All work which was requested by the owner and added to the assessment 1
against these properties was documented through contract change orders
which were approved by the City Council. In addition, where possible,
City staff requested and received letters from the owner or his agent 1
agreeing to the work to be done and subsequent payment thereof. A
brief summary of each of the items of extra work requested by the
property owners follows: 1
Bloomberg Companies (25- 1190020)
1. Sanitary Sewer (Extra Amount - $3,253.00) 1
This was for the repair of the existing sanitary sewer service to the

Animal Fair building which had been damaged.
2. Storm Sewer (Extra Amount - $39,819.00) 1
This was for the installation of a storm line in the alley between the
Hardware Store and Animal Fair as requested by the owner. A 6" 1
roof drain to the Animal Fair building was also repaired as
requested.

1 3. Lighting (Extra Amount - $10,638.00)
Two lights were installed in the parking lot in front of Animal Fair
at the request of the owner.
C.H. Suites Hotel (25- 1190010)
1. Paving (Extra Amount - $68,777.00)
The owner was responsible for all subgrade correction work on the
project site. However, the owner requested that this work be added
to this contract.
2. Lighting (Extra Amount - $22,358.00)
At the insistence of the owner, the contract electrical company P Y was
removed from the project and replaced by another electrical
1 company. The added costs are considered extra work.
3. Landscaping (Extra Amount - $25,304.00)
The owner was responsible for all landscaping work on the project
site. However, the owner requested that some of the landscape
' work be added to this contract. A retaining wall was added to the
contract to resolve grade problems near a NSP transformer and the
1 West 78th Street boulevard. Irrigation system repairs were included
as a result of damage by the site contractor.
3. Assessment Methodology
The final assessment roll was prepared using the methodology
implemented during the establishment of the preliminary assessment roll
for the feasibility study.
Specifics of the assessment methodology used in establishing the final
assessment roll are described below:

Sanitary sewer assessments are assessed against the property to be
benefitted on a total cost/lump sum.
B. Water Main
Water main assessments are assessed against the property to be
benefitted on a total cost/lump sum.

The storm sewer system was assessed against those properties lying
within this drainage area on a total cost/lump sum.
D. Paving/Lighting/Landscaping
These assessments are assessed against the benefitting properties on
a total cost/lump sum basis.

' NOTICE IS HEREBY GIVEN that the Chanhassen City Council will meet at 7:30 p.m.
on Monday, August 12, 1991, at the City Hall Council Chambers to pass upon the proposed
assessment for the Country .Hospitality Suites Site Improvement Project 89 -25. Abutting
properties and those properties deriving benefit from this project are proposed to be assessed.
Specifically, properties to be assessed include:

' affected property owners as it deems advisable.
An owner may appeal an assessment to the District Court pursuant to Minnesota Statute
' Section 429.081 by serving notice of the appeal upon the Mayor or City Clerk of the City of
Chanhassen within thirty (30) days after the adoption of the assessment and filing such notice
with the District Court within ten (10) days after service upon the Mayor or City Clerk. No

Please be advised as to a correction to the Special Assessment
' Notice which you have recently received for the above - referenced
project. The correction relates to the issue of partial
prepayment of the assessment. Partial prepayment of the
assessment is permitted during the 30 -day period after the
' assessment has been levied and before it has been certified to
the County. Therefore, the last sentence of the third paragraph
on page 1 of your special assessment notice should read as
' follows:
"Partial prepayment of the assessment is permitted
during the 30 days after the assessment hearing date."
