SUBJ: Herman Field Park Grading and Surfacing, Award of Bids,
IIImprovement Project No. 87-07
On April 22, 1991, the City Council approved the plans and
I specifications and authorized advertising for bids on the above
mentioned project. As you are aware, the bids for this project
were opened this morning, Tuesday, May 14, . 1991 at 10:00 a.m.
I Three bids were received as summarized in the attached tabulation
of bids prepared by Mr. Scott Harri of VanDoren Hazard Stallings,
Inc. , the consulting firm employed on this project. As noted, the
low bidder was Matt Bullock Contracting of St. Michael, Minnesota.
IThe low base bid is $25,270.75. The engineer's estimated base bid
was $35,992.50. As can be seen, the low bid is in favor of the
I city. The base bid contains the clearing and grubbing, excavation,
aggregate, culvert, silt fence, sod and seeding necessary to
complete the installation of the access road, grading of the active
I play area within the park, and restoration work associated with
both areas.
Three alternate bids were solicited as outlined in the attached
I report. We are fortunate to have received such a favorable base
bid as it allows the city to accept Alternate No. -2, paving of
access drive and parking lot in the amount of $17,758.00. As you
1 concurred in our recent conversation concerning this project,
paving the access road and parking area is desirable at this time
and should be completed as a portion of the initial project. The
I remaining alternates totaling $10,274.70 can be completed in-house
at a future time. Approving the base bid and Alternate No. 2 would
require an expenditure of $43,028.75, with the remaining $6,971.25
(14% of the $50,000 budgeted) covering engineering costs.
II Reference checks of Bullock Construction have been completed as
noted in the attached report.

Recommendation
' It is recommended that the Herman Field Grading and Surfacing
Improvement Project base bid and Alternate No 2 be awarded to Matt
Bullock Construction Co. , Inc. in the amount of $43, 028 .75.

Enclosed is the bid tabulation for bids received on subject project

on May 14 , 1991 . Three bids were received ranging from a low of
$25 , 270 . 75 to a high of $41 ,998 . 00 . The estimate for the project
is $35 ,992 . 50 . The low bid is substantially below the estimate and

the other two bidders and represents an excellent bid for the City .
The low bid was received from Matt Bullock Contracting of St . I
Michael , Minnesota . Bullock has been in business for the past 25
years . They have reported their business volume to be $750 ,000
annually the past few years . They also indicated they would stand
behind their bid and were interested in performing the work . I
Bullock ' s main business practice is grading and excavation . All
other work needed for the project would be provided through
I
subcontractors . They have completed similar park grading and
paving projects for the cities of Coon Rapids , Ramsey , Plymouth and
Dayton , Minnesota . Those projects ranged in size from $100 ,000 to
I$150 ,000 . Our reference checking has indicated the work was
completed satisfactorily .
In addition to the base bid , three alternate bids were received for
I
expanded work on the site and are summarized as follows :
o Alt . No . 1 - Construct grass walkway - $4 ,514 .70 I
o Alt . No . 2 - Pave access drive and parking lot - $17 ,758 . 00
o Alt . No. 3 - Construct trail across wetland - $5 ,760 . 00
We would recommend accepting Alt . No . 2 paving of the access road

and parking lot if your budget allows . The work contained in the
other alternates can be more readily phased in in the future .
