II SUBJ: Approve Construction Plans and Specifications for Street
and Utility Improvements - Troendle Addition
, Project No. 91-13
The developer's engineer, Ulteig Engineers, Inc., has submitted
plans and specifications for the construction of utilities and
--' II ' streets in the Troendle Addition, Upon review of the plans and
specifications dated June 24, 1991, :I find that a number of minor
revisions or additions are required. Revised plans should be
II submitted to the City Engineer for final approval and signature.
The construction plana should be amended as 'follows:

Grading Plan -
1. The plans propose some minor slope grading outside of the
II plat along the westerly boundary in the Owens property. A
temporary construction easement should be obtained for this
II work. Staff has received from the applicant's architect, Mr.
Daryl Fortier, a copy of a letter from Mr. Owens granting
permission for this work to transpire. However, as you may
be aware, the property As undergoing a bankruptcy settlement
I , and therefore it is - questionable whether Mr. Owens has the
right to grant permission over that segment of land.
Therefore, it is recommended that the grading be contained
1 , within the plat boundaries of the Troendle Addition.

2. The proposed house pad elevation'on Lot 1, Baock 1 shall be
raised one foot to an elevation of 1013.5 to provide positive
1 drainage away from the house. pad.
3. Erosion control fence is proposed throughout the plat and
II appears sufficient. Additional silt fence shall be installed
around the ponding area until vegetation has been
re-established. It shall be the responsibility of the

developer to remove and dispose of the erosion control fence
once authorized by the City Engineer upon re- establishment of
' the vegetation on the site. This is consistent with past
development contracts and it is appropriate to remain in
effect.
Street and Utility Construction Plans
1. Add one 8 -inch gate valve on Nez Perce west of Troendle Circle.
2. Relocate temporary turnaround and catch basin No. 4 on Nez
' Perce easterly approximately 10 feet to ensure that the
improvements and construction activities will be contained
within the plat boundaries. The plans for Nez Perce also
propose encroaching upon the adjacent property with a portion
of the street, curb and gutter, and watermain improvements.
This should be revised to end all improvements within the
' plat boundaries of Troendle Addition.
3. The plans shall provide a temporary water service for
watermain flushing at the westerly end of Nez Perce. The
' service shall be disconnected at the main once the watermain
has been tested and approved.
4. The street grade proposed in the cul -de -sac of Troendle
Circle shall be adjusted to a 0.5% minimum grade or greater
in accordance with City standards.
' 5. The typical street section (urban roadways) shall be modified
to reflect the 50 -foot wide right -of -way and 9.5 foot
boulevards instead of the 60 -foot right -of -way as the detail
proposes.
6. Utility services are proposed to be extended from Pleasant
' View Road to provide service to Lots 1 and 4, Block 1. This
will require partial or full closure of Pleasant View Road.
The developer's engineer and /or contractor shall provide a
full detour plan to the City Engineer for review and approval
prior to utility contruction.
7. The street names on the grading and construction plans shall
' be changed to reflect the street names approved on the final
plat.
8. Upon review of the storm sewer calculations, I find the
1 following pipe sections shall be increased in size:
a. Catch basin No. 2 to manhole No. 3 shall be a 15 -inch
1 diameter at 1% slope.

b. Manhole No. 3 to catch basin No. 5 shall be a 15 -inch 1
diameter at 1% slope.
c Manhole No. 6 to the outlet shall be an 18 -inch diameter
at .65% slope.
9. All bituminous patching or removal shall be saw cut. 1
Recommended Conditions of Approval
1. The lans shall be revised to incorporate the

above - referenced revisions. New plans shall be sent to the
City Engineer for review and final approval. 1
2. The specifications shall be modified to include the City's
standard specifications and detail plates.
