I SUBJ: Authorize Plans and Specifications for Improvements to 79th Street East of Trunk Highway 101/Great Plains Boulevard; Project No. 91-8 This item was presented before the City Council at their last meeting along with a request for authorization to prepare the I plans and specifications for the project. At that meeting Mr . William Madden, Director of Development for Valvoline -nt Oil Change, testified that he had not had ample time* t, e iew the feasibility study document and proposed assessme ole I Therefore, this item was tabled pending review b adden and coordination with City staff. I It is my understanding that Mr. Madden has sine= reviewed the feasibility study and the assessment and tax increment schedules are acceptable to all of the property owners associated with this I improvement project. If there are no further questions or complications concerning this proposed project that arise at the May 6, 1991 City Council meeting, I would again recommend that the City Council approve the feasibility study and authorize the I preparation of plans and specifications for improvements to 79th Street east of Trunk Highway 101/Great Plains Boulevard; Project No. 91-8. City Engineer , t 1 DATE: Apri1 . 17, 1991 ..-_____Y72- ._ _ -y- 2- SUBJ: Authorize Preparation of Plans and Specifications for II Improvements to 79th Street East of Trunk Highway 101/Great Plains Boulevard Project 91-8 I The project consultant, ,Scott Harri of Van Doren, Hazard, • Stallings, Inc . will be present at the City Council meeting on - Monday, April 22, 1991 to provide a brief presentation of the 1 feasibility report which was received be the City Council at their last regular meeting and to address any questions or comments concerning the proposed improvement project. As I had II discussed briefly at the last City Council meeting, the proposed improvements include a street widening to accommodate turn lanes for west bound traffic at the intersection with Trunk Highway 101, a bituminous overlay, concrete curb and gutter, storm sewer, II street lighting, and landscaping along the north and south boulevard areas . The estimated total project cost is $73, 353..00 . The project is considered feasible from an engineering II standpoint. The project costs are proposed to be financed through special II assessments of the benefitting properties. Those properties benefitting from the road improvement have been determined to be Lot 2 and portions of Lots 1 and 3 of the proposed Gateway First Addition. The storm sewer costs are proposed to be assessed on II an 80/20 split, to Lots 2 and 3 based on the percentage of contributing run-off. The project design and construction schedule has been developed 1 to be compatible with the schedule of the Rapid Oil development project on Lot 2. This schedule calls for having plans and IIspecifications prepared for City Council approval on the May 6 meeting with a contract award on May 20, 1991. SUBJ: Accept Feasibility Study for Improvements to West 79th St. II East of Trunk Highway 101; Call Public Hearing, Project No. 91-8 At their regular meeting on February 25, 1991 the City Council authorized the preparation of a feasibility study for improvements to West 79th Street from Trunk Highway 101/Great Plains Boulevard east to the cul-de-sac. You will recall from _ I previous discussions and reports that the primary factors necessitating these street and drainage improvements are the development of the vacant property between the Brown's Amoco I Station and Hannus building and the overall replatting of these properties immediately south and east of 79th Street into Lots 1, 2 and 3 of Gateway First Addition. I A large portion of the previously referenced vacant parcel will become Lot 2, the future site of the Valvoline Rapid Oil facility. The developer of the property, Mr. Brad Johnson of I Lotus Realty, does not control all of the properties potentially benefitting from the proposed street and drainage improvements, therefore he has requested that the City install these Iimprovements as a public 429 project. . The consulting engineering firm of Van Doren, Hazard, Stallings, Inc. has prepared a feasibility study for the proposed street and I drainage improvements. Those benefitting 'properties have been determined to be Lot 2.. and portions of Lots 1 and 3 of the Gateway First Addition. The ?ethod for is assessment is se on a rent foot cot. For the street improvements t1T -amounts to a cost of $177.39 per fro foot. TTie storm sewer improvements have been determined to benefit Lot 2 and Lot 3 only at a ratio of 80% for Lot 2 and 20% for Lot 3 based on contributing run-off. To assess the storm sewer costs on a front foot basis consistent with the 80/20 split, a rate of $150 .48 per front foot for Lot 2 and $36.77 per front foot for Lot 3 has been derived. The proposed project assessments are as follows: Lot 1, $13, 911.11; Lot 2, $39,822.44 and Lot 3, $21,619.45 .
