BOX 147 • CHANHASSEN, MINNESOTA 55317 - I (612) 937-1900 • FAX (612) 937-5739 MEMORANDUM ii TO: Don Ashworth, City Manager IFROM: Charles Folch, City Engineer DATE: July 17, 1991 1 SUBJ: Call Assessment Hearing Dates for Audubon Road South Improvement Project No. 89-18 Frontier Trail Improvement Project No. 89-10 I Country Hospitality Suites Project No. 89-25 Lake Ann Interceptor Sewer Project No. 87-35 1 These capital improvement projects are currently either completed or very near completion. As is required by State Statute 429 for a special assessment project, a public hearing shall be held to I give affected property owners an opportunity to express any con- cerns on the actual special assessment levy. I have contacted each of the respective project consultant engineers and requested 1 that the corresponding project assessment rolls be prepared accordingly (see attachments) . At this time the preliminary assessment rolls are being finalized and will likely not be ready I in time to make the Council packet deadline. However, if any of the project assessment rolls are completed prior to Monday night 's meeting, I will distribute them that night in order to allow the City Council additional time to review the assessment 1 rolls prior to the public hearing, if possible. PROJECT BRIEFS I1 . Audubon Road South Improvement Project No. 89-18 - This pro- ject was basically the Phase II and final segment of the I overall improvement project to Audubon Road between Trunk Highway 5 and Lyman Boulevard. The limits of this project extended from the bridge over the Chicago, Milwaukee, St. Paul and Pacific Railroad bridge south to Lyman Boulevard. 1 The improvements included streets, sanitary sewer, watermain, storm drainage facilities and walkway/trail. These improve-. ments to Audubon Road were anticipated previously and are I included in the City's Development District No. 2, Tax Increment District No. 2-1, which was modified and approved by the City Council and Planning Commission in 1989. In a I 1- I Don Ashworth July 17 , 1991 Page 2 manner consistent with the recent roadway improvements completed to Audubon Road north of the railroad tracks, the ' cost of the roadway improvements, storm sewer , street lights, walkway/trail, landscaping and trunk oversizing costs of the sanitary sewer and watermain are proposed to be paid by the ' district. The only assessments proposed are the local share of the sanitary sewer and watermain. 2 . Frontier Trail Improvement Project No. 89-10 - The limits for ' this project were Kiowa Circle to the north and Highland Drive to the south. The improvements consisted of a bitumi- nous street surface reconstruction, sanitary sewer ' reconstruction, installation of curb and gutter and storm sewer facilities . Costs for the sanitary sewer improvements are to be financed with trunk sewer funds and not assessed. ' A portion of the street and storm sewer improvement costs are proposed to be assessed to benefitted properties . 3 . Country Hospitality Suites Project No. 89-25 - This project ' involved site improvements for the Country Hospitality Suites Hotel development located at the southeast corner of West 78th Street and Market Boulevard in Chanhassen. The public ' improvements consisted of reconstruction of storm sewer, watermain, sanitary sewer, bituminous paving, concrete sidewalk, curb and gutter and site lighting. The scope of the improvements constructed were detailed by the ' redevelopment agreement between the developer and the City. The improvements were designed to serve and benefit the properties on which they were constructed. Therefore, all project costs are proposed to be assessed against the plat. 4 . Lake Ann Interceptor Sewer Project No. 87-35 - This project ' was completed in 1987 as a joint project between the Metropolitan Waste Control Commission and the City . The City has incurred local costs through the provisions of this joint ' project. These costs are translated into benefit for trunk sewer service and result in property assessments consistent with typical municipal improvement projects . The service area map has been attached for referenced purposes . Wetland ' areas and other unbuildable acreage has been substracted from each parcel and ultimately the total area to establish a "useable acreage amount" from which an appropriate trunk ' sewer benefit rate is to be established. The preliminary assessment rolls for each of these projects will be included in the Council packet for the August 12, 1991 meeting ' (unless they are distributed earlier ) . The project consultant engineers for each of these projects will be on hand the night of August 12 to give a formal presentation of their respective I Don Ashworth July 17, 1991 Page 3 assessment roll . No action is required by the City Council at this time concerning the assessment rolls other than to call for a public hearing on each of the aforementioned projects . If protocol allows, it may be appropriate to make one motion calling for all of these public hearings on the August 12, 1991 City Council meeting . Attachments: 1. Audubon Road location map. 2 .
