City Engineer DATE: April 2, 1991 �_ _. - . .. _ ., SUBJ: Approve Contract Amendment No. 1 HNTB Engineering Services ' Contract on Audubon Road South - Project No. 89-18 This item was presented before the City Council at their regular meeting on March 25, 1991 and was tabled pending their request for information. It is my understanding that Council's primary concern was to receive a better explanation of the reason for the contract amendment and a description of the remaining work to be completed on the project. Understandably so, it was the Council's feeling that this was a substantial amendment amount. Attached you will find two letters from Chet Harrison of HNTB, the project engineer. The first letter, dated April 2, 1991, describes the need for the additional services and distinguishes the portion of the contract amendment that has been actually performed in 1989 and the remaining portion for work to be completed in 1991. It is apparent that the original contract for services neglected to account for construction survey staking. This alone accounts for nearly half of the proposed contract amendment. The other letter, dated March 28, 1991, spells out the remaining project work and corresponding engineering services to be completed on the project in the spring of 1991. This is directly associated with the larger portion of the pro- posed contract extension amount. Chet Harrison will be present at the City Council meeting on April 8, 1991 to discuss these and any other questions or concerns that you or the Council may have concerning this matter. If this additional information and tentative discussions at the meeting on Monday night prove to satisfy the questions raised by the Council, I would therefore again recommend that the City Council approve amending the Engineering Services Contract with HNTB for the Audubon Road Improvement Project No. 89-18 establishing a revised ceiling of $65,600.00. It only contained survey costs to establish horizontal and vertical control to be used to do the construction staking. Survey for control was estimated at 75 hours. The estimated cost to do the construction staking was 300 hours but was not included in the original estimate. This additional construction staking ' costs accounts for the additional $10,000 spent to date. The previously approved contract administration costs and inspection are presently within budget. However, because construction was not completed during the 1990 construction season, we are requesting an additional $12,500 to complete the contract administration, inspection, construction staking, record drawing and preparation of assessment costs. I intend to be present at the April 8th council meeting to answer any questions you may have regarding past or future anticipated professional engineering fees. Placing of the final wear course of bituminous asphalt. 2. Complete shouldering of the rural section of roadway. I 3. Complete site grading adjacent to the roadway. 4. Landscape (sodding, topsoil, and seeding) disturbed areas adjacent to roadway. 5. Complete grading and landscaping for storm sewers and drainage ditches. I 6. Construct pedestrian walk and fencing across the railroad bridge. 7. Pave trail system south of future Lake Drive West to Heron Drive. 8. Survey constructed utilities for record drawings. I 9. Prepare record drawings. 10. Prepare final construction costs for the final assessment role. There may be other additional tasks that are not listed here. We can discuss these and any other concerns at the City Council meeting on April 8, 1991. I apologize for not being at the last City Council meeting due to a family emergency. IHNTB's letter dated July 26, 1990, provided an estimate of our staffing requirements to - construct Audubon Road. We propose that the compensation will be on a cost plus with a maximum. We have attached a description of the proposed person hour estimate and fees. The estimated hours for 1 Construction Inspection are based on a full-time Resident Project Representative (as described in an Appendix "B" of the contract) on the site for about 11 weeks and periodic visits by office personnel for inspection of utility construction. We will request, if necessary, additional funds if the maximum amount is exceeded in the future.. We also have enclosed a-copy of correspondence 1 indicating our latest overhead rate which is slightly higher than last years overhead rate.
