A RESOLUTION SETTING FORTH THE REVIEW OF PLANNED DEVELOPMENT DISTRICTS
ON LAND THAT IS NOT SERVED BY SANITARY SEWER AND WATER.
WHEREAS the Village of Chanhassen is concerned with
orderly community growth, and
WHEREAS, major community growth patterns are established
by municipal utilities, and
. WHEREAS rezoning land not currently served by municipal
utilities may impose a future hardship on the municipality and
the applicant.
NOW, THEREFORE, Be it resolved by the Village Council of
Chanhassen that:
1. Land proposed to be developed that is not currently
served by sanitary sewer and water will not be
considered beyond the Sketch Plan stage.
2. The applicant may prepare a Sketch Plan with sup-
plementary documentation requested under Section 14.05
Paragraph 3A for review and informal discussion by
the Planning Commission.
3. When the necessary utilities needed to serve the
proposed development are available or are imminent
the applicant may then proceed to the Preliminary
Development Plan as specified in Section 14.05, Para-
graph 3 of Ordinance 047, Chanhassen Zoning Ordinance.

RESOLUTION CALLING PUBLIC HEARING ON NORTH AREA SEWER AND WATER
IMPROVEMENT PROJECT 73-1
BE IT RESOLVED, by the Village Council of the Village of
Chanhassen as follows:
1. It is hereby found and determined that Schoell & Madson,
Inc., the consulting engineers for the Village, have reported to
this Council that a local improvement as hereinafter described is
feasible and may best be made as proposed, and not in conjunction
with any other improvement, and that the estimated cost of said
improvement to the Village is $92,000.00.
2. Said improvement consists of the following:
Installation of trunk and lateral water and
sanitary sewer mains, and related facilities,
and the restoration of streets with blacktop
surfacing.
3. This Council shall meet at the Village Hall on the 8th
day of January, 19739 at 7:30 o'clock p.m., for the purpose of
holding a public hearing on the proposed construction of said im-
provement.
4. The Clerk is authorized and directed to cause notice of
the time, place and purpose of said meeting to be published for
two successive weeks in the Carver County Sun, being the official
newspaper of the Village, the first of such publications to be
not less than 10 days and the second not less than 3 days prior
to the date of said meeting, and to be mailed to the owners of
the property in the area proposed to be assessed not less than 10
0 days prior to the date of said meeting.

RESOLUTION AWARDING CONTRACT FOR CONSTRUCTION OF 71-1BT.
BE IT RESOLVED By the Village Council of the Village of Chanhassen,
Minnesota, as follows:
(1) It is hereby found, determined and declared that the lowest
two bids submitted by responsible contractors for the construction
of the work of Improvement Project 71-1BT are as follows:

Irvin Lamppa Construction $70,210.00
Northdale Construction Co. $70,610.00
(2) The contract for the construction of the Tank improvement Project
71-1Bt are hereby awarded to the lowest bidder; and the Clerk is hereby
authorized and directed to return bid deposits of all bidders except
• the lowest two bidders. The Bid deposits of the lowest two bidders
for each respective schedule shall be retained pending the execution
of contracts.
(3) The Mayor and Clerk are hereby authorized to enter into Contract
with the low bidder upon siad bidder furnishing a satisfactory
corporate surety bond conditioned upon specifications and other
wise as required by law.

RESOLUTION ESTABLISHING ELECTION PRECINCTS AND POLLING PLACES.
WHEREAS, It is hereby found and determined that the population and geo-
graphical size of the Village of Chanhassen necessitates the establishment within
the Village of four election precincts as hereinafter described.
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village
of Chanhassen, Minnesota, as follows:
I. That portion of the Village of Chanhassen lying east of the Carver -
Hennepin County boundary line shall constitute a separate election precinct
which shall be identified as the Chanhassen Hennepin County Precinct.
2. That portion of the Village of Chanhassen in Carver County lying
east of County Road No. 117 and north of State Highway No. 5 shall constitute
a separate election precinct which shall be identified as the Chanhassen 1st
Precinct.
3. That portion of the Village of Chanhassen in Carver County lying
west of County Road No. 117 shall constitute a separate election precinct

