PROPOSAL
The City is in the process of making improvements to the Herman
Field Park. The improvements to the park may eventually include
open field play areas, parking, tennis courts and construction of
trails throughout the park area to serve as nature walk trails.
The proposed grading for improvements and the construction of the
trails are within 200 feet of a Class A wetland which requires a
wetland alteration permit. The proposed trails include a super
deck nature trail which would cross the easterly Class A wetland
and therefore also requires a wetland alteration permit.
The construction within the 200 foot area of Class A wetlands will
not impact any of the existing wetlands. The construction limits
are beyond the boundary. The majority of the nature trails are
outside of the wetland limits and will not impact the existing
wetlands. The one area where the trails will be within the wetland
limits is where the super deck nature trail is being proposed to
cross over the easterly Class A wetland. The super deck nature
trail is a boardwalk which will cross the Class A wetland to
connect the two high areas of the park. No excavation of
embankment is necessary for the installation of the boardwalk and
will not permanently impact the wetland. The super deck nature
trail is part of a future phase for improvements in the Herman Park
Field and should be installed next year. Similar nature trails
have been used in other wetland areas located at the Arboretum and
the Carver County Regional Park where they have been very popular
in allowing access within wetlands to allow people to enjoy and
view the wetland up close.
Staff is recommending approval of the proposed wetland alteration ,
permit. The grading construction limits of the site are well
outside of the wetland limits and the proposed super deck nature
trail will result in minimal impact to the wetland during its
construction and no impact to the wetland once it has been
installed.
RECOMMENDATION '
Staff recommends the Planning Commission adopt the following
motion:
"The Planning Commission recommends approval of Wetland Alteration
Permit #91-2 to allow construction within 200 feet of a Class A
wetland and the installation of a super deck nature trail through
a Class A wetland with the following conditions:
1. Type III erosion control will be placed between all '
construction areas and wetland limits.

2 . The super deck nature trail cannot be installed during _
waterfowl breeding season and shall be located as to minimize -
the impact on vegetation.
3 . There shall be no filling or dredging permitted within the
Class A wetlands. "

STAFF UPDATE'
' The Planning Commission reviewed the Herman Field Wetland
Alteration Permit on July 17, 1991. In order to allow improvements
' to Herman Park to commence, staff allowed the application to be
streamlined directly to the next City Council meeting (7-22-91) .
This was allowed only because there was no public comment and minor
discussion by the Planning Commission. The Planning Commission
minutes will not be part of the packet, but will be available in
time for the City Council meeting.
' PLANNING COMMISSION UPDATE
On July 17, 1991, the Planning Commission reviewed the Wetland
Alteration Permit. Erhart moved, Emmings seconded to approve the
' Wetland Alteration Permit with conditions as stated in the staff
report. For discussion Brian Batzli stated: "I would just like
the city to consider the issue of encouraging people into the
' wetlands and I would encourage them to move slowly and see how this
one works out before they plan a lot more of these. " All voted in
favor and the motion carried.
' CITY COUNCIL RECOMMENDATION

or embankment is necessary for the installation of the boardwalk.
Grading for park improvements and clearing for trails within the
200 ft. wetland watershed limit. A slight increase of the volume
of runoff into the wetlands due to the paving of the access road
and parking lot. No clearing or grading will take place within the
actual wetland limits.
