Rental Licensing Conduct on Premise Change in Fee
Background
This ordinance amendment was discussed in August. At that time the Council
choose to wait on any proposed changes. At that time the fee change was
proposed as a resolution. The city attorney is recommending that the fees be
adopted by ordinance.
Attached is a revised ordinance amendment modifying the fees for the rental
licensing program based on the direction at the August 11th City Council work
session meeting. The staff recommendation was to reduce the service level of the
rental inspection. Fifty dollars per unit would still be the fee but the license
would be good for two years as opposed to one year. The council did discuss not
requiring a fee for newly built rental units for the first two years. Part of the fee
for the licensing also pays for the cost of administration, the conduct on premise
portion of the ordinance. Therefore, the fees for a license should stil! be required
to cover the costs of administrating the program.
Staff is anticipating that all rental units be inspected by March of 2004.
Recommendation
Staff is recommending that the City Council adopt the ordinance amendment.

AN ORDINANCE AMENDING CHAPTER 10,
ARTICLE VIII, RENTAL DWELING LICENSES,
CHANHASSEN CITY CODE
THE CITY COUNCIL OF THE CITY OF CHANHASSEN, MINNESOTA ORDAINS:
Section 1. Section 10-218 of the City Code, City of Chanhassen, Minnesota, is hereby
amended to read as follows:
No person, firm, partnership, corporation or other legal entity shall operate a rental
dwelling in the city without first obtaining a license. The license is issued for a two year
period and is valid until the date of expiration.
Section 2. Section 10-221 of the City Code, City of Chanhassen, Minnesota, is hereby
amended to read as follows:
Notwithstanding the application signature requirements of section 10-220, renewals
of the license as required bi-annually by this Code may be made by filling out the
required renewal form furnished by the city manager to the owner, operator or agent of a
rental dwelling and mailing said form together with the required registration fee to the
city manager.
Section 3. Section 10-222 of the City Code, City of Chanhassen, Minnesota, is hereby
amended to read as follows:
Such license fees shall be in the amount established in Chapter 4 of the Chanhassen
City Code.
Section 4. This ordinance shall be effective immediately upon its passage and
publication.

The purpose of this code amendment is to establish a two year period for rental
dwelling licenses.

during regular office hours at the office of the City Manager/Clerk.
