SUBJ: Approve Contract Time Extension, Chanhassen SCADA Project
Project No. 90 -3
I have recently been notified by the project consultant, Dean
Sharpe of Orr - Schelen - Mayeron & Associates, that the general
contractor for the project, Bentec Engineering, has recently
requested a time extension to the contract substantial completion
date. This extension request has resulted primarily from the
delay in receivng the FCC license which inturn delayed the
ordering of the Microwave Data Systems radios. It was initially
anticipated that the FCC license would be received on /or around
November 9, 1990. However, the license was not - actually received
until December 17, 1990. Since that time there has been further
delays in acquiring the radios from the manufacturer. A March
22, 1991 delivery date is currently anticipated. The system
cannot be completed nor tested without these radios.
The original contract substantial completion date was February
28, 1991. Bentec Engineering Corporation is requesting a
1 substantial completion date extension to May 3, 1991 based on the
March 22 delivery of the radios.
Bentec Engineering Corporation has been steadily proceeding with
the completion of this system and has re- emphasized that their
first priority of the project is to have the lift station
monitoring system operational. Given the aforementioned
circumstances that have occurred it is my recommendation that the
substantial completion date for the SCADA System Project No. 90 -3
be extended from February 28, 1991 to May 3, 1991.

Bentec Engineering Corporation has requested a time extension to their contract. This
' extension request is mainly due to delay in receipt of the FCC license for the radios. A
copy of Bentec's letter is attached for your review.
We concur that this request is justified and the proposed phased start-up of the system is
in the City's best interest. We recommend that the requested time extension be granted.

Dear Mr. Sharpe:
This letter is intended to request a formal extension in the completion date '
of the above referenced project. The current substantial completion date is
February 28, 1991.
Our magor difficulty in meeting this date at this time is the inability to
acquire the Microwave Data Systems radios. As you are aware these are a
critical part of the complete system. Failure to have these radios in our
possession prohibits us from completing the enclosures or doing any testing on
the system. Timely completion of the project was originally based on receipt
of the FCC license on November 9th, 1990. This license was actually received
on December 17, 1990. Due to the frequency delay and continuing delays from
Microwave Data Systems we are currently expecting receipt of the radios by
March 22nd, 1991. At that time we can install the radios in the enclosures
and begin testing of the system.
Our intention is to have the lift station monitoring operational as the first
phase of the project. We then want to proceed cautiously into the water
system. By cautiously I want to ensure that the system installed is operating
with full reliablity. I'm being cautious because of the critical nature of
the water system. Once the water system turnover is started it must proceed
without interruption. We want to avoid any undo problems for the City in
water system down time or additional labor cost to the City.
With the assumption that the radios will arrive on Microwave Data Systems '
revised schedule, we beleive that the substantial completion could be complet-
ed by May 3rd, 1991.
