I SUBJ: Authorize Preparation of Plans and Specifications for
Improvements to 79th Street East of Trunk Highway
101/Great Plains Boulevard Project 91-8
IThe project consultant, Scott Harri of Van Doren, Hazard,
Stallings, Inc . will be present at the City Council meeting on
1 Monday, April 22, 1991 to provide a brief presentation of the
feasibility report which was received be the City Council at
their last regular meeting and to address any questions or
comments concerning the proposed improvement project. As I had
1 discussed briefly at the last City Council meeting, the proposed
improvements include a street widening to accommodate turn lanes
for west bound traffic at the intersection with Trunk Highway
1 101, a bituminous overlay, concrete curb and gutter, storm sewer,
street lighting, and landscaping along the north and south
boulevard areas . The estimated total project cost is $73, 353 .00 .
1 The project is considered feasible from an engineering
standpoint.
The project costs are proposed to be financed through special
I assessments of the benefitting properties . Those properties
benefitting from the road improvement have been determined to be
Lot 2 and portions of Lots 1 and 3 of the proposed Gateway First
I Addition . The storm sewer costs are proposed to be assessed on
an 80/20 split, to Lots 2 and 3 based on the percentage of
contributing run-off .
I The project design and construction schedule has been developed
to be compatible with the schedule of the Rapid Oil development
project on Lot 2. This schedule calls for having plans and
1 specifications prepared for City Council approval on the May 6 .
meeting with a contract award on May 20, 1991. Therefore,
acquiring authorization for the preparation of plans and
I specifications at the April 22, 1991 City Council meeting is
important in maintaining this schedule.

' The feasibility report has been repaired to address the key
elements associated with this project. It is therefore
recommended that the City Council approve the feasibility study
' and authorization of plans and specifications for improvements to
79th Street east of Trunk Highway 101/Great Plains Boulevard,
Project No. 91-8.
