' SUBJ: Presentation on the Eastern Carver County Transportation
Study
' As you will recall, the city participated in the preparation of the
Eastern Carver County Transportation Study along with Carver County
and the Cities of Chaska, Victoria, Waconia and Carver. The
purpose of the study was to gain understanding and control over a
variety of traffic issues that were not adequately being dealt with
by either MnDOT or the Metropolitan Council. As we are all aware,
our area has grown quite a bit more rapidly than the Metropolitan
' Council had anticipated. One purpose of the Eastern Carver County
Study was to factor in actual and projected growth and translate
this into transportation analysis and needs.
' The Eastern Carver County Transportation Study is probably familiar
to most of you since it is incorporated within our recently adopted
' Comprehensive Plan. We have also begun to utilize it to review
developments as evidenced by the reworking of the Klingelhutz
subdivision north of Lake Riley to accommodate the enlargement of
Lyman Blvd./Lake Riley Blvd. as projected in the transportation
study. The study is also used as a starting point for the work
being undertaken by Stgar-Roscoe-Fausch in their traffic analysis
of the Chanhassen CBD. However, we believe it would be useful for
' you to be given an overview of the plan itself, what- it contains,
what it proposes and what directions it leads us. I have therefore
requested that Roger Gustafson, the Carver County Engineer and
' Larry Dallam, who is the project manager from HNTB, be present to
give an overview of the plan and respond to your questions. I have
also taken the liberty of inviting HRA and Planning Commission
members to hear this presentation should they so desire. We had
' originally intended to get this on the agenda in early January, but
were unfortunately unable to do so due to scheduling conflicts and
the need to complete work on the Comprehensive Plan.
