No. 89-18 Ill This project was basically the second phase and final segment of . the overall improvement project to Audubon Road between Trunk II Highway 5 and Lyman Boulevard. The limits of this project'extend from the bridge over the.Chicago, Milwaukee, St. Paul and Pacific Railroad tracks south to Lyman Boulevard. Improvements included street reconstruction, sanitary sewer, watermain, storm drainage facilities and walkway /trail. These improvements to Audubon Road were anticipated previously and are included in City's Development District No. 2 and Tax Increment District No. 2. - which was modified and approved by the City Council and Planning Commission in 1989. II in a manner consistent with the recent roadway improvements completed to Audubon Road north of the railroad tracks, the cbst of the roadway improvements, storm sewer, street lights, II walkway /trail, landscaping and trunk oversiz-ing cost of-the sanitary sewer and watermain are proposed to be paid by the District. The only assessments proposed are the local share of II the sanitary sewer and watermain. The costs for the sanitary sewer and watermain installations, less the trunk oversizing costs, are proposed to be . assessed on a II front -foot basis to benefitting properties. The assessment rates have been calculated to be $18.59 per front foot for "sanitary sewer and $20.33 per front foot for watermain. The properties I proposed to be assessed for sanitary sewer are those located on both sides of Audubon Road from the railroad tracks south to future Lake Drive West, for an estimated total assessable footage of 2105.18 feet. The trunk sewer benefit is calculated based on the cost difference- between an 8 pch sewer and a 1 inch /18 -inch sewer. 1 1 - .. 1 Don Ashworth July 26, 1991 Page 2 Properties proposed to be assessed for watermain are those located on the east side of Audubon Road from the railroad tracks south to future Lake Drive West and on the west side of Audubon Road from the railroad tracks south to Heron Drive, for an estimated total assessable footage of 2930.64 feet. The trunk water benefit is calculated based on the cost difference between 1 an 8 -inch waterline and a 12 -inch waterline. Three properties have been determined as benefitting from these ' utility improvements and are listed as such in the assessment roll. The combined net assessment rate for sanitary sewer and watermain is approximately 4% less than those proposed in the feasibility report. Mr. Jon Wilczek of HNTB, the project consultant engineer, will be present on my behalf to address any questions that might be ' raised at the assessment hearing. At the close of the hearing, if there are no outstanding issues or questions to be resolved, it would be appropriate for the Council to adopt the Audubon Road ' South Improvement Project No. 89 -18 assessment roll and that the assessment term be set for eight (8) years at an 8% interest rate. jms Attachments: 1. The total amount of proposed assessment is $98,704.06. This compares with $112,228.48 in the preliminary assessment roll in Appendix B of the Feasibility Study. I have summarized the $98,704.06 change in cost below. Exhibit 1 showing the actual cost I for the project, Exhibit 2 showing the estimated cost of the project if it was not a Trunk Sanitary Sewer and Trunk Watermain. Exhibit 3 summarizes this information and shows what the proposed assessment rates are. It should be noted that these rates have changed due to modification in project quantities and I corresponding assessable footage. Most predominant of the changes is that the watermain was shortened on the south end by approximately 250 feet. This can be seen by comparing Exhibit 6 and Sheet FS5.
