The purpose of this letter is to confirm my telephone
conference of January 18, 1991 with Loren Solfest regarding the
above matter.
Chanhassen HR.A has granted to Baden & Berry an extension to
February 25, 1991 to answer the Complaint. During the extension
period Mr. Solfest will provide me with copies of all the pleadings
related to Mr. Levy's motion in bankruptcy court.
In the near future Mr. Dahlin should call me to schedule a
meeting with HRA officials to discuss an ultimate resolution of

Dear Mr. Guthmiller:
It has come to our attention that a large number of abandoned
vehicles and parts are being stored on your property. The City
Code does not permit the storage of abandoned vehicles. It appears
that this activity has existed for several years, but that it may
be expanding. If this activity has been in existence prior to
' 1972, it would be considered a legal non-conforming use. A legal
non-conforming use is permitted to continue as it was prior to the
adoption of the City Code but it may not be expanded.
Please submit a written explanation as to the storage of abandoned
vehicles, parts and business activity occurring on your property
within 10 days of receipt of this ,letter.

1 SUBJ: Public Input Meeting, Management of Eurasian Water
Milfoil
On Saturday, January 19, 1991, I attended the public meeting noted
above hosted by the Gray Freshwater Biological Institute and
1 coordinated by the Minnesota Department of Natural Resources.
Information was presented on the DNR's 1990 and 1991 control
programs as was information on cooperative research efforts between
1 the DNR and the Gray Freshwater Biological Institute. This
research involves mainly biological control through the development
of a fungus which attacks a selective group of plants including
Eurasian Water Milfoil. The meeting was conducted as an open forum
1 and generated discussion from a diverse group representing the
entire State of Minnesota.
1 This information, as you know, is important to the City of
Chanhassen since we currently have confirmed infestations of
eurasian water milfoil in Lake Minnewashta and Lake Riley. Carver
1 County ranks second in the state in the number of infested lakes,
only Hennepin County has more.
The effectiveness of the proposed control measures lies in the
1 ability of the Freshwater Institute and the DNR to obtain funding
for research. The state legislature has only allotted a fraction
of the dollars necessary to keep research moving. Currently the
t foundation is looking for a venture capitalist to invest in the
development of a fungus-based control product.

due to your new ordinance protecting wetlands . Especially, since

affects wetlands .
Also, it was encouraging to see how you worked in cooperation
with Rosemount, Inc . with the building of their new facility. It
is a very beautiful facility. Chanhassen' s initiative in the
areas of ordinances for the wetland management is quite welcomed.

I would like to remind you that February ' s Public Safety Com-
mission meeting will be on Thursday, February 21 , at 7 p.m. in
the Chanhassen Atrium Conference Room (while we usually have it
the second Thursday, it was agreed upon that we would leave
February 14 available for those romantics of the group. . . . ) .
Park and Recreation Coordinator Todd Hoffman and I have ten-
tatively scheduled a joint Public Safety/Park and Rec Commission
meeting for Tuesday evening , April 9 , 7 - 9 p.m. This would take
the place of our regularly scheduled meeting for April . This
meeting would be general in nature , affording both Commissions
the opportunity to get to know each other , discuss issues of a
mutual concern , and look toward future joint planning efforts .
I am also very pleased to inform you that City Manager Don
Ashworth has now officially appointed me Public Safety Director .
Believe me , I could not be more pleased about this ! Again, I am
greatly looking forward to a great 1991 !

CALIFORNIA HOUSING MARKET IN RECESSION
ILo, how the mighty have fallen! It would be hard not to gloat over California's recent problems, were it not for the fact that
mainly because of the weakness in the California market(which comprises 15-20%of total U.S.new and existing home sales),
housing starts nationwide plunged 6% in October, the ninth straight monthly drop, and the most sustained decline since the
Igovernment began tracking these statistics 31 years ago.
The collapse of the California market shows how a drop in housing demand can damage even a robust'regional economy.
Construction workers are being laid off, builders are losing their profits or their businesses, and some lenders are sustaining

big losses on residential construction loans.Many homeowners suddenly feel poorer and have less access to the home-equity
credit that helped fuel the California boom.Consumer spending is likely to weaken.
According to The Wall Street Journal,the California housing market has been stagnant ever since home prices peaked in July
I
1989, and demand began vanishing last summer. The underlying cause was the cumulative impact of inflated home prices,
which had so outstripped income growth that less than 20% of the state's households could afford to buy a median-priced
home ($201,000). The buyer psychology that supported this speculative bubble suddenly shifted as the swelling number of
I unsold new and existing homes became increasingly obvious, and eventually pressured builders and owners to cut prices.
Then, growing concern over a weakening economy and the Persian Gulf crisis turned buyer caution in California into what Ken
Rosen,economist and Chairman of the Center for Real Estate and Urban Economics in Berkeley,CA,calls a"buyer strike."

than a"boom or bust"economy.Again, NAHB statistics year-to-date in September show the following results for single-family

Dear Don:
Attached please find a Development Contract for the Chan Haven
3rd Addition plat development. Page SP-7 requires signatures
from the Chanhassen Holding Company partnership. In addition
this contract will require the signature of the Consent Form by
Systems Control on Page SP-8. As it states in the General
Conditions of this contract, no public or private improvement
shall be intiated until the following conditions have been satis-
fied:
1. This development agreement has been fully executed by
both parties and filed with the City.
2 . The necessary security and fees have been received by the
11 City, this amounts to a letter of credit or a cash escrow
in the amount of $82,641 .35 and an administrative fee to
be paid in the amount of $2473 .86 .
3 . A fully complete and accurate plat has been received by
the City. City will file plat with the County
Recorders Office.
When these conditions have been met I will issue a written letter
stating that the foregoing conditions have been satisfied and
that you may proceed. Please note that plans and specifications
