Having completed our initial agreement, the issue here is whether 1 we should continue this arrangement. ANALYSIS 1 This program has worked well to the benefit of all. In addition to the program permitting additional access to Community Service 1 Officers by the City of Chanhassen while these officers are performing contractual duties to the neighboring cities, the contract has paid one half of the•CSO truck as well as resulting in I approximately $5,000.00 of uncommitted revenue. Procedurally, the program has worked very smoothly. Community Service Officer Bob Zydowsky has been of great assistance in I keeping the program running smoothly, and the relationships developed between our CSOs and the neighboring cities, the Carver County Sheriff's Department and South Lake Minnetonka Police have I been excellent. Everyone involved with the service has been most appreciative. Administratively, the program has also worked 1 A. tot PRINTED ON RECYCLED PAPER 1 May 29, 1992 1 Page 2 1 smoothly, with Betty Eidam, Account Clerk, providing a great deal 1 of assistance with billing and other financial considerations. Simply, the program runs smoothly. 1 The Public Safety Commission has reviewed this issue, and has unanimously endorsed our continuing this relationship for 1993. I However, I addressed the fact that as the City continues to grow, Chanhassen itself relies more and more on work performed by the Community Service Officers. I can see a point in the I not - too - distant future that Chanhassen will be needing the services of our 3 CSOs, at which point a determination will need to be made whether we would want to hire additional personnel or discontinue the contract. As a point of information, approximately seven years II ago, Chanhassen was involved with "Tri City Animal Control ", which included a cooperative arrangement with the cities of Chanhassen, Eden Prairie and Chaska. As each city grew, they determined that II the cities had enough work for their own Community Service Officers without having them involved with other cities. Eventually, I see this occurring here as well. I RECOMMENDATION It is the recommendation of the Public Safety Commission and staff 1 that the City Council authorize the Public Safety Director to advise the cities of Shorewood, Victoria, Greenwood, Tonka Bay and I Excelsior that Chanhassen intends to continue the animal control contract relationship for 1993, with a sufficient increase in fees to meet our costs. 1 1 1 1 1 1 1
