SUBJ: Award of Bids for Market Square Storm Sewer and Roadway Improvements

1 On Thursday, April 16, 1992, bids were received and opened for the Market Square Storm
Sewer Extension Project. The right turn lanes on Market Boulevard into the Market Square
project and the bus shelter relocation have been added to the scope of this project by
1 addendum. The reason for adding these work items to the original project resulted from
the necessity to meet critical time schedule deadlines with the Market Square development
project. The low bidder for the project was Ryan Contracting Company, Inc. at $149,759.70.
I This is approximately $50,000 less than the engineer's estimate of $200,000. It is apparent
that the bidding climate is very favorable for project owners right now. The low bid is
I significantly less than the comparable bids received for the project last year.
References for Ryan Contracting have been checked and favorable responses on other
I municipal contracts were received. It appears that Ryan Contracting is capable of
performing the required work of this project.
I I would therefore recommend that the City Council award the Market Square Storm Sewer
and Road Improvement Project No. 90-13 contract to Ryan Contracting Company, Inc. in
the amount of $149,759.70.

This year's project scope includes storm sewer and turn lane
construction consistent with the 1991 project scope with a few
exceptions. Turn lane construction on West 78th Street west of
Market Boulevard has been deleted from the project scope as
requested by City staff. The scope of the lighting relocation work
included as a part of the project has also been modified as a result
of the elimination of the work on West 78th Street. The work on
Bowling Alley Road has been modified to include the construction of
the entire bus turnaround. The 1991 project included only the
driveway aprons for the turnaround. ,
The low bidder is Ryan Contracting, Inc., with a total bid price of
$149,759.70. The Ryan Contracting bid is approximately $50,000.00
• less than the Engineer's Estimate, a difference of approximately
twenty -five percent (25 %). Based on bid prices received from
previous years for this project and the Engineer's Estimate, it
appears that the bids were reflective of a competitive bid
environment. We, therefore, recommend award of the Market Square
Storm Sewer Extension Project, CP 90 -13, to Ryan Contracting, Inc.,
for the low bid price of $149,759.70. '
Subject to City Council approval, we anticipate commencing
construction by May 11, 1992. All work required by the project will '
be completed by June 19, 1992.
