II In accordance with the 1991 Equipment Replacement Fund budget,
Shop Foreman Brose has been directed to prepare specifications
1 for bidding for the Public Works vehicles and equipment. The
attached memorandum from Mr. Brose previously submitted for
review by the City Council at the December 18, 1990 meeting
adequately summarizes the items proposed for acquisition.
II It is therefore recommended that the attached vehicle and
equipment specifications be approved and advertised for bids.

1 Manager's Comments: City Council action regarding authorizing and
accepting plans and specifications is not required for items such
as vehicle replacement. However, neither the Council nor staff
1 want to be surprised at the time of bid acceptance (which does
require Council action). Again, no action is required; however, if
the Council wishes staff to look at bigger engines versus smaller,
1 etc., now is the time to question such.

SUBJ: Authorization to Write Specifications for the Purchase of
Public Works Equipment and Vehicles
The following equipment is budgeted in the 1991 Equipment
Replacement Fund No. 209:
1. Dump Truck, Plow and Sander - to replace unit #101 which is
12 years old.
2. 3/4 Ton 4 x 4 Pickup - to replace unit #305 which is 9 years
101 old in the Sewer and Water Department. The old pickup would
be kept for a couple more years to be used for the part -time
park workers.
3. 3/4 Ton Pickup - to replace unit *204 which is 11 years old
and beyond repair.
4. Brush Chipper - this chipper is needed to keep up with much
needed tree trimming in the City and parks.
5. 60 HP Mowing Tractor and Flail Mower - the 10- year -old
snowblower, 15- year -old Allis tractor and 8- year -old ditch
• bank mower would all be traded off and replaced with a new
tractor and side mount flail mower for cutting roadsides and
City -owned property (new snowblower was purchased for front
end loader in 1989).
6. Toro Mower - additional 17' wide mower needed to maintain the
90 acres of parkland added the past two years.

Harold and I have talked frequently about the lead time involved
in acquiring equipment in time for the seasonal use. Although
the Council has not had the opportunity to specifically approve
the Equipment Replacement Fund for the 1991 budget (see
attached), the 1991 expenditures have been prepared consistent
with the 2 mill guideline as in previous years. Specific
elements of the 1991 expenditure need to be authorized in order
to have them available for use this season. Specifically, it is
my recommendation that authorization be given at this time for
the preparation of bidding specifications for the equipment
highlighted on the attachment. I am comfortable that this will
allow timely acquisition of this equipment such as the mowing
equipment and brush chipper such that they can be fully utilized
this coming growing season. The remaining elements on the
• expenditure list will be brought back to the Council for specific
consideration at a later date.

SPECIFICATIONS FOR ROTARY MOWER
GENERAL
These specifications cover the requirements for one new currently advertised 1
rotary mower with full factory warranty. This tractor shall be equipped with
all standard equipment as currently advertised by the manufacturer, whether or
not specifically covered in these specifications, in addition to all equipment
called for herein. All bids must net or exceed these specifications.
INTENT
It is the intent of these specifications to describe a new, current production
model rotary mower. These specifications are intended to describe: Toro
Groundsmaster 580D or approved equal.
QUALIFICATIONS OF BIDDERS
To gain consideration as a "approved equal ", the prospective bidder must make
available to the City for its use the same model of the piece of equipment it
intends to bid as an "approved equal ". This equipment shall be furnished at
least 5 working days prior to the opening date of bids. A piece of equipment
must be available for demonstration by the City during that period so the City
can evaluate its performance. In addition, the prospective bidder shall furnish
a list of cities in the State of Minnesota, preferably within the 7- county
metropolitan area, who are currently operating the model of machine intended to
be considered as an "approved equal ". Following the review of the unit and the
information furnished, the City will notify the prospective supplier of an
"approved equal" unit whether or not it will be accepted for bidding and whether
or not it meets the specifications. This notification shall be given at least 2
days prior to the opening of bids. t
COMPLIANCE WITH SPECIFICATIONS
All units bid shall be current production model units furnished as specified and
ready to operate. All parts not specifically mentioned within these
specifications which are required for a complete unit and necessary for safe
operation shall be furnished. It shall be equipped with the equipment and ,
accessories which are included as standard in the advertised and published
literature for the unit. The complete unit as furnished shall meet all current
Federal Highway Safety Standards and all current OSHA requirements. Catalog
information showing the make, model and complete specifications of the unit the
bidder proposed to furnish shall accompany the bid.
SERVICE
The bidder shall state in his proposal the location of the nearest stock of
repair parts or servicemen who may be called if required. '

GENERAL SPECIFICATION:
Under these specifications person submitting successful quotes shall be required
to furnish body and all'hydraulic components called for and to install same on
chassis furnished by City. All materials furnished shall be new, first -class
merchandise and shall be mounted in a manner satisfactory to the City.
I/ Any additions, deletions or variations from the following specifications must be
noted. These specifications shall be construed as minimum. Specifications also
require that the bidder furnish descriptive literature, complete specifications,
and all other necessary data on the equipment being proposed.
DUMP BODY:
1. Mounted, 9' x 7' dump body (8' outside width).
2. Sides: 8 gauge steel, 22" height, box upper rail, 8" gussets for side boards,

gallons. Tank must have magnetic drain plug,
removable wire mesh suction strainer, and 5 PSI
pressure fill cap. A 1" two -wire pressure hose
fran pump outlet to valve inlet. Suction hose
must be 2" minimum from 30 gallon reservoir to
pump inlet. Include one 3/4" plug for return line
for sander, etc. and one 1/4" plug for hydraulic
pump case drain. Fluid level indicator on front
side.
