Over the past few years the City has experienced a number of mechanical problems
' with Lift Station No. 1 located in the Sunrise Hills Beach Lo These problems
have ranged from broken motor shafts and to 4 .ut motors and
broken propellers. The frequency and .f these pro• and the asso-
ciated repair costs have been steadily increasing. The primary problem with
this lift station is that the pumping system is under capacity and an outdated
design.
The system is currently regulated by a phone line which prevents this lift sta-
tion from operating at the same time a more powerful pump station is operating
down-line. A recent problem with the phone line allowed this pump to function
simultaneously with the larger pump ,- r- producing an increase in back pressure
which damaged and has ultimately ender -: one of the pumps inoperable.
Currently, we have only one pump unctioning in the lift station. If this pump
' should also fail there is the potential for major sewer problems including a
back-up and discharge into Lotus Lake.
When the 1990 budget was prepared, the existing problems with this lift station
'
were well apparent, and funding allocations for a system upgrade were projected
for the 1991 budget year. However, this proposed budget allotment was not
included as part of the approved 1991 budget. Jerry Boucher and I have
discussed this issue in detail. Given the permanent loss of one of the pumps at
the station and the associated problems that have been experienced in recent
years, it is imperative and appropriate that the necessary repairs and improve-
ments consisting of the installation of a larger capacity pumping system and a
new wet well be accomplished as soon as possible.
Under normal circumstances this type of capital improvement project would be
' required to go through a formal bidding process, however this work would qualify
under the State's definition of an "Emergency Purchase" which recognizes that
certain circumstances will arise which do not permit the formal bidding process.
It is my conclusion that this is one of those situations. The longer we have
only one pump operating at this station, the greater the potential for a total
station failure.

' The scope of this project will consist of two major elements, the first being
the installation of the new wet well and all underground piping and connections
to the existing sewer lines and forcemains and the other is the installation of
1 the new pumps and all mechanical and electrical work in the wet well. In an
effort to expedite the time process, I have asked Jerry Boucher to acquire
"quotes" from a few contractors who he has had satisfactory work experience with
in the past. The low quote for the installation of the wet well and underground
1 piping was received from F.F. Jedlicki at $14,792.00 and the quote for the
installation of the new lift pumps and all mechanical and electrical work was
$24,659.00 from Waldor Pump Canpany.
With City staff providing the inspection and administration of the contract,
there is an overall total project cost savings. As we have talked about pre-
viously, I believe it would be appropriate to realocate the needed monies from
the 1991 budgeted sewer rehabilitation program to fund this repair and
improvement work with the future year proposed repair allocation being put back
into the sewer rehabilitation program.
1 RECOMMENDATION
•
' Passage of a resolution establishing the improvements for Lift Station No. 1 as
an emergency repair and awarding the wet well and underground piping work to
F.F. Jedlicki at a contract amount of $14,792.00 and Waldor Pump Canpany to per-
il form the lift station mechanical and electrical work at a contract amount of
$24,659.00.
MANAGER'S COMMENT
The work being contemplated was scheduled for 1992 in the 5 year capital sewer
budget. As noted, electrical failures have accelerated this schedule. The
recommendation being presented by the Assistant City Engineer is to reduce the
current sewer rehabilitation budget by $40,000.00 for 1991 and to reallocate
this amount for the emergency repair. Currently the pavement management project
is falling behind schedule. This work governs the sewer rehabilitation progam.

one submersible in the 4' manhole with a new top, and put the other
submersible in the steel can. Then you wouldn' t need a new manhole.

As requested, the following is a list of equipment, materials, and
labor to upgrade the existing lift #1.
I . Pumps (2) Flygt CP3152454, 20 HP pumps with 50' cable,
lifting chains, discharge elbows and upper guide bar
1 brackets including freight .

2 . Installation All necessary piping, ball check valves,'
guide pipes, flange bolts and gaskets, hatch cover, and
intermediate guide bar brackets . Also all labor,
Mi mileage, and expenses to install in new wet well, wire
to existing control panel, start-up, and put into
operation. Bypass pumping will be provided from manhole
' to old wet well . The individual discharge pipes will be
stubbed out approximately three feet for the underground
contractor to tie on with his gate valves and piping.

All freight has been included as well as delivery of new hatch
cover in a pre-cast top slab.
