1 SUBJ: Approve State Aid Road Designations
In conjunction with the City of Chanhassen's annual Certification of Road
' Mileage to the Minnesota Department of Transportation State Aid Office, it has
been determined that the City has approximately 4.4 miles of available State Aid
Road designation. This is important to note since a major factor in determining
' the needs and ultimately the annual State Aid apportionment to the City of
Chanhassen is based on the total mileage of State Aid Road designations. Thus,
having the 4.4 miles of unclaimed designation is simply available money lost by
merely not requesting full needs.
In March of this year a Municipal State Aid System Revision request was made to
the District State Aid Engineer. The request consisted of a number of potential
1 roadway segments to be put on the State Aid System. The District State Aid
Engineer then reviews the request and evaluates, based on a number of criteria,
the appropriateness of each of the proposed designations. The list submitted to
1 the State actually contained proposed designation mileage totalling slightly
more than the available 4.4 miles. This was done in an effort to insure that
even with a few designation denials, the City would still likely have enough
designations approved to completely fill the total available mileage allotment.
1 At this time the City has not received a response from MnDOT concerning approval
of these Municipal State Aid System Revision designations. However, in order to
1 receive all of the available needs for the 1992 year apportionment, the State
must receive a City Council resolution approving these new designations by May
1, 1991. It is therefore recommended that the City Council adopt resolutions
for the additional designations of Municipal State Aid Highways, with the
understanding that final selection of the State Aid System Revision will be from
the approved segments of the following list:
1 1. East/West connector between Galpin Boulevard (CR 117 & STH-41 located
approximately 3/4 mile north of STH-5). Approximate length = 3,600 feet.
1 2. Galpin Boulevard between STH-5 and No. 1 above to provide continuity.
Approximate length = 4,300 feet.

3. Loop connector between STH-:41 to STH-5 in the Northwest corner of
' Section 16 from a point mile south of STH-5 on STH-41 to a point 2,000
feet east of STH-4 on STH-5. Approximate length = 4,300 feet.
' 4. East-West connection between No. 3 above and Galpin Boulevard (CSAH 19)
south of STH-5. Approximate length = 2,700 feet.
' 5. Frontage road south of STH-5 between Audubon Road (MSA 106) and CSAH 19.
From a point 1000 feet south of STH 5 on Audubon Road to 300 feet south
of STH-5 on Galpin Boulevard. Approximate length = 5,000 feet.
6. West 78th Street (MSA 113), extend designation for Kerber Boulevard to
Market Boulevard. Approximate length = 500 feet.

The enclosed map will help locate these proposed additions for you. The City
currently has 4.428 miles (23,380 feet) of undesignated MSA street mileage based on II
the recently submitted 1990 Certification of Mileage (see attached). The above pro-
posals total to 27,300 feet so there will need to be sane adjustments after you get
a chance to review. We would appreciate your thoughts on all of these proposals at
this time however, since the City is obviously in a growth mode our MSA mileage 11
should continue to increase next year and beyond.
After your review we will prepare the specific "Needs" sheets as necessary and II obtain the appropriate City Council resolutions to officially add these segments to
the system. We look forward to reducing our mileage surplus considerably with this
proposal and hope you can support us in this matter.