A RESOLUTION AUTHORIZING COOPERATIVE PURCHASING AGREEMENT WITH CARVER
COUNTY AND OTHER MUNICIPALITIES.
WHEREAS, Minnesota Statutes 1965, Section 471.59 authorize
two or more governmental units by action of their own agreement to
jointly or cooperatively exercise any power common to the contracting
parties, and
• WHEREAS, a joint exercise of powers agreement is being de-
veloped between the County of Carver and certain municipalities in
Carver County, and
WHEREAS, it is anticipated that this cooperative purchasing
agreement will prove beneficial to the County of Carver and the parti-
cipating municipalities, and should lead to monetary savings as well
as savings in duplication of effort in purchasing for the Village of
Chanhassen.
NOW THEREFORE BE IT RESOLVED, that the Village Council re-
quests that full purchasing powers be granted to the Village under
the cooperative purchasing agreement.
AND BE IT FURTHER RESOLVED, that the Mayor and Clerk are
hereby authorized and directed to execute such agreement on behalf of
the Village
of Chanhassen and
that
the Clerk be hereby authorized and
directed to
take such action
that
he may deem appropriate in the way
• of cooperative purchasing under the provisions of such agreement.

RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT, UNITED STATES OF AMERICA, FOR A GRANT
UNDER P.L. 89-1.17.
WHEREAS, pursuant to P -.L. 89-117 the United States of America
has authorized the making of grants to public bodies to aid in financing
the construction of basic water and sewer projects:
NOW THEREFORE, BE IT RESOLVED By the Village of Chanhassen:
1. That Adolph Tessness be and he is hereby authorized
to execute and file an application on behalf of the
Village of Chanhassen with the Department of Housing
and Urban Development, United States Government, for
a grant to aid in financing the construction of Water
and Sewer service to Project 71-1F (Red Cedar Point),
and an assurance of compliance with the Department of
of Housing and Urban Development regulations under
Title VI of the Civil Rights Act of 1964.
2. That Dewey Anderson, Consultant, be and he is hereby
authorized and directed to furnish such information
as the Department of Housing and Urban Development may
reasonably request in connection with the application
which is herein authorized to be filed.

RESOLUTION
REGARDING
PENALTIES
ON DELINQUENT TAXES
WHEREAS, the State Legislature has established penalty rates
and interest charges on delinquent real estate taxes which are lower
than available commercial lending rates, and
WHEREAS, this legislative policy makes it economically
advantageous for certain land speculators, developers and large
property owners to forego payment of their property taxes in order to
• benefit from the interest rates established by the State Legislature,
and
WHEREAS, the .levy limitation imposed by the State Legislature
through the 1971 Omnibus Tax Bill will adversely affect the Village
of Chanhassen's ability to meet the needs of its rapidly growing
population thus making it critical that all monies levied be collected
as they become due, and
WHEREAS, the collection of special assessments, which dollar -
wise often produce greater monies than ad valorum taxes, are also
adversely affected by the state legislature's policy regarding penalty
reates and interest charges, and
WHEREAS, the policy regarding penalty rates and interest
charges on delinquent real estate taxes has encourage the withholding
. of tax monies which necessitates that the Village of Chanhassen either

borrow additional monies and/or cause a reduction in the level of
municipal services received by Village residents, and
WHEREAS, special assessment delinquencies adversely affect
the Village's ability to meet debt redemption schedules resulting in
increased interest charges the burden of which accrues to all Village
residents;
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF CHANHASSEN that the Village requests that the State Legis-
lature initiate an immediate review of its policy regarding penalty
reates and interst charges on delinquent real estate taxes so that
deficiencies can be remedied during the 1973 Legislative Session to
create a policy which encourages the prompt payment of real estate
taxes and special assessments.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR
CONSTRUCTION BIDS ON NORTH AREA TRUNK WATER PROJECT 71-1BT.
BE IT RESOLVED By the Village Council of the Village of
Chanhassen, Minnesota, as follows:
(1) The detailed plans and specifications heretofore
prepared by Schoell and Madson for construction of North
Area Sewer and Water Improvement No. 71-1BT are hereby
approved and ordered filed.
. (2) The Clerk -Administrator and the Village Engineer shall
receive bids on November 30, 1972 at 2:00 p.m. in the
Village Hall in the Village of Chanhassen and the Village
Council shall consider bids at the regular meeting. This
is for the purpose of receiving and considering sealed
bids for the construction of said improvement, and the
Clerk is hereby authorized and directed to cause notice
of said meeting to be published in the official newspaper
and in the Construction Bulletin, published at Minneapolis,
Minnesota, once at least three weeks prior to the date
of said meeting, which notice shall specify the time and
place of the meeting, the nature of the work, that sealed
bids for said work must be received by the Village Clerk
prior to the time of said meeting, accompanied by a cashier's
or certified check or bid bond in the amount of at least
5% of the respective bids, that the Council reserves the
irght to hold such bids for a period of 40 days without
award and the right to reject any and all bids without
explanation and to waive any informalities.

