One of the locations identified as needing immediate improvements was the intersection of West 78th Street and Great Plains Boulevard. The recommended improvements involved reconstruction of the median on the east leg of West 78th Street to provide two full lanes of approach, revising the free right island to improve truck turning movements, and the installation of a traffic control signal system. ' Strgar- Roscoe - Fausch (SRF) has completed a signal justification report for the intersection of West 78th Street and Great Plains Boulevard (see attached). Based on the traffic counts ' obtained for the previous study in 1990, it was found that this intersection meets the typical peak hour volume and 4 -hour volume warrant criteria. The analysis also shows that during the afternoon peak hour, westbound left -turn movement will operate at a level exceeding capacity without this signal system. The test for benefit also shows that during this PM peak hour the intersection, with the installation of a traffic signal, would improve to operate at a level of service of C or better. ' I think it is important to again emphasize that the most recent available counts were p g p is used e e ' from 1990 and the warrants are being met. One would anticipate that with each passing year the increase in retail development in the downtown business district and growth in community population will increase the traffic volumes in the area. It should also be mentioned that West 78th Street /Great Plains Boulevard will be designated as the detour to PRINTED ON RECYCLED PAPER ° 1 Don Ashworth April 22, 1992 1 Page 2 1 route while the TH 101 North Leg improvement project is under construction. The TH 101 North Leg project could start as early as the fall of 1992 and extend through the summer of 1993. Having a traffic signal system installed at Great Plains Boulevard and West 78th 1 Street prior to the start of construction would be of great benefit. The estimated cost for the geometric improvements at the intersection of West 78th Street and Great Plains Boulevard is $40,000, with the signal system costing approximately $80,000. These improvements are proposed to be funded via Tax Increment financing. As I have mentioned previously, the Central Business District Traffic Study completed by SRF in 1990 also provided an improvement schedule for future traffic improvements that would be needed corresponding to retail and population growth. One of the intersections identified for near term traffic control is West 78th Street at Market Boulevard. Phase I of the Market Square retail center is now under construction which will consist of 1 approximately 85,000 square feet of gross retail area. In addition, there is a great deal of discussion concerning the potential for a major high- density retail development on the property immediately west of the Market Square development. Therefore, SRF has also ' prepared an analysis and signal justification report for the intersection of West 78th Street at Market Boulevard. It was found that, from a systems standpoint, the intersection did warrant installation of a traffic control signal. Basically, the application of the systems 1 warrant is appropriate where the major street for the intersection is a collector or principal network for through traffic for traffic through an area such as West 78th Street serves for the Chanhassen Central Business District. In addition, Market Boulevard serves as the 1 principal network for through traffic to and from TH 5 from the Chanhassen Central Business District. The total volume of traffic entering the intersection exceeds the minimum requirements for the system's warrant. Therefore, traffic signal control is justified at the 1 intersection of West 78th Street and Market Boulevard also. This signal system is also estimated to cost approximately $80,000 and is also proposed to be paid via Tax Increment fnancing. ' In summary, analysis the of both the Great Plains Boulevard and Market Boulevard ' intersections with West 78th Street have met warrant tests to justify installation of a traffic control signal system. As mentioned previously, the intersection at Great Plains Boulevard is currently operating at below the acceptable level of service and, in its present condition, will continue to worsen with time. A traffic control signal at this intersection will improve traffic flow capacity and also assist in functioning as the detour route for the TH 101 North Leg improvement project. The intersection at Market Boulevard currently meets the system 1 warrants. Completion of the Market Square development and further retail development which appears to be imminent will significantly increase traffic flow at this intersection and reduce its level of service. 