BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937-1900 • FAX (612) 937-5739 1 MEMORANDUM TO: Mayor and City Council 1 FROM: Don Ashworth, City Manager 1 DATE: May 6, 1991 SUBJ: Youth Commission, Greg Shank and Stephanie Young 1 Mr. Shank and/or Ms. Young are anticipated to be present Monday evening to discuss activities to date with the Youth Commission. = I At the end of the presentation they are in hopes that the City of Chanhassen will pass a resolution in support of the "Letter of Understanding for the District 112 Commission on Youth" (copy attached) . The generalized goals of the letter of understanding ' appear to be consistent with goals previously presented as well as consistent with actions we have taken during the past year. Present: Carver - Vicki Peterson Chaska - Bob Roepke & Dave Pokorney Victoria - Jerry Schmeig, Miriam Porter School District - Marjory Adams, Dave Clough, Greg Shank, Dick Menzel Wallestad Foundation - Brad McNaught ' B. Wallestad Foundation - Brad McNaught 1. Founded by Vic Wallestad, Kallestad Corp. ' 2. Family Hope Services - Targeting at-risk youth through Tree House and Impact projects (summer camping and on-going counseling efforts). Passages is a program for family counseling and support through crisis times. Fred Peterson - Executive Director. 3. Wallestad is contemplating support for bringing Family Hope Services into ' eastern Carver County. 4. Question/discussion on relationships to County Mental Health Services. County budget reductions resulting in many needs being unmet. Seems to be a niche for this type of service. C. Youth Commission - Structure for Values ' 1. Historical background on the Youth Development Plan. 2. Visual - Shows organizational relationships, not an organizational chart. Greg explained this. ' 3. Letter of Understanding re: Youth Commission. Greg reviewed highpoints and entertained questions. 3.1 Questions on reporting/communication responsibility - Quarterly. ' 3.2 Why is Commission a Community Ed. standing committee? - Legislation places responsibility with Community Ed. 3.3 Questions on willingness of Community Ed. to serve as responsible ' agent - The Advisory Council has already expressed interest. 3.4 Any problem serving youth from cities that are in other school districts? (Not anticipated). ' 3.5 Next steps? -Continue with Values Committee planning with idea of the committee coming under Commission umbrella as it develops. Comments on current activities. -District - each building promotes one value per month; values highlighted in Community Ed. brochure; other agencies are following this lead (church programs, ) -Chaska- Using values to judge quality of service; through Park & Rec. coaches inservice, etc. (see attached). -Victoria -.Has brainstormed ideas for inclusion in city efforts. -Use of city leaders in citizenship education. 2. Continue sharing ideas with one another. E. Additional Meetings 1. Interest in on-going meetings. 2. Expand the topics to include any items of mutual concern. 3. Parent Involvement Policy Data Bank K-12 Parenting Home/School PartnershipTeams Carver County Directory "Teamwork in Education • I• I LETTER OF UNDERSTANDING ' FOR THE DISTRICT 112 COMMISSION ON YOUTH We, the undersigned parties do support and agree to the formation of the District 112 Commission on Youth that will aspire to the following: MISSION: Provide"youth an environment in which they can make good decisions and are valued and active participants of the community. PURPOSE: * To work collaboratively with youth to give them a voice in their community in identifying needs and programs. * To work with youth serving agencies and services to avoid duplication and respond to identified and unmet needs. ' * To provide input on planning goals and policies for youth development and activities. * To advocate for youth. GOALS: 1. Conduct appropriate needs assessment activities to identify issues and concerns related to youth. 2. Identify and recommend programs to be ' developed and implemented to respond to needs. 3 . Coordinate activities to promote community values. 4. Assist in identifying funding sources to address youth issues. 5. Provide appropriate forums and serve as a focal point for discussion of youth issues. 6. Encourage interagency cooperation and coordinated efforts in the implementation of programs and services for youth. 7. Encourage home/school/community partner- ships. 8. Seek out ways to coordinate information related to programs and services available to youth. 9. Serve as an advocate for youth. , 11 MEMBERSHIP: The Commission shall consist of 13 voting members. The membership as a whole shall reflect a broad range of opinion, experience and socio-economic expertise with the objective of providing sound advice representative of the citizenry. Each Party should be represented by one adult and one youth as appointed by each Party plus one 1 appointed representative from the Community Education Advisory Council. Sub-committee chair persons will serve as ex-officio members. 1 Commission members will be expected to report quarterly to their appointing party.