A RESOLUTION SETTING FORTH THE REVIEW OF PLANNED DEVELOPMENT DISTRICTS
ON LAND THAT IS NOT SERVED BY SANITARY SEWER AND WATER.
WHEREAS the Village of Chanhassen is concerned with
orderly community growth, and
WHEREAS, major community growth patterns are established
by municipal utilities, and
WHEREAS rezoning land not currently served by municipal
utilities may impose a future hardship on the municipality and
the applicant.
NOW, THEREFORE, Be it resolved by the Village Council of
Chanhassen that:
1. Land proposed to be developed that is not currently
served by sanitary sewer and water will not be
considered beyond the Sketch Plan stage.
2. The applicant may prepare a Sketch Plan with sup-
plementary documentation requested under Section 14.05
Paragraph 3A for review and informal discussion by
the Planning Commission.
3. When the necessary utilities needed to serve the
proposed development are available or are imminent
the applicant may then proceed to the Preliminary
Development Plan as specified in Section 14.05, Para-
graph 3 of Ordinance #47, Chanhassen Zoning Ordinance.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR
CONSTRUCTION BIDS ON SEWER AND WATER IMPROVEMENT NO. 72-2.
BE IT RESOLVED By the Village Council of the Village of
Chanhassen, Minnesota, as follows:
(1) The detailed plans and specifications heretofore
prepared by Schoell and Madson for construction of
Sewer and Water Industrial Improvement No. 72-2 are hereby
approved and ordered filed.
• (2) The Clerk -Administrator and Village Engineer shall
receive bids at 2:00 p.m. on October 27, 1972, at the
Village Hall in the Village of Chanhassen and the Village
Council shall consider the bids at their meeting on
October 30, 1972. This _is for the purpose of receiving
and considering sealed is

$2,500,000 IMPROVEMENT BONDS
BE IT RESOLVED by the Council of the Village of Chanhassen, .
Minnesota, as follows:
1. This Council has investigated the facts and hereby
determines that it is necessary to issue and sell its general obli-
.gation improvement bonds in the amount of $2,451,039 pursuant to
Minnesota Statutes, Section 429.091, to _finance the construction
of the following water and sewer improvements:

nish a copy of the Official Notice of Sale to any interested person
and cause it to be published once in the official newspaper, and
once in the Commercial West., a financial periodical published in
Minneapolis, both publications to be at least 10 days before the

The motion for the adoption of the foregoing resolution
was duly seconded by Councilman Wolf , and upon vote being
taken thereon, all present voted in favor thereof, and none voted
against the same, whereupon said resolution was declared duly
passed and adopted.

$2,500,000 GENERAL OBLIGATION IMPROVEMENT BONDS
VILLAGE OF CHANHASSEN
CARVER AND HENNEPIN COUNTIES, MINNESOTA
NOTICE IS HEREBY GIVEN that the Village Council of the
Village of Chanhassen, -Minnesota, will meet in the Village Hall
in said Village on Tuesday, November 21, 1972, at 8:00 o'clock P.M.,
to receive, open and consider bids for the purchase of $2,500,000
negotiable coupon general obligation bonds of the Village on the
following terms:
Purpose and Security
The purpose of issuing the bonds is to finance sewer and water main
extensions. The bonds will be primarily payable from special
assessments to be levied against benefitted properties, but the
full faith, credit and taxing powers of the Village will be pledged
to their payment.
Date and Maturities
The bonds will be dated November 1, 1972, will be in denomination
of $1,000 or $5,000 each (bidder's option) and will mature on
February 1, in the following years and amounts:

