City Of Chanhassen
Introduction
The Work Plan is designed as a guide for the delivery of law enforcement services and
coordination with city resources. The work plan allows for input from the City and
Sheriff's Office to develop a list of goals, objectives, work direction and/or focus areas.
The Work Plan is not meant to be all inclusive of the law enforcement mission in
Chanhassen, but instead, helps identify specific work direction, concerns, priorities, or
areas of interest brought forth by City and Sheriff's Office officials and personnel.
The Work Plan has been divided into four main categories:
CONTRACT ADMINISTRATION
- Goals, objectives, work direction, focus areas related to
administration of the police contract and the work conducted by the
Contract Supervisor.
LAW ENFORCEMENT OPERATIONS
- Goals, objectives, work direction, focus areas related to the work
conducted by the Contract Deputies and other law enforcement
services provided by the Sheriff's Office.
CRIME PREVENTION / PUBLIC SAFETY EDUCATION
- Goals, objectives, work direction, focus areas related to the
coordination of work between the City Crime Prevention/Public
Safety Education Specialist and the Sheriff's Office.
COMMUNITY INVOLVEMENT/PARTICIPATION
- Goals, objectives, work direction, focus areas related to citizen
involvement in law enforcement and crime prevention issues and
the Sheriff's Office involvement in the community.
CONTRACT ADMINISTRATION
Law Enforcement Records/Reports
The Contract Supervisor and the Crime Prevention Specialist will work with the Sheriff's
Records Division to develop reports for use in crime prevention programs, Deputy and
Community Service officer updates, Project LeadFoot, etc.
The Contract Supervisor will continue to work on getting accurate and complete
information needed and requested by the City Manager and City Council.
Project LeadFoot
The Contract Supervisor and Crime Prevention Specialist will continue promotion of
Project Leadfoot. Project Leadfoot is a valuable tool and we will look at ways to expand
the program and make it more accessible and known to residents. An annual program
review will be conducted with the goal of updating and improving program components
where necessary.
Officer Accountability
The Contract Supervisor will have a direct role in supervision over the Contract
Deputies for the City of Chanhassen.
The Contract Supervisor will work on setting up a forum to meet with the City Manager
to discuss law enforcement issues pertaining to the city.
LAW ENFORCEMENT OPERATIONS
Traffic Enforcement
Enforcement of traffic laws has been identified as a priority. As time and staffing allows,
problem areas and higher volume city streets will be targeted for enforcement attention
by contract deputies and the Sheriff's Traffic Safety Program. The Project LeadFoot
program will be used in neighborhood areas. The Contract Supervisor will continue to
update traffic hot sheets and inform the Contract Deputies about problem areas in the
city that need extra attention. When the deputies work on these problem areas they will
get an ICR number and it will be coded as a "traffic detail". The Deputies will also be
required to call in all traffic stops which will result in more accurate data and information.
The Sheriff's Office will base an unmarked traffic enforcement vehicle in Chanhassen
and Contract Deputies will be encouraged to use it for "traffic details" and surveys.
Parks
Visibility and enforcement action by Deputies and the Community Service Officer in city
parks will help to ensure the safety of park users and deter problems. Contract
Deputies will do periodic foot patrol of city parks looking for underage drinking, curfew,
and other offenses.
Juvenile Violations
The Contract Supervisor will coordinate a specific enforcement strategy for the curfew
ordinance in an effort to combat crimes often associated with juveniles.
Gang Activity
Gang activity is a recognized concern for our communities. It is important to recognize
this issue and develop strategies and programs to respond to any potential concerns.
Contract Deputies in conjunction with other county and state resources will track and
identify gang members in the City of Chanhassen.
Gang graffiti will be documented, photographed, and cleaned off as soon as possible
and feasible as per city ordinance.
Emergency Preparedness
The City of Chanhassen has an excellent Emergency Services Manager. The City
Emergency Manager as well as the County Emergency Manager has Federal
Certifications from the Federal Emergency Management Agency. The City Emergency
Operations Plan is based on The Emergency Operations Plan for the County. This is
very beneficial from a coordination and communication standpoint. Everybody is
operating from and with the same basic plan. However, the City plan has been tailored
too meet the needs of the City as well. This plan has been used frequently at different
situations in the City as well as the County and has been successful each time it has
been used. The Emergency Management Plan for the City is broken up into three
parts.
· Administration
· Operations
· Resources
The Administration portion consists of an organizational plan detailing responsibilities of
City Departments and employees and who in the City needs to be contacted. It also
outlines what they should do, where they should go, and what they need to think about
when they get there. The Plan outlines the Sheriff's Office function and role when an
emergency occurs in the City.
The Contract Supervisor will be in the Emergency Operations Center (EOC) for the City
to coordinate Law Enforcement response with City, County and Fire Personnel.
Coordination and communication are two key points when an emergency occurs.
The Sheriff's Office will be involved in a large scale emergency mock drill scenario this
summer that is being organized by the Fire Department. These mock drills are
important because they help improve coordination and communication between
Sheriff's Personnel and Fire and City Personnel. The Contract Supervisor and the Fire
Department encourage the City Council to be involved with the mock drill.
The Contract Supervisor as well as other County Personnel will coordinate, disseminate
information, and meet with the City of Chanhassen's Emergency Manager and the City
Manager on a regular basis.
CRIME PREVENTION / PUBLIC SAFETY EDUCATION
Business Watch Information Network
The Contract Supervisor will work with the Crime Prevention Specialist to enhance the
sharing of crime and public safety information with local businesses and encourage
program participation by businesses.
· Goal 1: Expand number of participating businesses
· Goal 2: Assist in development of quarterly Business Watch Newsletter
· Goal 3: Include the City Council as a participant in crime prevention programs.
Rental Housing - Conduct on Premise
The Contract Supervisor will work with the Crime Prevention Specialist and other city
staff in developing an enforcement process for the new Rental Housing Code.
Crime Prevention Programs
The Contract Supervisor will work with the Crime Prevention Specialist in developing
new crime prevention programs. One idea is a quarterly cable access program with
crime prevention tips and ideas for residents and businesses. We will also look into a
periodic column in a local newspaper with crime prevention tips and public safety
information.
City Council Meetings
The Contract Supervisor will work with the City Council on expanding public
safety/crime prevention issues during the Contract Supervisor's monthly updates to the
City Council.
COMMUNITY INVOLVEMENT / PARTICIPATION
Community Events
The Sheriff's Office and City will discuss and consider sponsoring community events, or
participating in current community events, utilizing informational booths and
presentations to educate the public on current public safety issues, crime prevention,
and/or the role of the Sheriff's Office in the community. The Sheriff's Office and Crime
Prevention Specialist also encourage and welcome Council members' participation in
these events.