1 1 1 Don Ashworth 1. Justification has taken form of applying the applicable warrant(s) for signal installation as outlined in the Minnesota Manual on Uniform Traffic Control Devices (MMUTCD), using "TAU 390" and applying sound engineering practice. 1 The intersections are located on West 78th Street north of State Highway 5 (see Figure 1, Project Location). West 78th Street is an east -west, two -lane divided roadway with left turn lanes at major intersections. West 78th Street has a posted speed of 30 ' miles per hour. Great Plains Boulevard is a north- south, two lane roadway with a posted speed of 30 miles per hour. The south and east legs of the intersection at Great Plains Boulevard are also marked as Trunk Highway 101. The existing intersection is designed so that the movement from northbound Great Plains to westbound West 78th Street is a through movement. Each approach to the intersection currently operates with two unmarked lanes. Market Boulevard is a north - south, two lane roadway with a posted speed of 30 miles per hour. SURROUNDING LAND USE Land use in the immediate vicinity is mostly mixed commercial 1 with some residential. The intersection of West 78th Street and Great Plains Boulevard is currently planned for geometric improvements (see Figure 2, Intersection Layout). The improvements include reconstructing the median on the east leg of West 78th Street to provide two full lanes of approach and revising the free -right island to improve mobility for trucks. The estimated cost of these improvements to the intersection is $40,000. , The estimated cost to construct the proposed signal system is $80,000. The proposed signal system will be funded by the City of Chanhassen. Traffic Volumes • 1 The signal warrant analysis is based on October 1990 traffic counts completed by Strgar- Roscoe - Fausch, Inc (see Appendix A for count data). Signal Justification 1 Traffic signal control is justified at this intersection by meeting the following signal warrants of the MMUTCD : Warrant 9 for at least four hours and Warrant 11 for at least one hour (See Figure 3, Warrant 9 - Four Hour Volume, Figure 4, Warrant 11 - Peak Hour Volume and Traffic Signal Warrant Analysis Table in the Appendix A). The capacity analysis was based on 1990 peak hour traffic counts (see Appendix for 1990 Peak Hour Volumes Counts). The capacity analysis was performed using the methodology in the 1 1985 Highway Capacity Analysis Worksheets for Unsignalized Intersections. The analysis shows that during the P.M. Peak Hour the westbound left -turn will operate at or over capacity. 1 The intersection operation was also performed assuming traffic signal control. The analysis shows that during the P.M. Peak Hour the intersection would operate at Level of Service C or better . This confirms that delays to traffic will be excessive without traffic signal control, and further justifies installation of traffic signal control (see Appendix B for Capacity Analysis Worksheets). Dakota Avenue Reconstruction , Traffic signal control at the intersection of West 78th Street and Great Plains Boulevard is further justified by the increase 1 in traffic at the intersection due to planned reconstruction of Dakota Avenue between T.H. 101 and State Highway 5. This proposed signal system will be a permanent full traffic actuated signal system with six phases. The eastbound and westbound left -turn movements will have protected /permissive left turn phasing. The northbound and southbound approaches will share the same phase. Ultimate improvements on West 78th Street near Market Boulevard 1 may include the construction of a four lane divided roadway. Left and right turn lanes would be provided at major intersections. Figure 6 shows the existing conditions as well as the ultimate design. The proposed traffic signal system will be designed for the ultimate condition but will also accommodate the existing geometry. The estimated cost to construct the proposed signal system is $80,000. The proposed signal system will be funded by the City of Chanhassen. 1 Traffic Volumes The base traffic volumes used for the traffic signal warrant analysis were completed by Strgar- Roscoe - Fausch, Inc. in October of 1990 (see Appendix A for Count Data). 