that
funding be approved for the underground electrical utility along the TH 101 corridor within the 12 -06 city
project area in the amount of $108,713.25.
Passed and adopted by the Chanhassen City Council this 13 day of May, 2013.

mobility and to plan for future growth in the improvements are proposed to improve safety,
regron. The Project is consistent with the 2007101 corridor scoping study. Federal and state funds
are proposed to be used to pay for most of the improvements. The City will need to pay for extension of watermain consistent with the 2030
comprehensive plan, some storm sewer improvements, a portion of the corridor landscaping and sanitary sewer extension stub.
