City Engineer tp =',,-7 „ - ;_77°° It DATE: February 20, 1991 ---- -.;',A5'.-q` SUBJ: Authorize Feasibility Study for Improvements to 79th Street from IITrunk Highway 101/Great Plains Boulevard East to Cull-sac The segment of 79th Street east of Trunk Highway 101/Great Plains Boulevard is presently a 300 foot long City street that terminates in a cul-de-sac. The II pavement width and design section are deficient by current City standards and storm sewer is not available. At the present time only the Hanus Building is served by this street. IIThe City has recently received a proposal from Mr. Brad Johnson to develop the vacant property between the Alnico Station and the Hanus Building. A Rapid Oil I/ Change facility is proposed at this location. You may recall that last summer Mr. Johnson presented the City with a proposal to redevelop the entire property south of 79th Street including the relocation of Brown's Car Wash and the I construction of a Hardee's restaurant. During this time period the consulting firm of Strgar, Roscoe, and Fausch was preparing a downtown traffic study and was able to expand on the study scope to provide an analysis of 79th Street based on this previous development proposal. The conclusion of the study was 11 that develop-rent of this area would necessitate improvements to 79th Street to improve traffic safety and level of service. The recommended improvements included widening the street to provide for turn lanes. IIThe current development proposal is a less intense development of the property. However, with the transfer of excess property from this site to the Amoco Station and the Hanus Building site it is likely that this road will service atleast 3 sites now with the potential of extending east to serve the vacant property east of the Hanus Building. Therefore, the need for these traffic safety improvements is valid. IIAt staffs request, for the benefit of the developer, . Ehret of BRW has provided a few alternatives for the street improvement an. . .. . . -. ro . . cost II estimates. This was an attempt to get a feel for what the improvement project might cost. Local street improvements associated with adjacent developments normally require the developer to privately construct the improvements or petition the City for a public improvement project with the costs financed I I Don Ashworth, City Manager February 20, 1991 Page 2 through the assessment process. As Mr. Johnson does not control all of the properties potentially benefiting from the improvement (Brown/Amoco), Mr. Johnson is requesting that the City install the improvements as a public improvement (429) project. The the 429 process requires the preparation of a feasibility study and public , hearing. As mentioned previously, the consulting engineering firm of BRW, Inc. has performed same preliminary analysis of the street and is very familiar with this area in relation to the downtown development. Therefore, it is my recommendation that the feasibility study for improvements to 79th Street be authorized and the consulting engineering firm of BRW, Inc. be designated as the engineer on the project conditioned upon approval of the site plan for the Rapid Oil development and that the developer provides a letter of credit or cash escrow to pay for the cost of this study. lap ' c: Paul Krauss, City Planner _ - Dave Hempel, Sr. Engineering Technician Gary Ehret, BRW Inc.
