April 3, 1991 To Concerned parties: ' Another invoice for electrical energy has been received from Chaska Municipal Utilities without any relief. Our analysis of ' this bill for the period of February 14, 1991 to March 15, 1991 is attached. Lewis Engineering Company will incur approximately $100,000.00 in ' real estate taxes this year. Of this, the City of Chaska will receive 12.775% or $12,775.00. Based on the premium of $1 ,698.62 we pay to the unregulated Chaska Municipal Utility this month,- we ' will pay the City an extra $19,090.00 for electrical power this year. A seasonal adjustment for higher N.S.P. summer rates has been incorporated into this calculation. This is 149% of the amount they collect in real estate taxes. Power 4,772.04 $1 ,698.62 ' Chaska power is 36%r more costly than N.S.P. Both based on controlled demand. ' N.S.P. has higher firm demand rates for four summer months. See note on N.S.P. tabulations. Based on this month's consumption, the Chaska/N.S.P. differential is 28% for June through September. We understand N.S.P. has filed for a 6% interim rate adjustment, however, no such adjustment is a part of N.S.P. bills for period ending 3/21 /91 . This adjustment will take place about April 1 , ' 1991 . The last N.S.P. rate increase request of 6.91% filed in January of 1990 was denied and all interim charges will be refunded with interest. There is no assurance the new request ' will be approved in whole or in part so it has not been used in our calculations. Make your own judgement. Note Chaska utility bills - they do not tell: A. Reading date B. Days billed ' C. Firm demand and rate D. Controlled demand and rate E. Rate for energy F. Rate for Fuel Clause Adjustment G. Computation of Tax N.S.P. details all of this information. CORRIDOR PROPOSED PROJECTS 1 The following is a list of the proposed projects on the Southwest Corridor of T.H. 212 and the revised letting dates: 1.) S.P. 2762-11 (T.H. 212) Prairie Center Drive Interchange ' The proposed letting date for this project is June 25, 1993. The letting date was delayed five months for two reasons: - First, soil borings indicate very poor soils on the project and will require additional area for construction purposes. Final construction limits cannot be determined until preliminary soils recommendations are complete. - Second, recent changes to the layout at the City of Eden Prairie's ' request will require recomputation of construction limits. Both of these items were not anticipated when the construction limits ' were determined. These revisions of the right of way limits will delay the acquisition process. ' 2.) S.P. 2762-13 (T.H. 212) 1/4 Mi. W. of Wallace Rd. to 1/2 Mi. E. of Mitchell Rd. ' The proposed letting date for the project is December 16, 1994. Originally this project and the next project were scheduled to be designed by Mn/DOT designers. But in December of 1990, due to budgetary ' constrictions and the decline of personpower resources, it was decided to ethploy a consultant to do the final design. A consultant contract of this size and scope normally takes six months to execute. It is anticipated that the State will have a contract with a consultant by June ' 1, 1991, or shortly thereafter. The next critical activity which must be completed in the design process ' is determining the construction limits. In preparing the construction limits, the designer must determine the alignment, grades, super- elevation, typical sections, cross-sections, soil recommendations and construction sequencing or staging for the project. Because of the ' complex nature of this project, this will take approximately seven to nine months to complete from the time the contract is executed. ' Once construction limits are established, the next critical activity is the right of way acquisition process. Now where there is relocation of homes and businesses this process takes three years to complete. There ' are 15 parcels to acquire on this project with 10 relocations. The theoretical letting date would be March of 1995. It is felt that some of the time could be compressed and a project could be let in December of 1994. I 3.) S.P. 2762-12 (T.H. 212) CSAH 4 to 1/4 Mi. W. of Wallace Rd. ' This project has a project path similar to the project listed above. It is scheduled for a June 23. 1995. letting date. They are both to be designed under the same consultant agreement. The preceding project is ' more complex in terms of staging and utilities. It is to be built on inplace T.H. 5. It is anticipated that the first project will take two years to build. The westerly project is on a new alignment. There are 50 parcels to acquire on this project with 45 relocations. It is anticipated that the second project will take one year to build. Because of the time needed to acquire the right of way and to construct, it was determined instead of compressing this project three months, that it would be let three months later. The completion dates for both projects would be closer together. ' 4.) S.P. 1017-09 (T.H. 212) Lyman Blvd. to CSAH 4 ' This project is scheduled for a June 23, 1995, letting. This is the project where the State has received $1.7 million in Federal Demonstration monies. Mn/DOT plans to have a consultant do the final design. Mn/DOT cannot enter into a consultant agreement and expend ' federal funds for final design until the EIS is finalized. Unlike the two preceding projects, which will be funded by State funds, this project is utilizing federal funds. The final EIS is projected to be approved in I September of 1991. Completion of the EIS is dependant upon Mn/DOT's ability to complete the necessary archeological and historical reviews, studies and mitigation plan and approval from FHWA. Allowing nine months ' for construction limits and three years for right of way acquisition, the estimated letting date is in June of 1995. ' It was especially exciting to have you announce that MnDOT has selected Alternate f2 as the route to be followed in construction ' of new US Highway 212. We also were very appreciative of your statement of hope that MnDOT will be able to extend new highway 212 to Cologne by the year 2000. ' As I said during my remarks to the group, the Coalition urges MnDOT to program segments of 212 lying between Lyman Boulevard in Chanhassen and existing Highway 212 west of Chaska for construction in the next five year plan. a . We also urge MnDOT to include the widening of Trunk Highway 5 I . from Park Drive in Chanhassen to T.H. 41 in Chanhassen in MnDOT's next five year plan. The Coalition and MnDOT have had a long period of cooperation and ' mutual assistance which the Coalition has greatly appreciated. Many of the problems and concerns that you ' have addressed have also been expressed by some of your fellow residents and are well known by City officials. ' The City has retained a consultant to perform a traffic study of the downtown