SUBJ: Approve Plans and Specifications for Improvements to West
i 79th Street, East of Trunk Highway 101; Authorize
Advertising for Bids; Project No. 91-8
' The plans and specifications for the West 79th Street Improvement Project have
been prepared in accordance with the City Standard Specifications for
construction, and accomplish the scope of improvements as described in the
feasibility report. Preparation of these plans has yielded a refinement of the
' project work item quantities from the feasibility report. Minor revisions to
the quantities and cost estimates are typical as more detailed information
becomes known during the plan preparation phase.
The work item unit costs have also been adjusted to reflect the current market
conditions displayed in recent bids received on similar sized City projects. At
1 the present time, bids for these smaller sized projects have not been as
favorable as in the past few years. There are a few important factors that have
an affect on this such as the amount and size of other jobs available for
bidding, economic conditions, recent and forecasted weather trends, ect.
Currently, there are a lot of available projects and the weather has been less
that cooperative for construction activities. As a result, the engineer's
estimate for the construction cost has been increased to $62,275.00 to reflect a
1 refinement of project quantities and the current market conditions. This is
approximately $4,300.00 higher than the construction cost estimate from the
feasibility report.
Given the important timing coordination with the Valvoline Rapid Oil
development, I would recommend that we proceed with the advertising for bids on
the project. If the bids are found to be unfavorable, alternatives for
1 increasing the project funding and/or reducing the overall cost will have to be
investigated. Therefore, it is my recommendation that the plans and
specifications for improvements to West 79th Street, East of Trunk Highway 101,
Project No. 91-8 be approved and authorization be given to advertise for bids.

SUBJ: Award of Bids for Construction of Well No. 6 and Pumphouse
Project No. 91-1
' The bid opening for the Well No. 6 and Pumphouse, Project No.
91-1, was held on Friday, May 17, 1991 . A total of 5 bids were
received ( see attached bid tabulation ) . The bids ranged from a
low of $147, 482 to a high of $178 , 411, with Gilbert Mechanical
' Contractors , Inc . being the confirmed low bidder . The low bid,
is approximately $10, 000 lower than the engineer 's estimate of
$158 ,150 . It is therefore recommended that the new Well No. 6
' and Pumphouse, Project No. 91-1, be awarded to Gilbert Mechanical
Contractors , Inc . in the amount of $147, 482 conditioned upon the
City receiveing an executed Contract Agreement, Contractors
' Performance Bond and Certificate of Insurance within ten ( 10 )
calendar days as specified in the proposal form.