Redemption Feature
Bonds maturing in the years 1986 through 1989 will each be subject
to redemption and prepayment at the option of the Village and in
inverse numerical order, on February 1, 1985, and any interest pay-
ment date thereafter, at 101-1/2% of par plus accrued interest.
Interest
Interest on the bonds will be payable on each February 1 and
August 1, commencing on August 1, 1973. All bonds maturing on the
same date must bear interest from date of issue until paid at a
single uniform rate, and no rate specified for any bond may exceed
by more than 1-1/2% the rate specified for bonds of any subsequent
maturity. Not more than 8 interest rates inay be specified for the
issue. Each rate must be in an integral multiple of 5/100 of 1%,
and no rate may exceed 7%. No supplemental or "B" coupons will be
permitted.
Paving Agent
• Principal and interest will be made payable at any suitable bank
in the United States designated by the successful bidder within
48 hours after award of sale, subject to approval by the Village,
and the Village will pay the reasonable and customary paying agency
charges.
Delivery
Within 40 days after sale, the Village will furnish and deliver
at the office of the purchaser or, at his option, will deposit
with a bank in the United States selected by him and approved by
the Village as its agent to permit examination by and to deliver
to the purchaser, the printed and executed bonds, the unqualified
opinion thereon of bond counsel, and a certificate stating that
no litigation in any manner questioning their validity is then
threatened or pending. The charge of the delivery agent must be
paid by the purchaser, but all other costs will be paid by the
Village. The purchase price must be paid upon delivery, or within
five days after deposit with the delivery agent, in funds available
for expenditure by the Village on the day of payment.
Legal Opinion
An unqualified legal opinion on the bonds will be furnished by
41Messrs. Dorsey, Marquart, Windhorst, West & Halladay, of Minneapolis,
Minnesota. The legal opinion will be printed on the bonds and will
state that the bonds are valid and binding general obligations of
the Village, and that the Village Council is obligated and required
to levy taxes for the principal and interest thereon as the same
become due without limit as to rate or amount.
Type of Bid - Amount
Sealed bids must be mailed or delivered to the undersigned and must
be received prior to the time of said meeting. Each bid must be
unconditional and must be accompanied by a cashier's or certified
check or bank draft in the amount of $50,000, payable to the Village
Treasurer, to be retained by the Village Treasurer as liquidated
damages if the bid is accepted and the bidder fails to comply there-
with. The bid stating the lowest net interest cost (total interest
from date of bonds to stated maturities, less any cash premium
or plus any amount less than $2,500,000 bid for principal) will
be deemed the most favorable. No oral bid and no bid of less than
$2,451,039 will be considered, and the Village reserves the right
to reject any and all bids and to waive any informality in any bid.

MINNESOTA POLLUTION CONTROL AGENCY

WHEREAS, the Minnesota Pollution Control Agency has
issudd regulations for the purpose of implementing the wishes of
the Legislature as set forth in Minnesota Statutes, and
WHEREAS, it is in the interest of the citizens of this
State that the Pollution Control Agency continue its effective
work of controlling and eliminating sources of pollution wherever
possible, and
WHEREAS, in the opinion of this Village Council effective
control and regulation of pollution require the tempering of the
rules in certain instances so as not to create a pollution problem
in another area.
NOW, THEREFORE, BE IT RESOLVED by the Village Coiinc.il of
the Village of Chanhassen.
1. Due to extreme and ever increasing pressure of
the necessity to remove from this village
organic matter such as trees, branches, leaves
and the like and with the unavailability of any
economically feasible method of disposing of such
enormous piles of such debris, the Village Council
of the Village of Chanhassen requests the
Minnesota Pollution Control Agency to grant a
variance to the present no burning regulations
which will permit the open burning under pre-
scribed regulations within this village of such
organic matter two times per year -- one week in
the fall and one week in the spring.
2. The exception to the regulation is urgent and
necessary in order to preserve the intent and
to fulfill the purposes of the present Pollution
Control Agency regulations. Failure to relax the
regulations will result in a pollution problem
which this village and its citizens are not
prepared to cope with -- that is an absolute
mound of undisposable brush, branches, leaves,
trees and other burnable organic matter.

