Golden of the Metropolitan Waste 1 Control Commission concerning the disposal of portable toilet waste water from the Hazeltine Golf Club during the U.S. Open scheduled for June 10-17, 1991. It was MWCC's finding that this waste water could not be disposed of into the line 1 tributary to the Chaska water treatment plant. Therefore, they are investigating a location to access the Lake Ann Interceptor which is tributary to Blue Lake water treatment plant. The discharging will occur between 10:00 p.m. and 6:00 a.m. during the week of June 10-17, 1991. The estimated disposal I quantity is approximately 10,000 gallons per day. A credit will be given to the City of Chanhassen for this one-time additional flow quantity. II believe this situation is a workable one and would afford the City of Chanhassen the opportunity to help facilitate one important aspect of the operational efforts of our neighboring community, Chaska, and the Hazeltine Golf Club in relation to the U.S. Open Golf Tournament. Mr. Golden, Jerry Boucher II and myself have met out on Park Road at a location believed to be the best for accessiblity to the Lake Ann Interceptor. The manhole to be used is located in the boulevard area at 1300 Park Road. The business owner will also be notified. District State Aid Engineer ' 2055 North Lilac Drive Golden Valley, MN 55422 Re: Special Agreement Program - Auxiliary Turn Lane Improvements along Trunk Highway 101 at Pleasant View Road and Cheyenne Trail; Project No. 91-6 IIDear Mr. Weichselbaum: The City of Chanhassen is formally requesting that the Minnesota Department of ' Transportation (MnDOT) consider construction of auxiliary right turn lanes on southbound Trunk Highway 101 at Pleasant View Road and Cheyenne Trail. It is the City's intent to have these projects constructed in accordance with the special agreement program offered by MnDC1r. The City feels the proposed turn lanes will add a degree of safety for turning vehicles and provide the orderly through traffic movement along southbound Trunk Highway 101. The estimated construction cost for the improvements on both intersection is ' between $35,000.00 and $38,000.00. This estimate does not include additional costs such as right-of-way acquisition or engineering fees. The City is ' requesting MnDOT to contribute similarly to the auxiliary turn lane projects proposed on southbound Trunk Highway 101 at Choctaw Circle and Sandy Hook Road. This is the information we spoke of this morning concerning the II purposes of the program and initial financial data. Again, as I mentioned to you this morning, the financial projections contained in the report are erroneous in that when the Council ultimately funded the program, they funded 60% of the requested level. Thus, II the capital expenditures outlined on page 11 must be cut by that amount. I am also enclosing another copy of our brochure explaining the Surface Water Utility Program. IIAs I mentioned, we will be in the process of interviewing engineering consultants to undertake initial studies pertaining to II this project. The utility is designed to be a minimum 5 year program since the types of work and improvements we are seeking are not generally subject to quick fixes. However, there will undoubtedly be a range of work that will be undertaken early on in I the program which will probably include the maintenance of storm water retention basins that you and I spoke about. However, as the Mayor eluded to at the meeting, changing the name of an existing street can be very cumbersane and an inconvenience to the other residents on the street. Each resident on the street would have to change their address designation on checks, driver's licen- se's, mailing addresses, etc. ' As the City continues to gray and development occurs opportunities will be available for naming future streets. I would propose that a street in a new ' subdivision could potentially be designated using the "Pauly" name. Please advise me if there are any non-developed areas in Chanhassen which, in past history, had been property awned by the Pauly family. It may be appropriate to ' name a new street local to the area of previous property ownership. The Pauly name has longevity in Chanhassen's history and the City would welcane the opportunity to acknowledge this by dedicating a street name-when the appropriate location becanes available. Folch: , Thank you for your letter of May 2, 1G91 , regard- ing my request for the naming of a street in Chanhassen which would bear the name "Pauly" in some form. Your proposal that a street in a new subdivision coula be designated using the "Pauly" name would be satis- 1 factory to me . I say this because there are nc unnamed streets in the area where property was owned by the Pauly families. ' The original homestead which was farmed by the Paulys for over 85 years was purchased by the Lymans in the late 1940' s and a street was named after them. The farm which is now Chanhassen Estates was homesteaded by another Pauly. The other farm homesteaded is where the Old Catholic Church and Cemetery are located and the land south which ex- tends far beyond where the American Legion clubhouse exists. I believe all of the streets have been named in these areas. The Paulys owned a substantial amount of property I cn the main street which is now West 78th Street. Because it was indicated at the council meeting ' which I attended that the city would not go along with my pro- posal to rename Great Plains Blvd. north of West 78th Street , it appears there is no other alternative but to name a street in an area not formerly owned by a Pauly. It would please me to be kept informed on this mat- ter when the occasion arises for the naming of a new street using the Pauly name . You can be sure your efforts are much appreciated. This is a requirement promulgated for safety reasons to prevent the unin- tentional backflow of hazardous materials in the City water ' system. I appreciate your concerns , and in reviewing alternatives to this ordinance , we did discuss the expense that would be incurred by 1 the few homeowners that have RPZs on home irrigation systems . While the majority of RPZs are in industrial applications , there are several such systems used for home uses . Nonetheless , the ' potential hazard exists for both. We feel that the permit fee is the minimum amount that we need to 1 charge to cover the expense incurred by the City in complying with the inspection requirements the State imposes on the City. In discussing this matter with our plumbing inspectors , I understand that many home systems can be altered to create an 1 acceptable system not using RPZs . I am intrigued by the budgetary device to which you made reference during your discussion of the budgetary crisis facing Department Directors at the MPA Conference. You made reference to a special fee that appears on the utility bills in Chanhassen that is dedicated to storm water activities undertaken by the City. I wasn't sure just how far this authority (in terms of expenditures) extends - specifically whether related, but not necessarily directly related, activities regarding wetlands acquisition and preservation may be eligible areas of expenditure. Please provide me a copy, if available, of your Municipal Ordinance ' establishing this utility fee together with any policy resolution that more thoroughly may specify the areas in which the fees may be expended. In Plymouth we have had storm water districts and resulting special assessments for many years, but these assessments are of a Chapter 429 nature and therefore must be directed specifically to storm water system improvements. I am searching for away to address wetlands preservation - not necessarily related to storm water retention - as well as methods to help with our Planning Department Budgets.