1 Market Square Shopping Center Study 1 A study of the Market Square Shopping Center and its impacts on the intersection of West 78th Street and Market Boulevard was completed in November 1990 and is included in the Appendix. This study was revised in March of 1992 to reflect Phase 1 construction of the development. Phase 1 construction of the shopping center will consist of 85,000 sq. ft. gross leasable area. Using trip generation rates from the 5th edition of the Institute of Transportation Engineers, Trip Generation, the site is expected to generate approximately 6,000 daily trips and 560 ' p.m. peak hour trips. This warrant is applicable when the common intersection of two or more major routes has a total existing, or immediately projected, entering volume of 800 vehicles during the peak hour of a typical weekday. A major route as used in the Systems Warrant has one or more of the following characteristics: 1. It is part of the street or highway system that serves as the principal network for through traffic flow; 1 2. It connects areas of principal traffic generation; 3. It includes rural or suburban highways outside, entering or ' traversing a city; 4. It has surface street freeway or expressway ramp terminals; 1 5. It appears as a major route on an official plan such as a major street plan in an urban area traffic and transportation study. West 78th Street is a major collector street through the City of Chanhassen Central Business District. It connects areas of principal traffic generation and includes part of a rural highway traversing a city. Market Boulevard is part of the street system that serves as the principal network for through traffic with the intersection at T.H. 5 to the south. Both West.78th Street and Market Boulevard would appear as major routes in a transportation or urban area traffic study. 1 Figure 7 shows the immediately projected traffic volumes for the p.m. peak hour of a typical weekday at the intersection of West 78th Street and Market Boulevard. The total entering volume is 1,385 which satisfies the volume requirements for the Systems Warrant. Therefore, traffic signal control is justified at the intersection of West 78th Street and Market Boulevard. ' Future Development 1 This area of the City of Chanhassen is expecting further commercial development in the near future. In addition to the completion of the Market Square Shopping Center development 1/ adjacent to Market Boulevard, an area on West 78th Street west of Market Boulevard is planning a development that may include a major retailer. The signal justification has taken the form of applying the applicable warrant(s) for signal installation as outlined in the MMUTDC and using sound engineering practice. Based on the 1990 traffic counts for West 78th Street and Great 1 Plains Boulevard, Warrant 9 (Four Hour Volume) will be met for four hours and Warrant 11 (Peak Hour Volume) will be met for two hours during the p.m. peak hour. Traffic signal control will also improve the operation of this intersection compared to the .alternative of side street stop control in terms of the delay and level of service for traffic on West 78th Street and Great Plains Boulevard. A traffic signal is needed at this location to manage the capacity of the intersection and to reduce the delays experienced by side street traffic due to the stop control at this intersection. The intersection of West 78th Street and Market Boulevard based on the 1990 traffic counts and forecasted volumes for Market Square Shopping Center, does not meet the typical Peak Hour Volume or Four Hour Volume Warrant at this time. However traffic signal control is justified at this intersection by meeting the requirements of Warrant 7, Systems Warrant. The traffic volume portion of the warrant is easily met with existing traffic counts. The subjective portion of whether or not West 78th Street and Market Boulevard are major routes has been justified. This intersection is vital to the central business district transportation network in that Market Boulevard intersects Trunk Highway 5 just south of the subject intersection. The City also expects future development that will increase the traffic levels in this area. Williams 1 DATE: April 20, 1992 SUBJECT: REVISED MARKET SQUARE SHOPPING CENTER AND ITS IMPACTS 1 ON THE INTERSECTION OF WEST 78TH STREET AND MARKET BOULEVARD A revision of the impacts of the new development located in the southwest quadrant at the intersection of West 78th Street and Market Boulevard located in the City of Chanhassen (See Figure 1, ' Site Plan). The Market Square Shopping Center will have a Phase 1 development of 85,000 sq. ft. gross leasable area on which the traffic study is based. The November 13, 1990 study was based on full development of the shopping center (approximately 98,000 sq. ft. GLA). There is approximately another 42,000 sq. ft. GLA of property in three lots that are 1 assumed undeveloped for this study. The total number of p.m. peak hour trips and daily trips into and out the shopping center were estimated using the trip generation 1 rates from the 1991 Institute of Transportation Engineers "Trip Generation, 5th Edition" report. A total of 560 p.m. peak hour trips and 6,000 daily trips are projected. The trips were than distributed to the approach roadways and driveways based on existing traffic volumes and predicted driveway patterns. This distribution along with the driveway in ' and out