_ 1 SUBJ: Accept Plans and Specifications, Authorize Advertisement
for Bids, Herman Field Park
11 The attached plans and specifications for the above mentioned
project have been prepared in response to City Council action taken
on February 11, 1991, approving such. As you recall, the amount
II budgeted for this project in the 1991 CIP is $50,000. The plans
and specifications have been developed to include three
alternatives allowing for acceptance of only the most desired
11 submitted totaling $50, 000 or less. These plans have been
submitted to the Engineering Department for review prior to
distribution to bidders. To ensure timely completion of this park
project, the following preliminary project schedule has been
II established.
City Council - Approve plans and specs and April 22, 1991
IIauthorize advertisement for bids
Bid Opening May 8, 1991
IICity Council - Award bid May 20, 1991
Begin Construction June 3, 1991
IIThe 40 foot permanent easement from Marcia Schiferle for the
construction of the access road has been recorded. It will also be
11 necessary to receive a 20 foot temporary construction easement to
the east and a 25 foot temporary construction easement to the west
of the access road in order to complete the access road in proper
fashion. I do not anticipate any difficulties in obtaining these
Itemporary easements. -
Finding these plans and specifications for the Herman Field Park
II grading and surfacing project complete and satisfactory, it is
recommended they be approved and authorization for bids be given.

SUBJ: Herman Field Park Access and Initial Development Plan I
This item was last addressed by the Commission on April 24, 1990.
At that meeting, the Commission authorized staff to have the •
property appraisals prepared and to enter into negotiations with
the property owners for acquisition of an easement allowing access
to the park. As this process was beginning, the City received a
request from a group of residents in the area to vacate portions of
Forest Avenue and Oriole Avenue. The City Council addressed this
request at two Council meetings and approved a revised version of
this request on November 5, 1990. A copy of the report presented
that evening by Jo Ann Olsen, Senior Planner, is attached.
Two important conditions pertaining to the development of Herman 1
Field were included as conditions of approval for this request,
i.e. 1) the provision of a 40 foot easement across the westerly
lot line of Marcia Will Schiferle's property to provide access to
Herman Field Park, and 2) the retention of the Oriole Lane right-
of-way to protect existing storm sewer and to provide future trail
access to the park. The easement and road vacation documents will
be prepared, signed and recorded within the next few weeks
(Attachment #2) .
With the issue of access to the park now solved, we can move 11
forward with initial park development. A master park plan for
Herman Field Park was developed and approved by the Commission and
area residents in 1989 and was revised in 1990 (Attachment #3) .
Additional information was collected through a survey conducted by
volunteers addressing the desires of the area residents in relation
to the development of the park. The extent of work which can be
completed this spring is only limited by the constraints of the
$50,000 budgeted for development in 1991.
The residents in this area have been invited to the January 22nd ,
meeting to allow staff and the Commission to address any remaining

' questions they have concerning the development of Herman Field
Park. Hearing these and with the approval of the Commission, staff
will then present this item to the City Council for their comment
and approval. Plans and specifications will then be developed and
brought back to the City Council and advertisement for bids will
follow. At present, it is anticipated that construction can begin
in May or June of 1991.
Park and Recreation Commission Action (1-22-91) : Lash moved,
Pemrick seconded that the Park and Recreation Commission recommend
that the City Council approve the necessary arrangements for
construction of the access road to Herman Field Park to be
constructed in the spring/summer of 1991. All voted in favor and
the motion carried unanimously.
Recommendation: The grant of permanent easement in this matter has .
been. received and arrangements have been made to have Mr. & Mrs.
Schiferli sign the agreement. It is recommended that contingent
upon receiving these signatures and after recording this document
' with Carver County, the City Council authorize the preparation of
plans and specifications for the Herman Field Park access road and
initial development project.

APPROVAL OF AGENDA: Councilwoman Dimler moved, Councilman Mason seconded to
approve the agenda with the following addition under Council Presentation: II Councilwoman Dimler wanted to discuss the Southwest Metro Transit Board's budget
reduction. All voted in favor of the agenda as amended and the motion carried.

RECOGNITION WEEK".
Mayor Chmiel: The resolution reads as such. Whereas the Volunteers of America,

a Christian Social Service organization, is celebrating its 95th year of service
to the people of Minnesota and the nation; it is therefore certainly
approrpriate for us to join in the observance of this milestone with the
commemoration of March 3-10, 1991 as Volunteers of America Week; and Whereas,

the Volunteers of America is making a valuable contribution to the people of
Minnesota by providing services for children and youth, adults and the elderly,
and offenders and ex-offenders. Whereas, the Volunteers of America through it's

compassionate yet practical crusade, is extending spiritual fellowship as it
provides relief where it is most urgently needed; and Whereas, the Volunteers of
America is commemorating its founding in 1896 and urges others to uphold the
American philanthropic spirit through their commitment to help those in need.
Now Therefore, Be It Resolved, that I, Donald J. Chmiel, Mayor of the City of
Chanhassen do hereby proclaim the week of March 3-10, 1991 as Volunteers of
America Week in Chanhassen. Further, that a copy of this proclamation be

transmitted to the Volunteers of America office as evidence of our esteem.
Passed and adopted by this Council on the 11th day of February, 1991.
Resolution .91-12: Councilman Workman moved, Councilwoman Oimler seconded to II
adopt the resolution proclaiming the week of March 3-10, 1991 as Volunteers of
America Week. All voted in favor and the motion carried unanimously.
