As was discussed at the meeting and in the previous staff report, one alternate was bid as a part of the project. The alternate I bid was for the additional materials and work associated with constructing an 8 -foot trail versus a 6 -foot trail which was specified in the base bid. The City Council tabled action on the award to allow time to investigate the potential impacts of implementing the wider trail I on the project. Following staffs recommendation to remain with the base bid implementing the 6 -foot wide I trail, there surfaced some allegations as to the fairness of how the bidding process was handled by the project consultant engineer. I have discussed this matter with Bill Engelhardt. With the size of the bids and the number of bids received, it may have taken I some additional time to verify the bids following the bid opening. In fact, the bids were checked and re- checked again before the confirmed low bidder information was released. To date, I have not received any information indicating that there was any intent to I mishandle the bidding and /or bidding tabulation process by the project consultant engineer. 1 1 • Don Ashworth 1 April 22, 1992 Page 3 i The confusion occurred as a result of having one low bidder for the base bid and a different low bidder for the alternate bid. In reviewing the two potential low bids, it is apparent that the low base bid received from Imperial Developers had three calculation errors on bid line items which added approximately $10,000 to their base bid. They remain the low bidder for the base bid, however, Brown & Chris has become the low bidder for the base bid with the alternate. In any case, based strictly on the pros and cons impact of the trail width to the project, staff 1 continues to recommend that the 6 -foot trail be implemented.
