The right turn lanes on Market Boulevard into the Market Square project and the bus shelter relocation have been added to the scope of this project by 1 addendum. The reason for adding these work items to the original project resulted from the necessity to meet critical time schedule deadlines with the Market Square development project. The low bidder for the project was Ryan Contracting Company, Inc. at $149,759.70. I This is approximately $50,000 less than the engineer's estimate of $200,000. It is apparent that the bidding climate is very favorable for project owners right now. The low bid is I significantly less than the comparable bids received for the project last year. References for Ryan Contracting have been checked and favorable responses on other I municipal contracts were received. It appears that Ryan Contracting is capable of performing the required work of this project. I I would therefore recommend that the City Council award the Market Square Storm Sewer and Road Improvement Project No. 90-13 contract to Ryan Contracting Company, Inc. in the amount of $149,759.70. 1 ktm 1 Attachment: Letter from Jon Horn of BRW dated April 21, 1992 c: Dave Hempel, Sr. Engineering Technician I Gary Ehret, BRW Jon Horn, BRW Tom Ryan, Ryan Contracting I Is 1 t4, PRINTED ON RECYCLED PAPER APR 22 '92 09 :43 BRW INC. The bids which were received are as Engineering follows: I Urban Design Bidder Amount Thresher Square I 700 Third Street 5o. 1. Ryan Contracting, Inc. $149,759.70 Minneapolis, 2. Northdale Construction Company, $ 184,187.50 MN 55415 Inc. 612/370-0700 '3. Rickert Excavating, Inc. $214,829.75 III Fax 612/370 -1378 Engineer's Estimate $200,000.00 I Minneapolis Phoenix All bids were submitted with proper bid guarantees in the amount of Denver ten percent (10%) of the total bid price, with the exception of the I Orlando Northdale Construction bid which was submitted with a five percent San Diego (5%) bid bond. The bids of Ryan Contracting and Northdale Seattle Construction were found to be correct, but a small error was found in the Rickert Excavating bid. The error did not, however, change I Donald W. Rirgrose the bid order. A bid tab summary sheet is attached for your Richard P Wolsfeld information. Peter E. Jarvis 1 Thomas F. Carroll A majority of the work included as a part of this project was CraigA Amundsen previously advertised and bid for construction in 1990 and 1991. Donald E. Hunt All previous bids were rejected due to the inability of the Market I John B, McNamara Square developer -to consummate their financing and provide the City Richard la Pilgrim with the required security. Bids received for construction in 1992 Dale N. Beckmann are comparable with bid prices previously received for 1990 and 1991 1 Jeffrey L. Benson construction. Ralph C. Blum Cary J. Erickson John C. Lynch I Paul N. Bay APR 22 '92 Q8 :43 BRN INC0 P. Mr. Charles Folch April 21, 1992 II Page 2 . 1 This year's project scope includes storm sewer and turn lane construction consistent with the 1991 project scope with a few exceptions. Turn lane construction on West 78th Street west of Market Boulevard has been deleted from the project scope as requested by City staff. The scope of the lighting relocation work included as a part of the project has also been modified as a result of the elimination of the work on West 78th Street. The work on Bowling Alley Road has been modified to include the construction of the entire bus turnaround. The 1991 project included only the driveway aprons for the turnaround. , The low bidder is Ryan Contracting, Inc., with a total bid price of $149,759.70. The Ryan Contracting bid is approximately $50,000.00 • less than the Engineer's Estimate, a difference of approximately twenty -five percent (25 %). Based on bid prices received from previous years for this project and the Engineer's Estimate, it appears that the bids were reflective of a competitive bid environment. We, therefore, recommend award of the Market Square Storm Sewer Extension Project, CP 90 -13, to Ryan Contracting, Inc., for the low bid price of $149,759.70. ' Subject to City Council approval, we anticipate commencing construction by May 11, 1992. All work required by the project will ' be completed by June 19, 1992.
