Two bids cfaig A.Amundsen were received at that time, but both bids were rejected due to the Donald E.Hunt inability of the Market Square developer to consummate their John B.MCN4tT ert financing and provide the City with the required security. The low Richard D. Pilgrim bidder's bid for the storm sewer portion of this project of Date N.Beckmann $78,235.00 is less than last year's low bid price of $87,290.00. The turn lanes are proposed to be constructed in conjunction with the Market Square development. Plans for the turn lane construction are consistent with the approved preliminary development plans. The low bidder is Shafer Contracting Company, Inc. , with a total bid ' price of $176,983.00. The Shafer Contracting bid is $15,017.00 below our Engineer's Estimate, a difference of approximately eight percent (8%) . Based on last year's bid prices for this project and the Engineer's Estimate, it appears the bids were reflective of a ' competitive bid environment. Shafer Contracting Company, Inc. , has been the contractor for other ' projects in which BRW, Inc., has been involved as well as for other projects in the City of Chanhassen. We feel that they are a capable contractor with the ability to perform the work required by this project. We, therefore, recommend award of the Market Square Storm Sewer Extension Project, CP 90-13, to Shafer Contracting Company, Inc. , for the low bid price of $176,983.00 ' Subject to City Council approval and the completion of all financing arrangements by the Market Square developer, we anticipate ' commencing construction by September 23, 1991.
