3b. Fire Department Update
b MEMORANDUM CHANHASSEN FIRE DEPARTMENT Station 1 PO Box 97 7610 Laredo Drive Chanhassen, MN 553 Station 2 6400 Minnewashta Pkwy. Excelsior, MN 5533 TO: Todd Gerhardt, City Manager FROM: John Wolff - Fire Chief (( Ed Coppersmith — Asst. Chief Operation Rick Rice — Asst. Chief Administration Jeff Siems — Asst. Chief Training & Safety Mark Littfin - Fire Marshal DATE: May 16, 2013 SUBJ: Monthly City Council Update Fire Department Overview: Staffing is at 46 active firefighters, including four probationary members, as of April 22, 2013. There are two firefighters currently on leave. On May 10, 2013 Mark Littfin was honored by City Hall and fire department members for his 40 years of service as a member of the Chanhassen Fire Department. He joined the department on May 10, 1973. By 1975 he was named Chanhassen's Fire Marshal which was a volunteer position at the time. Mark has served a variety of other leadership roles including Assistant Chief from 1998 to 2003 and has been the City's full time Fire Marshal since 1988. Our four new members have completed their first year training and certification program. The probationary members attended 320 hours of training classes and countless hours of studying and practicing skills in preparation for the State certification testing. They will participate in graduation ceremonies on July 8 at 7:00 p.m. at Station 1. At this ceremony they will receive their "black hat" which is the standard protective helmets we issue to active firefighters. We are in middle of the recruitment and hiring season for firefighters at both stations. We do expect to hire approximately 6 - 7 firefighters in 2013 to accommodate expected resignations and retirements. We are at 183 calls as of April 30, 2013 versus 133 for 2012. Staff Time (not call related): Our staff time for community events, fire education, duty crew standby, and department meetings are at 926 hours for the year compared to 973 hours in 2012. Training Training hours are at 2,021 year to date versus 2,586 in the prior period. Training continues to be a focused priority for the Chanhassen Fire Department. Regular members have been busy training on hose streams, nozzles, and Fire Apparatus Operations (pumping). Additionally all members have been re- acquainted with our rescue boat operations now that the ice has finally melted. Safety: Safety remains a top priority for the Chanhassen fire department. Recently, we had another reportable incident. One firefighter experienced a medical condition while operating at a mutual aid house fire. This firefighter received medical attention immediately and is currently under medical care. One possible corrective action was identified as contributing to the incident and a clarification of our SOG's has been communicated to all members to minimize exposure to a future occurrence. Compliance: This month we passed our annual testing for our ladder truck and all ground ladders. Community Activities: Firefighters assisted with valet parking at the April 21" Rotary Gala event at the Oak Ridge Conference Center in Chaska. In May we will be assisting with the Memorial Day activities. Fire Marshal Fire Prevention: Over the next few weeks we will be gearing up for safety camp, water week at the neighborhood parks, and 4th of July activities. Fire Investigations: There are no fires to report on. Each day we are reviewing the MN DNR website for changing fire danger ratings. We are using this information when issuing burning permits. Between the hot, cool, warm, and wet conditions we have experienced this spring the fire danger ratings changes almost daily. Fire Inspections: There are numerous new projects at various stages of planning, construction, and completion. These projects include, K. Hovnanian Town Homes, Minnetonka Middle School addition/remodel, Bee Hive assisted living care apartments, Galpin Boulevard apartments, EPS on Galpin Court, Huntington Learning Center, Swervo Development on Upland Circle, Boutique Athina, Best Day Massage, Heritage Collection town homes, Healthsource of Chanhassen, Canine Club addition, and a few smaller office remodeling projects. We are currently in the process of inspecting existing businesses on West 78th Street, and well as a number of our larger industrial complexes. fYY<9 ? d'kY,°k: I'l i M 3 Summary of Total Calls April 2013 2013 YTD April 2012 2012 YTD Total 50 183 32 131 Detail of Incident Types April 2013 2013 YTD April 2012 2012 YTD Incident Type Fire 2 6 3 5 Structure Fire - 3 1 2 Grass Fire - - 1 1 Misc Fires 2 3 1 2 Rupture, Ez' losion, Overheat 1 - 1 0 0 — Overpressure Rescue & Emergency Medical Service Incident 27 ' 83 ` 20 57 Medical 24 67 19 48 PI Crash 3 16 1 9 Misc Calls - - - - Hazardous Condition 1 6 0 7 Gas Leak 1 2 - 2 Misc Calls - 4 - 5 Service Call ' 5 14 1 8 Mutual Aid 4 13 1 5 Misc Calls 1 1 - 3 Good Intent Call :6, 29 2 22 Rescue/Medical - Dispatched & Cancelled 3 13 - 7 Smoke Scare, Odor of Smoke 2 5 - 4 PI - Dispatched & Cancelled 1 2 1 6 Misc Calls - 9 1 5 False Alarm & False Call 8 44 5 31 CO Alarm 1 6 2 7 Dirty/Old Smoke Detector Activation - 2 - 2 Unintentional Transmission of Alarm 3 25 1 7 Burnt Food Smoke Detector - 2 1 3 Misc Calls 4 9 1 12 Severe Weather & Natural Disaster 0 0 1 1 Total Incident Count 50 183 `' 32 _131 CHANHASSEN FIRE DEPARTMENT P.O.
