My staff report for the August 12, 1991 City Council meeting on this item contained brief overview of the chronological history of this project. A prelimin ry assessment roll defining the five II affected parcels and the associated a s=ssment amounts was attached to that report. As is required by State Statute §429 for a special assessment project, a public hearing shall be held to give affected property owners an opportunity to express any concerns on the actual special assessment levy. PROJECT BRIEFS 1. Chanhassen Lakes Business Park 5th Addition (Park Place Phase II) Project No. 85-13B In 1986, the City conducted an improvement project (No. 85-13)- which included the construction of the cul-de-sac (Park Place) and the sanitary sewer and storm sewer facilities. _ Due to the poor soils in this area, a two-phase approach was implemented to complete the overall improvement project-:`: Thus, the -concrete curb and gutter and bituminous wear course were to be placed following a closely monitored soil consolidation period ``` Due to the uncertainty of exact building site,locations and grading, the watermain portion of this project was also delayed. The cost for the Phase II improvements were shown as a pending assessment to be levied when construction occurs. At the time Chanhassen Lakes Business Park 5th Addition as platted in 1986, the developer, Alscor Investors, petitioned the City to install the aforementioned improvements and entered into a development contract with the City to secure payment for the cost -of these improvements. Alscor 1 Is- Yee�r PRINTED ON RECYCLED PAPER I Don Ashworth August 5, 1991 Page 2 • Investors has since sold Lots 1 through 4 of Block 1 and the City has been informed by the developer that the pending assessments should be passed on to the succeeding parcel ownerships. Therefore, the total project cost of $182.169.80 ' is to be spread, consistent with the original project concept and development contract, on an acreage basis across the six lots in. Chanhassen Lakes Business Park 5th Addition. The proposed street improvements consisted of the installation of concrete curb and gutter adjacent to the existing bituminous surface and the placement of a 2 1/2-inch depth of ' bituminous wear course. Boulevard regrading and driveway curb cuts were also provided. The total cost for the street improvements is $71,134.35. The total acreage of the six lots ' proposed to be assessed is 25.488 acres. This yields a net assessment rate of $2,790.90 per acre. I The watermain improvements consisted of the installation of a 10-inch watermain loop to provide for the needed fire flow capabilities for the ultimate development of this addition. The watermain was also constructed with 8-inch service leads ' and hydrants spaced at required intervals throughout the loop. The total cost for the watermain improvements is $111,035.45. This amount spread over the 25.488 acres to be assessed yields a net watermain assessment rate of $4, 356.38 per acre. The combined street and watermain assessment rate is approximately $275 per acre less than that estimated in the feasibility ' report. I have attached a project cost summary and the preliminary assessment roll prepared by RCM, the project consultant ' engineer. No action is necessary on this item tonight other than to receive this assessment roll and call for a public hearing on the August 26, 1991 City Council meeting. I2. Lake Drive East Improvement Project No. 89-6 - The limits for this project began at Dakota Avenue and extended east to 184th ' Avenue (Dell Road) . The impetus for this project was the interfacing of the overall roadway systems improvements associated with the upgrading of Trunk Highway 5. The project improvements consisted of the installation of sanitary sewer, ' watermain and storm sewer facilities, reconstruction of the westerly 1, 000 feet of existing roadway and new construction of approximately 2,400 lineal feet of roadway. Lake Drive • East is a State Aid designated street with the Hennepin County portion existing within Tax Increment Financial District No. 2. Thus, the costs associated with this improvement project are to be financed by a combination of State-Aid funds, MnDOT, I/ Don Ashworth • August 5, 1991 Page 3 TIF, and special assessments. This project was initiated in 1990 and completed during the 1991 construction season. The majority of the improvements impacted the Datasery property. Thus, Datasery personnel have been intimately involved with the project from its inception. . • The preliminary assessment roll for this project is not anticipated to be completed in time for the council packet distribution for the August 12, 1991 City Council meeting. The preliminary assessment roll will be distributed at a later date as soon as they are available. Again, no action is required on this item other than to call for the public hearing for the August 26, 1991 City Council meeting. I believe it would be appropriate for the Council to make one motion calling for the public hearing of both of these projects for the night of the August 26, 1991 City Council meeting.