area in Chanhassen. The purpose of this study is to clarify the existing problans with the downtown traffic system, determine future needs and propose ' immediate and long term improvement plans to facilitate the system needs. This study is nearly completed and I would forsee the report being presented to the . City Council in the near future. ' Fran reviewing some of the preliminary information from the study I would anticipate a recommendation for installing a traffic signal on West 78th Street at Great Plains Boulevard as an immediate traffic improvement. Predicted ' traffic volumes for the future tend to indicate that additional traffic signals may also be needed on West 78th Street particularly at Market Boulevard. Obviously, I can only speculate at this time until the final report is completed ' and the findings of the study are known. Nevertheless, the main point is that a great deal of time and effort is currently being devoted to improve the downtown traffic situation. Thank you ' for submitting your concerns on this matter. The speed limit is not enforced enough, the signs are not noticeable, and it is a problem trying to get on to West 78th Street from another side road . I feel that there should be a better way of making West 76th Street safer. ' I ha e seen several accidents and near misses because people are dr-i'/?_nc{ to fast or they can not see the traffic signs. During the morning and evening it is almost impossible to get on West 76th Street because of the traffic. The City does not provide separate containers for recycling materials. The City provides trash receptacles at all ' parks and recreational locations in the City, including all tennis courts, hockey rinks and softball fields. All of the trash collected at these locations are taken to a central location and ' Lake Ann Park where the recyclable items are separated and recycled. The City has been doing this for several years. Your letter brought up a good point, in that we should make the public aware that we do recycle the items deposited in our trash ' receptacles. The City is ordering labels for all city trash receptacles which will explain that items deposited are later separated and recycled. It is very encouraging to have children concerned about our environment and you should be very proud of yourselves. In answer to your questions, we do have a person who sorts the recyclable materials from the trash at Lake Ann Park. This man has 1 been doing this for several years and does rely on this as one source of income. The City does not pay the man but he receives money from selling recyclable material. We do not use any 1 machinery to sort the recyclable materials from the trash. At this time it would not be cheaper for the City to put out separate barrels for recyclable materials. We have found where 1 other cities and park districts use separate barrels for recyclable items and trash is still deposited in the recyclable barrels. All of the items still have to be separated at a central location. 1 Therefore, what the city is doing is actually saving time and money. We have ordered labels for the trash barrels to make people aware that was is deposited will be recycled. We feel the labels 1 will help further educate the public and pass the word that the City does recycle and is promoting recycling. It is very exciting to hear that the newspaper is doing an article ' on your program. If an article is in the newspaper, please send us a copy, we would like to see it. It would also be fun to hear you sing your song and maybe in the near future we can arrange for you 1 to perform it for us. Again, keep sending more letters with your ideas. In accordance with City Ordinance No. 132, the surface water utility fee is ' calculated based on land use (zoning) and parcel size. The ordinance provides individual classifications for the different types of land use including vacant or undeveloped parcels. These ' classifications take into consideration the topographic features found on the specific type of land use. The percent of run-off is not specifically calculated for each parcel but instead represents a factor by which run-off for different properties are to be compared. - I have enclosed a copy of the adopted ordinance and resolution ' for your review. As a temporary measure, Program officials have suggested operating an additional 11 hours on Monday. The Monday schedule ensures that the Program maintains the same ' capacity as would eleven stations, thus minimizing waiting times. The remaining stations are due to begin testing operations September 1st and ' October 1st respectively. On October 1st, the Program operating hours will revert back to the Tuesday through Saturday schedule originally proposed. As we understand the status of this effort. the amendment is currently being reviewed by the Metropolitan Council. Following this review, you will be in a position to hold a public hearing and adopt the amended ' plan. Obviously one of the key elements of the amendment is the significant expansion of the ' Metropolitan Urban Service Area within Chanhassen. We understand that for general planning purposes it has been assumed that all of this area will drain into the Lake Ann Interceptor and ultimately be treated at the Blue Lake facility. The next important step in the process is to undertake the necessary engineering studies to determine the best trunk sewer system design to service this area. ' I am writing to assure you of our support for the commencement of this next important step in the planning process. We also recognize that sewer feasibility studies are not free and we want you to know that we are prepared to assume our fair share of the cost of this study. In fact,we are willing to consider any reasonable proposal to finance this study and expedite this vitally important next step. Of course, it is our assumption that if we, or any of the other area property owners were to assist in the financing of this feasibility study, this would either be reimbursed, or credited against our assessments of a project when the project is built. ' Before closing, I would also like to comment on the idea of establishing a task force to study and make recommendations about the future development of the Highway 5 Corridor. We think that ' this is a great idea. There are many excellent examples of corridor studies and community "visioning studies" that could be considered as models. There are a couple of key suggestions that we would like to make as you think about this process. First, it is important that the study be well designed so that the participants are well informed, are clear about the strategic issues to be focused on. and know what results or products are expected at the conclusion of the study. Without a broad base ' of representation, there will always be those who will dismiss the study recommendations as slanted, or biased.
