During the approval process for this project the City Council directed staff to also consider constructing an auxiliary turn - 1 lane on south bound Trunk Highway 101 at Cheyenne Trail. Staff has conducted a study of the intersections along Trunk Highway 101 and determined besides the previous intersections proposed for right turn lanes the only remaining intersections without turn lanes would be Cheyenne Trail and Pleasant View Road. 1 Therefore staff has included Pleasant View Road in this consideration. Staff feels that construction of auxiliary turn lanes on south bound Trunk Highway 101 at Cheyenne Trail and Pleasant View Road would add a degree of safety for 1 turning vehicles and maintain an orderly flow of traffic along Trunk Highway 101. I The Minnesota Department of Transportation (MnDOT) considers Trunk Highway 101 as a temporary trunk highway and therefore has no plans for upgrading in the future except safety related improvements. MnDOI has a special agreement program whereby municipalities who are interested in having safety related 1 improvements constructed along state highways should submit written requests prior to May 15, 1991. All request are then prioritized from a safety standpoint and written responses with the results are sent out in early August, 1 1991. Once the City has received project approval from MnDCT construction plans can be prepared, advertising for bids authorized and a joint cooperative agreement executed with MnDCT. Construction could be tenatively scheduled for II Fall construction (1991) pending on an executed cooperative agreement with MnDCT. The estimated construction cost for both turn lanes is $35,000. It will be the 1 City's responsibility to provide the engineering and acquire any additional right- of-way for the project. However, no additional right-of-way is 1 1 11 Charles Folch January 23, 1991 Page 2 anticipated to be required for either of the turn lanes. The City will be reimbursed the State's share of the cooperative construction costs plus a percentage of that amount (typically 8 %) for engineering fees. A11 costs not reimbursed by MnDOT will be paid out of the City's Local State Aid Fund #415. On January 10, 1991 this request was presented to the Public Safety Commission for review and consideration.