for the City Council that outlines all of the felony and gross misdemeanor arrests that
are made in the city. The Contract Supervisor will include that information in the
monthly reports that are made to the City Council. The Contract Supervisor and the
Crime Prevention Specialist will continue to work with the Sheriff's Records Division to
develop reports for use in crime prevention programs, Deputy and Community Service
Officer updates, Project LeadFoot, etc.
The Contract Supervisor will continue to work on getting accurate and complete
information needed and requested by the City Manager, City Council, and Crime
Prevention Specialist.
Project LeadFoot
Project Leadfoot is a community approach to calming speed and traffic safety on
neighborhood streets. Traffic complaints are a community problem and it needs a
community approach. We have a number of options with Project Leadfoot and can
design a program for that neighborhood based on what their issues are. Those options
can include educational strategies such as neighborhood flyers, the new speed trailer,
different signage, and education for the complainant. Traffic details and increased
enforcement are also components that can be included. We have a radar gun that we
can allow citizens to check out. This allows them to monitor the traffic themselves and if
they do see a violation provide law enforcement with a license plate number. We can
then send the registered owner a letter advising them of the problems in the
neighborhood.
The Contract Supervisor and Crime Prevention Specialist will continue to promote
Project Leadfoot through the newspaper, neighborhood watch meetings, and at City
Council meetings. Project Leadfoot is a valuable education tool. The Contract
Supervisor and Crime Prevention Specialist will direct the CSO'S on placement of the
new speed trailer. An annual program review will be conducted with the goal of
updating and improving program components where necessary.
Deputy Accountability