3. This Village Council respectively requests the
Minnesota Pollution Control Agency to consider
the problems of local government and the
opposite effect too stringent regulations
might have in the control of pollution.

RESOLUTION RESOLUTION APPROVING THE PRELIMINARY ENGINEERING REPORT
AND CALLING A PUBLIC HEARING ON CARVER BEACH STREET IMPROVEMENT NO. 72-3.
BE IT RESOLVED By the Village Council of the Village of
Chanhassen, Minnesota, as follows:
1. The preliminary engineering report heretofore submitted
by Schoell and Madson advising this Council as to the
feasibility and estimated cost of constructing Carver
Beach Street Improvement No. 72-3 for the Village is
hereby approved and ordered filed.
2. Said improvement shall be hereafter designated as
Carver Beach Street Improvement No. 72-3.
3. This Council shall meet at the time and place specified
in the form of notice hereinafter contained for the pur-
pose of conducting a public hearing on said improvement;
and the Clerk is hereby authorized and directed to cause
notice of said meeting to be given by publishing notice
of the same in the official newspaper of the Village at
least twice, which publications shall be one week apart
with the last publication not later than three days prior

WHEREAS, the Village of Chanhassen recognizes its obligation to plan
for orderly community growth, and
WHEREAS, major community growth patterns xe established by
municipal utilities, and
WHEREAS, rezoning land not currently served by municipal utilities
may not be in the best interests of the Village and applicant and may impose hard-
ship when said utilities become available in the future.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of
Chanhassen as follows:
1. Land proposed to be developed as a Planned Development
District not currently served by sanitary sewer and water
will not be considered beyond the Sketch Plan stage as set
forth in the Chanhassen Zoning Ordinance.
2. The applicant may prepare a Sketch Plan with such supple-
mentary documentation set forth under Section 14.05,
paragraph 3 (a) , as the applicant desires for review and
informal discussion by the Planning Commission.
3. When the necessary utilities needed to serve the proposed
development are available or are imminent, the applicant
may then proceed to the Preliminary Development Plan as
specified in Section 14. 05, paragraph 3, of Ordinance #47,
Chanhassen Zoning Ordinance.

• 2; and that such acquisition is in the public interest and for the public purpose autho-

of a proposed federal revenue sharing plan for municipal governments in the Carver

WHEREAS, these preliminary estimates disclose that the amount of revenue
sharing allocated to the Hennepin County municipalities averages $10. 42 per capita;
and
WHEREAS, the preliminary estimates disclose that the amount of federal
revenue sharing allocated to Chanhassen is only $3.38 per capita.
NOW, THEREFORE, BE IT RESOLVED:
1. That the Village Council of Chanhassen strongly objects
to the grossly inequitable allocation of federal revenue
sharing between Hennepin County municipalities and
Chanhassen.
2. That the members of Congress and the State Legislature
representing Chanhassen diligently work for a more
equitable allocation of revenue sharing for the Village
of Chanhassen and similarily situated Carver County
Municipalities.

WHEREAS, Ordinances No. 5 and 6 of the Village authorize the
Village Council to establish by resolution municipal sanitary sewer
and water usage charges, and
WHEREAS, the Village Council has determined that water usage
afford the most accurate and equitable means of establishing
sanitary sewer usage charges.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The sanitary sewer usage charge applicable to premises
connected to the municipal water system is hereby estab-
lished to be $7.50 per quarter plus 50 cents for each
1,000 gallons or fraction thereof of water consumed per
quarter in excess of 10,000 gallons, except that the
sewer usage charge for all residential structures for
the lst quarter shall apply to the 2nd, 3rd and 4th
quarters.
2. The sanitary sewer usage charge for single family
residences not connected to the municipal water system
is hereby established to be $15.00 per quarter.
3. The sanitary sewer usage charge for apartment buildings
not connected to the municipal water system is hereby
established to be $10.00 per quarter for each two-bed-
room apartment and $7.50 per quarter for each one -bed-
room or efficiency apartment.

• 4. The Chanhassen municipal water usage charge is
hereby established as follows:
a) $7.50 minimun charge per quarter, and
b) $0.40 per 1,000 gallons or fraction thereof
consumed from 10,001 to 40,000 gallons, and
c) $0.35 per 1,000 gallons or fraction thereof
consumed in excess of 40,000 gallons.
5. The foregoing sanitary sewer and water rates shall be
effective with statements to be rendered April 1, 1972.

