Conveyance to City of Tax-Forfeited Land
BACKGROUND
State statute allows for tax-forfeited properties to be conveyed to local
governmental units if there is an authorized public purpose. Each year, Carver
County receives a list of properties that have become delinquent on their taxes,
and therefore are available to local units of government to acquire relatively free
of charge. This year, there are four properties that staff feels are valuable pieces
of property that the City of Chanhassen could benefit from by taking ownership
of.
The four parcels are (maps attached):
· Outlot E, Creekside Addition (south of Coulter Blvd., west of
Stone Creek Drive, PID #25-2560490)
· Outlot A, Oaks of Minnewashta (west of Minnewashta Parkway,
just south of Roundhouse Park, PID #25-5670460)
· Lot 21, Block 1, Red Cedar Point (adjacent to Lake Minnewashta,
PID #25-6600110)
· Outlot A, Fox Hollow (comer of Fox Hollow Drive and Highway
101 North, PID #25-2730910)
These properties are all similar in that they are wetlands or abut wetlands or
bodies of water. Acquiring these properties will help avoid problems in the
future, including illegal docks, misuse of city property, or damage to wetlands.
Furthermore, these parcels are practically undevelopable, and taking them off the
tax rolls will not adversely impact the City's ability to collect future tax revenues
off of the properties.
The cost to acquire these parcels is inexpensive. For each property, there will be
a $1.65 deed tax, $5.00 ag conservation fee, and $20.00 or $35.00 recording fee.
Assuming the most expensive option, the cost to the City of Chanhassen will be
$166.60.
By approving this action, Carver County will be informed of the City's request,
and they will then forward their recommendation to the Minnesota Department of
Revenue for their final approval.

RECOMMENDATION
Staff recommends that the City Council formally request conveying the above
listed tax-forfeited parcels to the City of Chanhassen for the purpose of wetland
preservation and/or wetland buffering. This action requires a majority vote of the
City Council.
