PROPOSED MOTION
"The City Council approves a Resolution supporting a HSIP Federal grant
application for left turn lane improvements on TH 41 at Lake Lucy Road."
City Council approval requires a simple majority vote of the City Council
present.

side -swipe accident has occurred at the intersection. Most of these accidents

intersection safety has become more of a priority. MnDOT does not have any
plans in the next 10 years to make improvements to this segment of TH 41.

In MAP -21, the purpose of HSIP is to achieve a significant reduction in traffic

grant funding program the City was successful in obtaining for safety
improvements along TH 5 at Minnewashta Parkway.

This year's HSIP project objective is a little different than in other years.
"Proactive" projects are being solicited for State fiscal years 2014, 2015, and

2016. Funding is for roadway construction and reconstruction projects designed
to decrease the frequency and /or severity of vehicular crashes. The specifics of
the improvement must be related to reducing historical vehicular crashes. The
project must be a permanent improvement. Right -of -way (R/W), engineering or
indirect costs are not grant eligible.
The maximum federal funding is 90% of the eligible total construction cost, up to
$2 million with a cap of $1.8 million in federal funds. A minimum local match of
10% of the total project cost is required. The amount of funding available for this
metro district solicitation is $16 million.
Staff's preliminary estimate for adding a left turn lane on TH 41 at Lake Lucy
Road is $1 million. This cost includes intersection widening, shoulder
improvements, restoration, and mill and overlay of the project area. The trail
improvements made last summer are not anticipated to be impacted. The
proposed improvements are planned to take place on the west side of TH 41. If
grant funds are approved, the work would most likely take place in 2015. The
City's local share of the project would be the 10% match for construction and all
indirect costs for a total local share of approximately $250,000. Funding for the
City's local share is proposed to come from Municipal State Aid funds.
MnDOT has reviewed the proposed improvement and supports the City making
an application for HSIP grant funds.

RESOLUTION IN SUPPORT OF FEDERAL HSIP FUNDING APPLICATION FOR
TURN LANE IMPROVEMENT ON TH 41 AT LAKE LUCY ROAD
WHEREAS, the intersection of TH 41 and Lake Lucy Road currently has a bypass
lane on TH 41 which serves as the through lane when vehicles are turning left onto Lake
Lucy Road for southbound traffic; and
WHEREAS, over the past 5 years, on average, one rear -end collision or side -swipe
accident has occurred at this intersection. Most of these accidents have resulted in injuries. These
accidents are typically correctable with the installation of a left turn lane; and
WHEREAS, the City has discussed with MnDOT improvements to the above -
referenced trunk highway as it relates to projects using HSIP funding, and
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby supports the
city's application for federal HSIP funding for left turn lane improvements to TH 41 at Lake
Lucy Road. The city's local share is a 10% fund match.