RESOLUTION CREATING POSITION OF VILLAGE CLERK -ADMINISTRATOR
WHEREAS, the Village Council of the Village of Chanhassen deems it
necessary that the position of Administrative Assistant to the Council be
created in order to provide for the efficient administration of the affairs of the
Village, and
0 WHEREAS, the Council deems it to be in the interests of the Village that
the position of Administrative Assistant be consolidated with the office of
Village Clerk and that the position be entitled Village Clerk -Administrator.
NOW, THEREFORE, BE IT RESOLVED, That pursuant to the authority
conferred upon the Council by Minnesota Statute 412. 111, the position of
Village Clerk -Administrator for the Village of Chanhassen is hereby created,
with the duties and responsibilities of said office to be as set forth in this
resolution, and otherwise as may be delegated by the Council which are not
inconsistent with the law.
Section 1. Appointment. The Clerk -Administrator shall be appointed
by a majority vote of the Council and shall serve at its pleasure. The Clerk -
Administrator shall be selected on the basis of his executive and administrative
qualifications and his knowledge of the municipal administration.
Section 2. Village Clerk and Administrative Officer. The Clerk -
Administrator shall perform all duties of the office of the Village Clerk of an
Optional Plan A Village as such duties are prescribed by law, and in addition
thereto, shall be the Administrative Officer of the Village responsible for the
administration of the affairs of the Village assigned to said office by the
Council.
Section 3. Supervisory Authority. The Clerk -Administrator shall super-
vise the administration of all departments and offices placed within his jurisdiction
by this resolution, or by subsequent action of the Council, including the following:
Utilities, streets, maintenance, parks, building and plumbing inspection, civil
defense, office administration and zoning administrator.
A. Such supervision shall include the making of ministerial
decisions affecting such departments, recommending pro-
cedures to the Council for adoption, and making
recommendations regarding the employment and dismissal
of personnel.
B. The Council shall make all final decisions regarding the
employment and dismissal of Village personnel.
C. The Clerk -Administrator shall develop procedures necessary
to insure the proper functioning of all departments of Village
administration within his jurisdiction. Such procedures shall
be consistent with Minnesota Statutes, Village Ordinances
and Council policy, and shall be in effect until rescinded by
the Clerk -Administrator or by express action of the Council.
Section 4. Supervision of Purchasing. The Clerk -Administrator shall
supervise the purchase of all supplies, equipment and services in. amounts up
to and including $500.00 for which funds are provided in the Village budget
necessary for the operation and maintenance of Village services, subject to
the following regulations, standards and conditions:

A. The head of the department for which the supplies, equip-
ment or services are required shall recommend that the
order be placed.
B. The supplies, equipment or services must be necessary for
the operation of the department.
C. Equipment ordered to replace obsolete, damaged, or worn-
out equipment shall be as nearly equal as possible in design
and function to that which it replaces.
D. When there is more than one possible source of supply for
any item having a cost of $100.00 or more, the Clerk -
Administrator shall request price quotations from at least
two sources of supply, and shall place the order at the
lowest quoted price, provided the items are of comparable
quality.
E. The expenditure must be within the limits established by the
department budget.

All claims resulting from orders placed by the Clerk -Administrator
shall be audited by the Council and shall not be paid until
approved by the Council.
G. Nothing herein contained shall in any way abrogate, limit or
restrict the authority of the Council to disaffirm any order or
contract entered into by the Clerk -Administrator on behalf
of the Village.
H. The Clerk -Administrator shall receive estimates or sealed bids
for purchases or contracts in excess of $500.00 and shall
present them to the Council for official action, and shall
advise the Council on the advantages or disadvantages of
contract and bid proposals.
Section 5. Budget Submission. Not later than September 1st of each year,
the Clerk -Administrator shall submit to the Council a single consolidated budget
which shall include statements relating to projected revenues and proposed sources
thereof, and all proposed expenditures to be made and obligations to be incurred
• by the Village in the next succeeding fiscal year.