proportions are summarized in Table 1 and Table 2 and shown on Figure 2. ' Using the above trip distribution and the existing p.m. peak hour traffic volumes, projected turning movements at the intersection of West 78th Street and Market Boulevard were forecasted. These 1 movements as well as the existing volumes are shown in Figure 3. Principal DATE: November 13, 1990 SUBJECT: MARKET SQUARE SHOPPING CENTER AND ITS IMPACT ON THE INTERSECTION OF 78TH STREET AND MARKET BOULEVARD During our October 30, 1990 meeting, you requested an analysis of ' the impact of traffic generated by the proposed Market Square Shopping Center on the intersection of 78th Street and Market Boulevard (see Figure 1). The following is a summary of the procedures of our analysis: 1. Twenty -four hour traffic volumes were collected on each leg of the subject intersection. These volumes were then broken down ' into approach p.m. peak hour turning movements using the computer program CINCH. Figure 2 shows these p.m. peak hour volumes. 2. The total number of p.m. peak hour trips into and out ,of the shopping center were estimated using the trip generation rates from the 1987 Institute of Transportation Engineers "Trip Generation" report. A total of 648 trips were projected. Trips generated by the vet clinic, cleaners and supermarket expansion are included in this estimate. It should be noted ' that 43 percent of these trips are estimated to be pass -by trips. Pass -by trips are those trips generated from the traffic stream passing by the shopping center and are not ' diverted from other roadways. In other words, 57 percent of the trips are new trips to the adjacent roadways. 3. The trips were then distributed to the approach roadways and ' driveways based on existing traffic volumes and predicted driveway patterns. This distribution along with the driveway in -out proportions are summarized in Table 1 and shown on ' Figure 3. 4. Using the above trip distribution and the existing traffic volumes, future turning movements at the intersection of 78th Street and Market Boulevard were forecasted. In preparing our projection, we were conservative with the number of II vehicles assigned at the intersection. Another factor that should be considered is the time frame for the opening of the shopping center. If the opening is a year or more in the future, the I traffic generated by the shopping center along with the background growth of the traffic could easily meet the Peak Hour Warrant. Therefore, we recommend that the City begin the necessary steps for 1 the installation of a traffic signal. To accommodate the proposed traffic, regardless of whether or not a II traffic signal is installed, we recommend the intersection improvement shown in Figure 5. Left turn lanes should be installed on each approach to reduce the delay to through moving traffic. Corner turning radius should be increased to at least 35 feet. I This would allow right turns to be made without encroaching into oncoming traffic lanes. The center median should be cut back as shown to open up the intersection and facilitate left turning II traffic. Right turn lanes are also added to the east and south approaches. A suggested phasing diagram is also included in Figure 5 in the II event that the intersection is signalized. With this phasing sequence, the intersection should function at a Level of Service C or better. I We also recommend the striping of 100 foot left turning lanes on Market Boulevard at its intersection with the mid -block driveway. These lanes would remove left turn from through traffic, thereby II reducing delay. In addition to the analysis of the intersection, we have looked at 1 the site plan of the shopping center and have some comments regarding traffic circulation. 1. Traffic circulating the main parking lot must enter the main I entrance roadway (from mid -block Market Boulevard driveway) to circulate around the north end of the lot. We recommend that a boulevard island be built and the parking aisle end islands be I moved to the south. The interior islands could be removed to regain lost parking spaces. Parking adjacent to the building fronts is not recommended. Parking in this location distracts from the appearance of the buildings and interferes with traffic traveling on the roadway. ' If parking must remain along the building front, it should be diagonal parking to increase the ease of parking maneuvers. 3. All corner radii are shown as 20 feet. A corner radius of 20 feet will force a passenger car to encroach into the lane of oncoming traffic while making a right turn. At a minimum, 35 feet should be provided for a turning radius. 4. The right turn only island located at the 78th Street mid -block driveway is not needed. A one -way sign mounted in the median will do the same job at a fraction of the cost.