Traffic issues are the number one public safety complaint in the city. The Deputies
have focused on traffic for the past year. The Deputies will continue to focus on traffic,
however, they will spend more time in neighborhoods and business areas. This may
result in fewer citations because they will spend less time on the roads where the traffic
is. The Deputies increased presence in the neighborhood and business areas,
especially at night, will hopefully deter some of the crimes that occur in those areas.
These types of crimes are vandalism and thefts from vehicles. The Contract Supervisor
along with the Crime Prevention Specialist will monitor and direct Deputies to areas
where they are seeing problems. When the deputies work in these problem areas they
will continue to get an ICR number and it will be coded as a "traffic detail". The

Rental Housing - Conduct on Premise
The Contract Supervisor will work with the Crime Prevention Specialist and other city
staff with enforcement of the Rental Housing Code.
Crime Prevention Programs
The Contract Supervisor will work with the Crime Prevention Specialist in developing
new crime prevention programs. The Contract Supervisor along with the Crime
Prevention Specialist will continue to do a monthly newspaper column in the local
newspaper.

The Contract Supervisor will continue to assist the Crime Prevention Specialist with
different events. These events include neighborhood watch meetings, Safety Camp,
Senior Safety Seminar, and other programs that are organized.
City Council Meetings
The Contract Supervisor will develop a Public Safety Presentation for the Council for
early 2004. This presentation will cover where we have been, where we are, and where
we are going in regard to public safety. The Contract Supervisor will continue to attend
City Council meetings on a monthly basis. The Contract Supervisor will update the
Council and citizens about public safety issues in the city.
The Contract Supervisor will introduce the Contract Deputies at various City Council
meetings.
COMMUNITY INVOLVEMENT/PARTICIPATION

The Sheriff's Office and City will discuss and make recommendations reference
sponsoring community events, or participating in current community events, utilizing
informational booths and presentations to educate the public on current public safety
issues, crime prevention, and/or the role of the Sheriff's Office in the community. The
Sheriff's Office and Crime Prevention Specialist also encourage and welcome Council
members' participation in these events. Some of the events that the Sheriff's Office will
participate in are National Night Out, Safety Camp, and the Fire Department Open
House.
Vision 2005
The City of Chanhassen has had 10,309 calls for service from January 1st 2003 through
the end of October. This compares to 8,453 calls for the same time period in 2002.
There were 1,136 criminal cases in the same time period this year compared to 1,069
last year. The county currently has one base level investigator to follow up on all of
those crimes. I would highly recommend for 2005 that Chanhassen contract for an
investigator from the Sheriff's Office. This position would be based out of city hall and
would be supervised by the Contract Supervisor. The Contract Supervisor would assign
the Contract Investigator cases. These types of cases would include theft from
vehicles, vandalisms, minor assaults and other cases as needed. The base level
investigator would continue to concentrate on the larger felony type of cases.
I would also recommend that Chanhassen contract for a daytime traffic car. This
Deputy would take direction from the Contract Supervisor. This Deputy's only
responsibility would be solely for traffic enforcement in the city. They might be called to
the occasional emergency if other cars were tied up or if they were close to the call.
This Deputy would work Monday through Friday and would vary their schedule so that
one week they would cover morning rush hour and the next week afternoon rush hour.
Traffic issues are the number one public safety complaint in the city. The Deputies
don't always have the time necessary to deal with these complaints in a timely manner
due to call load. The traffic car would handle traffic complaints as they come up and
would also be proactive with traffic problems.
