' SUBJ: Accept Feasibility Study for Improvements to West 79th St. East of Trunk Highway 101; Call Public Hearing, ' Project No. 91-8 At their regular meeting on February 25, 1991 the City Council 1 authorized the preparation of a feasibility study for improvements to West 79th Street from Trunk Highway 101/Great Plains Boulevard east to the cul-de-sac. You will recall from previous discussions and reports that the primary factors necessitating these street and drainage improvements are the development of the vacant property between the Brown 's Amoco Station and Hannus building and the overall replatting of these properties immediately south and east of 79th Street into Lots 1, 2 and 3 of Gateway First Addition. ' A large portion of the previously referenced vacant parcel will become Lot 2, the future site of the Valvoline Rapid Oil facility. The developer of the property, Mr. Brad Johnson of Lotus Realty, does not control all of the properties potentially benefitting from the proposed street and drainage improvements, therefore he has requested that the City install these improvements as a public 429 project. The consulting engineering firm of Van Doren, Hazard, Stallings, Inc. has prepared a feasibility study for the proposed street and drainage improvements. The improvements include a street widening to accommodate turn lanes for westbound traffic at the intersection with Trunk Highway 101, a bituminous overlay and concrete curb and gutter to improve the street servicability and ' extend life, storm sewer, street lighting, and landscaping along - the north and south boulevard areas . The estimated total project cost is $75, 353.00. The project is considered feasible from an engineering standpoint. 1 Don Ashworth April 3, 1991 Page 2 i The total project cost is proposed to be financed through special assessments of the benefitting properties. Those benefitting properties have been determined to be Lot 2, and portions of Lots 1 and 3 of the Gateway First Addition. The method for this assessment is based on a front foot cost. For the street improvements this amounts to a cost of $177.39 per front foot. The storm sewer improvements have been determined to benefit Lot • 2 and Lot 3 only at a ratio of 80% for Lot 2 and 20% for Lot 3 based on contributing run-off. To assess the storm sewer costs on a front foot basis consistent with the 80/20 split, a rate of $150 .48 per front foot for Lot 2 and $36.77 per front foot for . Lot 3 has been derived. The proposed project assessments are as follows: Lot 1, $13,911.11; Lot 2, $39,822.44 and Lot 3, $21,619.45 . At this time it is requested that the City Council accept this i feasibility report for the proposed street and drainage improvements to 79th Street (Project No. 91-8) and that a public hearing on this feasibility report be called for the April 22, 1991 City Council meeting. lap Attachment: Feasibility Report c: Todd Gerhardt, Asst.
