WORK SESSION
DECEMBER 8, 2003
Mayor Furlong called the work session to order at 5:45 p.m.
COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Ayotte, Councilman
Lundquist, Councilman Peterson and Councilman Labatt
STAFF PRESENT: Todd Gerhardt, Justin Miller, Kate Aanenson, Todd Hoffman and
Jill Sinclair
CARVER COUNTY ENVIRONMENTAL CENTER AND CHANHASSEN
RECYCLING COUPON, MARCUS ZBINDEN FROM CARVER COUNTY
ENVIRONMENTAL SERVICES.
Marcus Zbinden gave a power point presentation covering items such as the previous
collection system, environmental center location and objectives, how and what materials
are accepted at the environmental center, participation by location and month. He
outlined the 2003 coupon program, description and goals, participants versus coupons,
finances and program summary. Mayor Furlong asked what the feedback's been from
residents. Kate Aanenson explained how the recycling coupons are being used as a tool
to educate residents. Councilman Labatt asked Mr. Zbinden to elaborate on what
happens to a bag of clothing that' s dropped off at the environmental center. Mayor
Furlong asked if staff had any suggestions for changes in the coming year. Jill Sinclair
stated they had $10,000 which will be used for educating the public.
REVIEW OF SHERIFF'S DEPARTMENT 2003 & 2004 WORK PLAN.
Sheriff Bud Olson, Sergeant Jim Olson and Bob VanDenBroeke were present
representing the Sheriff' s Department. Sergeant Olson reviewed the 2003 work plan,
what has been accomplished and what needs to be done in 2004. He stated that CrimNet
is up and running in his office, and talked about Project Leadfoot and use of the speed
trailer. Councilman Ayotte asked for clarification on how the Neighborhood Watch
program is related to Project Leadfoot. Councilman Peterson remarked about traffic
numbers. Sheriff Olson stated that having the new speed trailer will help with collection
of speeding data. Mayor Furlong asked about turnover in deputies. Sergeant Olson
stated he has set up monthly meetings with the City Manager. He talked about traffic
enforcement and juvenile violations and curfew strategies. Sheriff Olson stated it's a
problem they've been working on for a couple of years. Councilman Labatt suggested
looking at the cities of Champlin and Osseo as examples of what they're doing to handle
the juvenile curfew problem. Sergeant Olson talked about gang activity and that he could
provide a presentation to the City Council on this subject. Sheriff Olson stated they have
been reimbursed for most of their costs related to the Pillsbury spill. Beth Hoiseth is
continuing to work on licensing of rental housing in the city. Todd Gerhardt stated he
would provide a list and map of known rental houses in the city to the sheriff' s

department. Sergeant Olson presented the 2004 work plan. The speed trailer will be
used daily in problem areas and in response to complaints. Under deputy accountability,
he stated deputies will begin to have more of a presence in neighborhoods. The Vision
for 2005, he recommends the city contract for an additional investigator who is assigned
to investigate cases in Chanhassen. He also recommended having a daytime traffic
related car in the city. Mayor Furlong stated that is a policy decision the council will
have to make, and between the two, which was more important. Sergeant Olson stated an
investigator was more important. Sheriff Olson stated a state aid distribution check will
be forwarded to the city in the coming week.
The work session was recessed at 7:00 p.m. until after the City Council meeting. It was
reconvened at 9:05 p.m.
DISCUSSION OF CITY MANAGER'S REVIEW PROCESS.
Mayor Furlong outlined a schedule for this review process. Holding an executive session
on January 5, 2004 and then discuss the results on January 12, 2004 with the City
Manager. Councilman Peterson and Councilman Labatt volunteered to meet to establish
guidelines prior to the January 5, 2004 meeting. Todd Gerhardt explained when he'll
submit his work plan for 2004. Roger Knutson reminded the council members about the
legalities involved with communication via e-mail.
Mayor Furlong adjourned the work session at 9:15 p.m.