Section 6. Financial Reports. In cooperation with the Village Treasurer,
the Clerk -Administrator shall keep the Council advised of the financial condition
and needs of the Village, and shall prepare and submit to the Council a quarterly
report as to appropriations, expenditures and the condition of all funds, and
shall advise the Council on the investment of idle funds.
Section 7. Advisor. The Clerk -Administrator shall coordinate the activities
of and serve as an advisor to all elected and appointed Village officials and
Village commissions, including the Planning Commission, Park and Recreation
Commission, Industrial Commission, Human Rights Commission, and the Fire and
Police Departments.
Section 8. Meetings. The Clerk -Administrator shall attend all meetings of
• the Village Council and the meetings of such other bodies as may be directed by
the Council. Together with the Mayor and other Village officials, he shall also
represent the Village at all official functions as may be directed by the Council.
Section 9. Personnel Officer. The Clerk -.Administrator shall be the
Personnel Officer of the Village and shall be responsible for carrying out the
Village personnel policy.
Section 10. Enforcement of Laws. In cooperation with the Council, the
Clerk -Administrator shall see that all laws and ordinances are duly enforced, and
shall investigate all complaints in relation to matters concerning the administration
of departments and offices within his jurisdiction, and whenever necessary shall
make recommendations to the Council for the improvement of services.

. Section 11. Responsibility to Council. The Clerk -Administrator

satisfactory performance of his duties.

RESOLUTION FOR TECHNICAL SERVICES

BE IT RESOLVED, That pursuant to statutory authority, the
Village Administrator for and on behalf of the Village of
Chanhassen is hereby authorized to request and obtain from
the Minnesota Department of Highways, needed enginering and
technical services during the year of 1972; for which payment
will be made by the Village upon receipt of verified claims
from the Commissioner of Highways.

ELECTRIC POWER RATES
WHEREAS, Northern States Power Company has increased electric power
rates for Chanhassen consumers an average of 8%; and
WHEREAS, the rate of increase is discriminatory against the Chanhassen
consumers and is not justified by the facts.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the Council of the Village of Chanhassen opposes any
electric power rate increase for Chanhassen consumers.
10 2. That Northern States Power Company is hereby requested to
eliminate said 8% increase and return to the rate structure
in force prior to said increase.

I have enclosed herewith the original and one copy of a resolution estab-
lishing election precincts and polling places for submission to the Council
at the next regular Council meeting.
If the resolution is adopted, it will be necessary that notice of the adoption of
the resolution be posted for 60 days at the Village office, and the copy of the
resolution which bears your certification should serve as the posted notice.
The election also provides that when the boundaries of a precinct change,
the Council shall make a map or description of each precinct, defining it
by known boundaries, and file the same with the Clerk who shall keep the
same open for inspection at all times. The Council shall furnish copies
thereof to the election judges for use at elections.

RESOLUTION ESTABLISHING ELECTION PRECINCTS AND POLLING PLACES.
WHEREAS, It is hereby found and determinted that the
geographical size of the Village of Chanhassen necessitates the
establishment within the Village of four election precincts as
hereinafter described.
BE IT RESOLVED By the Village Council of the Village of
• Chanhassen, Minnesota, as follows:
WHEREAS, That portion of the Village of Chanhassen lying
East of the Carver County boundary line shall constitute a seperate
election precinct which shall be identified as the Chanhassen Hen-
nepin County Precinct.
WHEREAS, That portion of the Village of Chanhassen in
Carver County lying East of the County Road No. 117 and North of
State Highway No. 5 shall constitute a separate election precinct
which shall be identified as the Chanhassen lst precinct.
WHEREAS, That portion of the Village of Chanhassen in
Carver Couny lying West of County Road No. 117 shall constitute
a separate election precinct which shall be identified as the
Chanhassen 2nd precinct.
• WHEREAS, That portion of the Village of Chanhassen in
Carver County lying South of State Highway no. 5 and East of
County Road No. 117 shall constitute a separate election precinct
• whick shall be identified as the Chanhassen 3rd precinct.
POLLING PLACE. Qualified voters residing in the
respective precincts shall vote at such voting places with such
precinct as shall be established as follows:
a. Chanhassen Hennepin County Precinct - Chanhassen
Elementary School.
b. lst Precinct - Chanhassen Elementary School.
C. 2nd Precinct - Minnetonka West Jr. High School.
d. 3rd Precinct - American Legion Post #580.
